The point of departure for this essay is the observation that themunicipality of Lund is giving priority to handicap associations overother forms of associations. This act can be regarded as trespassinginto the realm of civil society. In respect of this, two aspects appearto be particularly interesting to explore. The first is to determinewhich perspective of freedom the municipality of Lund holds. Ireconstruct how the liberal and the communitarian state relate to thenegative and the positive freedom. I then test which of these best matchthe action of Lund municipality. My conclusion is that the municipalityis using the positive freedom. The second aspect that I examine is whatthe municipality's duty is and what the belief is that the priority willlead to. I show that its duty is to provide the citizens with thepositive conception of freedom and the objective with the priority is toaccomplish the positive freedom. After this I show that it is possibleto normatively justify the priority of handicap associations by usingdeontologi and consequentailism. The essay concludes with a discussionon freedom as a necessary requirement for the individual's well-beingand I offer suggestions on how the state should act with regards tocharity.
