Background: Municipalities are organizations facing a turbulent environment characterized by social, economical and political changes. It is the responsibility of the topleaders of the municipality (the municipal manager and the chairman of the local government board) to manage the situation and to make sure that the organization continuously develops. Purpose: To explain, from a leadership perspective, how the municipal topleaders'duties have developed during the past 25 years. Results: The municipal topleaders have nowadays got more issues to handle. Cooperation, networks and projects have increased, like international issues.

Since storytelling is a growing form of teaching we wanted to interview teachers to see what their experiences and opinions were on the subject. Therefore the purpose of this study is to use interviews to examine teacher perceptions and experiences about storytelling and its effect on language development. I will investigate both the use when the teacher is telling a story but also when students are telling stories. With help from my supervisor I was able to come up with interview questions that would help me answer my research question. After the interviews I reviewed the answers and analyzed them.

The basis for this study was my own conception of a weakening of recreational activities in the Swedish secondary school. The aim of the study was to look into five school leaders? ideas of recreational activities. The school leaders? who participated came from various Municipalities in two different counties, southern Värmland and northern Västra Götaland (former Skaraborg).

The focus of this thesis is on social workers? knowledge in assessing and making decisions in child welfare cases. The primary aim is to identify what skills or knowledge social workers find most useful within child welfare agencies in Swedish Municipalities. Six different types of knowledge, social policy and the approach of child welfare cases are perspectives considered in the analysis. The interviews with social workers were held in three agencies in southern Sweden, in 2014.

With varied electoral success for anti-immigration parties across Western Europe, Sweden is often held as an example where anti-immigration parties have been less successful. This have caught the interest of many scientists around the world and have recently developed theories on a subnational level when testing Sweden?s Municipalities, on why they have failed here but not in other countries. But in the election to 2010, Sweden now joins the rest of the Western-European countries in having an anti-immigrations party in the parliament.This paper has tested three theories on a Municipality that has shown evident support for the Sweden democrats, both in the local and the national election. This is done with a qualitative approach, made up from interviews with the local established parties.

Since the early 1940s in Sweden, subsidies have been a recurring feature in housing politics.Throughout history, these have been used as a management measure to control theconstruction of housing and to promote the Swedish welfare state. The political parties aretoday disagreeing on how much responsibility the state should carry for citizens housing. Tosolve the conflict, the dwelling has to be defined. Is the dwelling to be considered a socialright, like education and healthcare or is the dwelling to be considered a product for the freemarket, driven by supply and demand?The positive population growth in Stockholm has lead to an increased demand for dwellings.The supply of dwellings has not been growing at the same rate, which has implied higherhousing prices and longer wait for rented apartments.

The study seeks to investigate four preschool teachers? views of making literacy learning a pleasurable experience in preschool class and to identify any differences in their views. The study is based on interviews with four teachers with at least ten years? experience of work in preschool class. The teachers work in three different Municipalities.

The purpose of this bachelor thesis is to accomplish an understanding for how librarians purchase fiction literature in public libraries. To answer these questions, we have performed four qualitative interviews with librarians in three Swedish Municipalities. We have also performed a smaller document study to give us an overview of the used guidelines at the selected libraries. The results of our survey have been analyzed on the basis of our revised version of Sanna Talja?s model The Interpretative Repertoires of the Music Library.

In 2003 the libraries of ten Municipalities in the northern part of Sweden were each given 10 000 (SEK) by the BIN-project to purchase books on demand instead of making inter-library loans. This attempt was called Köpa på efterfrågan (Purchasing on demand). The purpose of this master thesis is to evalutate Köpa på efterfrågan. The results of the evaluation show that the books purchased on demand were quite popular. Almost all the purchased books were non-fictional with most books being bought within the field of medicin.

The purpose of this essay was to determine whether signs as alternative and augmentative communication is one possible resource for children?s language development. Based on my research questions How educators perceive the importance of SAAC as possible resources to enhance children's communication?, For which children is SAAC used? and How does educators perceive child?s best in communicative interactions? have I interviewed six educators in two different kinds of Municipalities with different kind of positions.In my background I lift the importance of communication for the human being, what happens to the children who doesn?t get stimulated to their language and child?s best. My literature has shown that children need to have an incentive to acquire a language and that SAAC is mainly created for children with special needs.

The overriding purpose of this graduate thesis is to evaluate if Municipalities and county councils can deviate from the legislation of public procurement during procurement of customer choice agreements within the health and social care area. The intention of this Quasi-market is to provide the users with competition in terms of quality rather then the general principal rule of economic value.My conclusion results in a legal situation without rules of general procedure. So far the authorities make their own regulation in the field of customer choice agreements. The problem lies within the authorization of new contractors and their right to make an appeal against resolutions made by the authorities social care divisions.One solution is to legislate within the present law of public procurement. Another way to solve the problem is to create a lex specialis apart from the present public procurement regulation..

Vellinge is one of few Municipalities in Sweden that refuses to accept refugees. The subject of this thesis is to find out how the local politicians in Vellinge make their considerations when they decide not to welcome refugees. The analysis uses the representation theory as a starting point. The two ideals of the representative role, either as a bound mandate or as a free independent role, is the base of the analysis. Vellinge is in the analysis compared to Lomma, a very similar municipality in southern Sweden that for a long time alsohas refused to accept refugees, however suddenly in 2007 decided to change their mind.

Outdoor advertising is not very often discussed within city planning even though the commercial messages occupy much of public space. The advertising signs affects not only the physical environment but also social life. In this report I would like to acknowledge and question the presence of advertising in our everyday environment. Outdoor advertising is not a new phenomena, technical progress however, results constantly in new expansions in the environment. Today advertising occurs in all sorts of shapes in the cities, both as free standing signs and as signs attached to facades, incorporated in city furniture such as bus shelters and on vehicles moving along the city streets. Grouping advertising into two categories; local and national, reveals that the different categories have different impact on public space.

An organisation in Skåne, Miljösamverkan Skåne, presented a project in 2011 concerning food labeling. All Municipalities in Skåne, audited certain products in several stores, in order to determine if they were labeled correctly according to law. Stores who produced their own food where also audited. As Swedes generally have an interest in buying and cooking food from different countries, the demand is increasing, which makes stores provide the customers with a large range of different products to accommodate the demand. This essay will discuss the results of the project and how incorrect food labeling can affect human health.

Unemployment and long term unemployment is a reality for a large number of people in Sweden. This may be the result of structural changes in the labor market, but involves a wide range of issues. Along with other actors, the social services are obliged to support the long term unemployed to find a job. The aim of this study was to describe and analyze the work done by social workers towards the long term unemployed, 25-49 years old, in two Municipalities. We performed altogether six qualitative interviews.
