A new site- and construction-law came into effect in May 2011. The new law, PBL2010:900 implies several different changes of the law. These changes concern bothconstructors, people working in municipality and county councils and other peoplethat in some way are related to the building sector. Except from the change in orderof the chapters and the renewed and modernized language, the law has now beenextended with a few new phases.According to the new law a certificate has to be issued to start and finish theconstruction; the construction consulting has changed name into technical consultingand the protocol for the controls has to show what the control is being compared to.This diploma work concerns control visits on construction sites as related to the newlaw. The reason why visits on construction sites are now implemented in the law isbecause the government saw a lack of trustworthiness in the old law.

In all times school has defined and categorized pupils from a hypothetical normality. The National Agency for Education is today critical to how the Municipalities provide for the necessity of special support for pupils with difficulties in school.Pupil`s assistants has been a growing profession in school during the last decade and their importance for the pupils is relatively unexplored. The aim of this study is to find out how the pupils think about having pupil`s assistant during the obligatory school on the basis of the ideas of power, knowledge, involvment and understanding. The study is based on qualitative interviews, consisting of half-structured questions, with eight pupils that have or have had pupil`s assistant during their time in senior compulsory school. The result notifies that the pupils feel powerless in school, they have no opportunity to affect and they do not think they are someone that could make any change.

Authorities, Municipalities and county councils have great opportunities to pave the way to a sustainable society. In the public sector, the tax revenue is used and therefore it is important that both employees and societal stakeholders feel that they participate in the sector?s decisions and fields of application. Municipalities and county councils are primarily service organisations. The employees? commitment is necessary to be able to reach set goals, to develop procedures and policies that support the overall political goals, in other words, to be successful in the environmental work.

AbstractMy aim for this study is to examine what the parent?s of the children attending pre-schoolwants to be a part of, by examining the parent?s description of the performance review andwhat their experience from them was. This study is based on earlier research and literature,which describes the pre-schools activities, how they work and the documented goals they tryto accomplish. I also did eight interviews with parents from two Municipalities, which I theninterpreted based on my experience and understanding. The interviews focused on theparent?s description of their experience of how much influence on the work in their child'spre-school.

In the era of urbanization and globalization, many small, rural and post-industrialcities struggle for growth. The competition for citizens and visitors is intense, andone commonly used strategy is to promote the city to a target audience. Placemarketing, however, is homogenized to a great extent. Marketing thus seems likea useless approach, yet almost every city does it.By using discourse analysis and institutional theory, this essay aims to explainwhy the city of Kramfors markets itself. There are several problems arising due tothe marketing of places, especially concerning the discrepancy between the city?simage and identity.

Torstensson, Niklas (2012): Anledningar till olikheter mellan Svenska kommuners skolkvalitet (Causes behind the differences in Swedish municipality´s quality of school) Örebro University.This essay is an explorative case study that will compare four Swedish Municipalities quality of local school system against the municipality ´s backgrounddata and a governing document: Skolplan. This study begins in a previous benchmarking study made by one of Sweden?s teachers unions Lärarförbundet. This is a statistical study that ranked the Swedish Municipalities against each other?s according to their accomplishments in a number of areas related to their school systems.

The municipality of Falkenberg is a result of a unification of several smaller Municipalities in 1971, each one with a small library. This left Falkenberg with an unusual large amount of smaller branch libraries. The object of this thesis is to describe and try to understand the political conflicts that have erupted during the period 1971-1994. Through a case study containing press clippings from the local newspaper, different reports, political meeting protocols, a historical background of the library and a study of library specific norms and regulations I can create an image of the heated debate. The participants in this debate can be divided into politicians and civil servants and the conflict circles round the fact that from an economical perspective, there is not enough budget to keep all the small, local libraries.

This bachelor?s thesis examines the ideas behind the phenomenon art exhibitions in public libraries. My interest is to see if and how the art exhibitions can support the libraries in being a public sphere in Jürgen Habermas? sense, open for all citizens and their opinions. My study therefore has two purposes.

Different reports imply that the Roma are an excluded group in numerous areas of both Sweden and Europe. Efforts have been done through the centuries without given intentional results. The past 12 years as a Swedish national minority have not diminished the gap between the Roma and the majority society. How does Sweden create and operate its minority policy especially towards the Roma? We have studied international and national minority policy to see how it is described and implemented in the municipality work.

After World War II a rapid expansion of the Swedish health care took place. Theexpansion was realised chiefly as a development of the hospitals and was bothproduced and financed mainly within the public sector. The financing consisted to ahigh degree of government grants from the state to the county councils.During the period for this examination (1945-1955) the public responsibility for thehealth care was expanded. This was expressed in the publicly financed system forhealth insurance and the cut down in the charges that the patients had to pay for thehospital care. These changes led to some discussions on the national level but reformscould on the whole, with exception for the suggested reform of the open health care,be implemented.This case-study performed on the county council in Värmland shows that the degreeof consensus was enhanced on the regional level.

Smoking is a health problem with a negative impact on virtually all body organs. Smoking can cause, for example, lung cancer, cancers in other organs and cardiovascular disease. There is also a social aspect of smoking. If individuals have many smokers in their environment, the risk to start smoking is increased, and for those who already smoke the chance of quitting will be less. Many Municipalities today face smoke-free working to reduce smoking and passive smoking adverse effects.

When you talk with the municipal housing companies today there is a general view that theyare doing all the work when it comes to social responsibilities in the Municipalities, theprivate landlords only have a focus on profit. The private landlords doesn't agree but says thatthey take a social responsibility, at the same time there is a difference in what socialresponsibility is. By looking at how the picture of CSR and its use is seen today we analyzewhy the opinions and definitions about social responsibility differ. We also look at CSR in itslocal adaptation in Sweden's special conditions at the same time as we compare it to CSR inEurope and the world. We thereby create an analysis of how CSR is perceived, prioritized anddeveloped in Sweden to see the root of the disagreements.In our study we show how different views and roles in the community influence the picture ofCSR in Sweden.

There are many barriers and obstacles that need to be removed to make the urban environment more accessible for people with disabilities. There are currently no adequate tools for urban planners to assess and address these obstacles. Geographical Information Systems (GIS) provide powerful methods for the visualization and analysis of spatial data, including the kind of data important in studies of accessibility. This study suggests a method urban planners can use to identify accessibility obstacles and to propose future actions to fix them.A literature review was conducted to find out what has been done and what is new regarding the accessibility issues. Different methods were evaluated which in turn led to the construction of a multi-step analytical strategy.

The focus of this thesis is on social workers? knowledge in assessing and making decisions in child welfare cases. The primary aim is to identify what skills or knowledge social workers find most useful within child welfare agencies in Swedish Municipalities. Six different types of knowledge, social policy and the approach of child welfare cases are perspectives considered in the analysis. The interviews with social workers were held in three agencies in southern Sweden, in 2014.

Since 1979 when homosexuality no longer was classified as an illness the Swedish authorities have been working on increasing the LGBTQ community?s rights and living conditions. How is this work reflected within the Cultural heritage sector, especially since the adoption of Agenda 2030. The purpose and goal of this study is to examine whether the cultural heritage sector actively works to include the LGBTQ perspective in their preservation work by using a quantitative method. Through a document analysis and a survey, it examines this on a national, regional and local level within ?sterg?tland county and its 13 Municipalities. The study shows that at a national level there are no specific strategies for working inclusively with an LGBTQ perspective in cultural heritage, however, there is almost always a general level where concepts such as equality, gender equality, inclusion and intersectionality are mentioned.
