Management by contract is nowadays a common method within the public sector since the NPM overtook as paradigm with its mechanisms of control inspired by the private sector. The public agency is foremost a service provider where they interact with citizens in the service process. Swedish eldercare has significantly increased its expose to competition which means that eldercare can be executed not only by the municipalities own provider. Such an adaption increases the requirements to inspect quality and how the purchasers assure goal achievement by control. The outmost liability stays with the municipality to ensure that the service produces god care since their position as the service purchaser implies the responsibility to plan, precise and evaluate the required work that the executor has to accomplish.

The Swedish Armed Forces have undergone a significant change where we have gone from recruitment through duty and replaced it with a voluntary based defence. Across Europe, countries that have undergone the same type of change demonstrate change in the quality of those recruited. The focus in this paper is how recruitment quality looks in Sweden after three years of volunteer based defence and if officers at P7 can see a change in quality on those recruited. This work aims to investigate whether soldier quality has changed from conscription recruited to voluntary recruited soldiers. The question that the work tries to answer is whether one can see a change in quality in soldiers and in that case how.The result can be summarized as one begins to see a change in recruiting quality but it is not something that is visible at the regiments.

This thesis investigated if a combination of increased under colour removal (decreasing the total ink limit), normal andincreased density and modern FM-screening could be used to provide a visually better print on uncoated and coated paperin comparison with AM-screening using the same conditions.Two different test groups (one with graphic background, the other with no graphic background) were asked to a visuallyassess the quality of the prints presented in a pair comparison using a reference image.The results show that the FM-screening did not obtain any significant visual difference in comparison with AM-screening,regardless of paper types and density levels. The purpose of this thesis is to examine the quality notions used by the library personnel responsible for the video game department at Malmo City Library. Furthermore, the thesis aims to assess how these notions of quality relate to properties of the actual collection of video games. The empirical results are based on interviews with the responsible library personnel. The result is then analyzed by an interpretation of Carl Gustav Johannsen?s library adapted, theory-based, model of quality definitions.

MPC is the company Exova Metech?s operating system that contains all the information needed for the company's objectives and guidelines to permeate the company. How changes in the MPC should be communicated with the company's employees can be seen as problematic. Routines that have been changed in practice, the process owners do not always update in the MPC, it leads to that the employees can not ensure that duties are performed properly. The Swedish system of environmental quality objectives is a so-called MBO, Management By Objective and has the purpose to guide the Swedish society towards sustainable ecological development. The system involves the whole society from the parliament and the government down to individual citizens. At the regional level, it is the county administrative boards that are responsible for the work with the system of environmental objectives. At the County Administrative Board of Västmanland County, it is the environmental unit who is in charge of work with the environmental objectives and they want input for how to improve their work with the environmental objectives, both internally at the Administrative Board and externally with external parties.The main purpose and goal of the study is to present the work of four other county administrative boards regarding their work with the environmental quality objectives and to identify external parties? opinions of how they want the County Board of Västmanland county to work with them in this matter.The work is designed as a case study of four county councils, where the environmental objectives coordinators at the four county administrative boards were interviewed about their work with environmental quality objectives.

A literature study and a field trial have been carried out in order to investigate the physiological response of potato plants to different soil moisture levels. Higher yield, quality and number of tubers can according to the literature be obtained if constant high soil moisture is kept during major parts of the growing season. A field trial was set up where drip irrigation was used as an alternative to conventional irrigation techniques to maintain high and constant soil moisture. The application of water in the drip irrigated area was monitored and adjusted on a daily basis so that the soil moisture stayed as close as possible to the recommended level. The sprinkle irrigated area was irrigated according to traditional practices with approximately 35 mm every 7th to 10th day depending on the whether.

The ever-growing problem of antibiotic resistance provides surgical departments a big challenge when it comes to preventing the spread of infection. Operating theatre nurses have a vital role in the prevention of infection. In addition, correct ventilation in the operating theatre is of great importance. The caregiver is responsible for quality assurance of ventilation in the operating theatre, but the work can be delegated to other staff within the department.

Syftet med studien var att behandla utvärderingsfasen inom offentliga upphandlingar och mer specifikt från ett leverantörsperspektiv. Offentliga upphandlingar utförs för att få bra kvalitet till ett lågt pris. De kan utföras genom lägsta pris eller ekonomiskt mest fördelaktiga anbud. Genom begärda avslutade upphandlingar kunde modeller som använts identifieras ända ner till dess korresponderande matematiska modell. Poängvägningsmodeller anses inte konsistenta på grund av att de påverkas av irrelevanta variabler likaså den relativa kvalitetsvärderingsmodellen i teorin.

This master's thesis focuses on the development of a strategy for aninformation service in the area of digitization of cultural heritage andresearch, with a web based platform as implementation of the strategy. Viathe platform, digital collections and research are presented and shared.Services around the platform are provided. Support activities comprise thewhole chain of digitization, from digitization to archival of the digitizedobjects. The information service aims for a new approach to combine ICT andestablished research; research and industrial practice were combined andcooperation of participants from various backgrounds was enabled. Thestrategy and organization of such information service was described using a?quality management system?, standard ISO 9001.

Nowadays Wireless LAN is playing a more and more important role in network systems. After 1999, in which the IEEE organization published its Wireless Local Network standard 802.11[1], many people saw the advantages of the standard but also the lack of support for multimedia streaming. A lot of research work has been done on the proposed IEEE 802.11e standard draft during the past 4 years. It is supposed to be able to fully support Quality of Service. The final version will be published early in 2004.
