Vårdvalets påverkan på styrningen av Närhälsans vårdcentraler i Västra Götalandsregionen ? ett New Public Management-perspektiv

I och med vårdvalets införande, dvs. att patienterna själva fick bestämma var de skullefå sina basala vårdbehov tillfredsställda, har primärvården i Västra Götalandsregionen öppnats upp för privata aktörer. Från att ha agerat på en starkt reglerad marknad har de offentliga aktörerna nu blivit konkurrensutsatta. Studien behandlar vårdvalets påverkan på styrningen inom den offentliga Närhälsan utifrån ett New Public Management-perspektiv. Genom kvalitativa intervjuer med totalt fyra vårdcentralschefer och två primärvårdschefer visar denna studie att styrning av den offentliga Närhälsan i den uppkomna konkurrenssituationen har lett till ett marknadstänkande i linje med New Public Management-teorin.

New Public Management och frivårdsinspektören

Med termen New Public Management, NPM, vill samhällsvetenskapliga forskare beskriva den våg av organisationsförändringar inom offentlig förvaltning som svept över västvärlden de senaste cirka 30 åren. Den här uppsatsen undersöker hur frivårdsinspektörer inom den svenska kriminalvården upplever sin arbetssituation utifrån förekomsten av NPM-principer. Fem frivårdsinspektörer intervjuades utifrån tre temata som är kopplade till NPM - mål, kontroll och utvärdering. Undersökningen visar att verksamheten tycks ha förändrats påtagligt under den tid intervjupersonerna arbetet inom kriminalvården och att dessa förändringar kan kopplas till uppkomsten av NPM. Delar av arbetets organisering beskrevs som positiv för såväl kriminalvårdens anställda som för dess klienter.

My master?s thesis is a study of acquisition of photographies during 1958-2008. The questions I proceed from is what patterns lies behind the Royal library's acquisition of photography and how the process of acquisition looks like. The theoretical base which I lean on consists partly of a problematization of the process of cultural heritage and partly of organizational theory. The problematization of the process of cultural heritage is my foundation of this essay.

New Aid Management: En kritisk analys av new public management-ideal i styrningen av Sveriges internationella bistånd

Since the 1980s, the management philosophy New Public Management has resulted in major changes in the public administration system in several countries, especially in the West. A market oriented approach and an increased focus on performance measurement are ideals that are salient in these changes. The aim of this bachelor thesis is to examine the management philosophy?s influence on international relations through a critical analysis of some of its ideals in the management of international development cooperation, where effectiveness, quality, and results have been new dominant concepts. Through a qualitative content analysis of a Swedish Communication from 2014 ? the Aid Policy Framework ? and a debate in the Swedish parliament where this Communication was discussed, different themes that reflect the strategy of so called results based management in Sweden are identified.

En rättvisande bild av biblioteken? Problem och möjligheter kring folkbibliotekens verksamhetsberättelser

The purpose of this master´s thesis was to investigate the role and function of the annual reports of public libraries: for what purpose are they put together and how are they evaluated and utilised. The study presents different views on the structure and content of library annual reports. Focusing on a specific public library and its municipal administration, the authors identify and describe problems and possibilities regarding the library annual reports. The study also provides a general view of their occurrence, their addressees and the importance attached to them.In a review of current literature on accounting and activity reports the authors place the annual reports of public libraries in a wider context. The study also presents two current models of performance measurement - the Intangible Assets Monitor and the Balanced Scorecard - which were developed in the private sector, and the authors discuss their relevance when applied to public libraries.Data were collected both in interviews and by means of a questionnaire.

Från Taylorism till Salutogenes : En studie inom svensk äldreomsorg

A publicly funded elderly care that is widely available at people?s homes has been described as unique for the Nordic countries. There is much research that focuses on the relationship between caregivers and care receivers, and also about how work is organized in these organizations. However, research into how care work is organized in organizations that have implemented a salutogenic approach is limited. This is a qualitative study aimed to examine how caregivers feel that the organization of work in elderly care change after implementation of salutogenic elements in their daily work.

Agilt - men agilt nog?

This paper aims to investigate whether a small organization with small development teams can find a value in leaving a functioning development process to follow a formal systems development methodology, if these organizations can find support in an agile systems development method and in such case the method needs to be adjusted according to the organizations unique conditions.A traditional plan-driven system development methodology includes a number of phases that are carried out sequentially and a completed phase can basically not be resumed. All requirements are specified at the beginning of a project and at the end of the project only one delivery of software take place. This can cause difficulties in for example dealing with changing requirements. Agile system development methods intend to deal with changing requirements and to enable continuous delivery of valuable, working software.In this paper, both the traditional plan-driven methods and agile methods will be explained. Research methodology and existing system development theories will be discussed and a company where the study has been conducted will be presented.

Folkbibliotekssponsring : en undersökning av alternativa finansieringsmöjligheter för svenska folkbibliotek

As public libraries in Sweden receive the bulk of their budget from local government funding, which has stayed static or, at best, seen small increases, libraries have been faced with inadequate resources with which to satisfy increasing expectations from users. As few libraries are over-funded in the first place, ways may have to be found to combat this situation. The aim of this Masters thesis is to examine alternative sources of funding for Swedish public libraries, and my main focus of interest is that of sponsorship. The method used is a literature study combined with an empirical study, in which interviews were conducted with five persons each with long experience of working with public libraries. The literary study deals with the concept of sponsorship, and the motivations for companies to sponsor are also examined.

"The choreography of fear" is a discourse-analysis study which focus at how young men speaks about fear, threat and violence in the public everyday life. The study adopts socialcontructionism as theoretical approach and also uses theories about gender, hegemony masculinity, fear as a social constructed phenomenon and moral-panic. The study is based on qualitative interview whit young men in age 18-30 and the method is mainly discourse-psychology. The section of Analysis discuss subjects as what and whom the young men consider to be a threat and which areas in the public space they consider to be dangerous and how they choose to handle the menace. The Analysis also focuses on how the informants speak about fear, how they define fear and what they consider arouse fear..

The main purpose of this thesis is to investigate how the societysystem in Austria has influenced the library system. The aim is toanalyse in what way these influences have changed during thegrowth and development of the public library system and how it isdisplayed in each separate library branch. In the early 1990?s more and more companies of the Swedish public sector were exposed to competition, and this started the debate on how such actions might affect the business and even society.The first chapter examines how the public sector and especially health care, is financed and managed. We also explore what it means to be exposed to competition and find that there are many different ways of exposing the public sector to competition. The study examines dental care as an example of a market with both publicly and privately owned companies. The purpose of this paper is to explore how publicly and privately owned health care companies view their relationship with their consumers.

This master thesis is about access to literature translated into Swedish sign language for deaf at the public libraries. It is by now a well-known fact that there is produced very little literature in sign language for deaf. This is so even though the policies for the library nationally and internationally, and the public law for libraries in Sweden says there should be literature available for all groups of disadvantaged people. People who have problem reading ordinary ink books have the right to get the book adapted into a medium accessible for them. The goal of the Swedish law for disadvantaged says that in 2010 Sweden should be accessible for all irrespective of weather you are deaf or not.

The goal with this essay is to investigate problems in processes of a government agency andthereby determine whether a Business Process Reengineering can create a more effectiveworkflow. The foundation of this essay lies in how customers perceive its business processesas reported from Internet forums. By adopting a qualitative approach, this is supplemented bythe statements and reports from the public business. The qualitative method that has been usedin this study is a content analysis of the threads from two major Internet forums that highlightthe problems associated with the examination of firearms licensing and the routine that exists.The method also gave us the opportunity to study the public business own view of theirprocesses. This was done by exploring their statements in media and their own reports aboutthis area.This essay is the result of a case-based study and during the course of the study we haveidentified five themes related to; time, management, communication, competence, andregulations.

This thesis is a discourse analysis analyzing public library librarians' talk on the subject of public library meeting places. Within the field of Library and Information Science the public libraries' functions as social meeting places have been scrutinized for more than a decade. Researchers in the Nordic countries in particular have looked at library users' use of the library space and have highlighted the sociologic dimensions of the public library and the meeting place functions. Few however have paid much attention to the library personnel's point of view. The discourse analysis perspective is about language use and how people construct the reality.

Valfrihet för vem? : En studie om konkurrensutsättning i offentlig sektor

Den offentliga sektorn anses som ineffektiv av förespråkarna för New Public Management (NPM) som hävdar att den offentliga sektorns verksamheter ska bedrivas mer resultatinriktat, likt den privata sektorn. Detta för att skattebetalarnas pengar ska komma tillbaka till medborgarna. Ett sätt att lösa vad de framhåller som ett ineffektivitetsproblem har lett till konkurrensutsättning, där privata aktörer får en möjlighet att genom upphandling utföra offentliga tjänster. Syftet var att undersöka hur det strategiskt arbetas med stöd och vägledning till chefer i konkurrensutsatt verksamhet, samt hur chefer upplever att de får det stöd som behövs för att fullgöra sitt arbete. Vi ville även förklara de bakomliggande motiven för konkurrensutsättning.
