Den offentliga verksamhetens effektivitet och kvalitet är något som diskuterats flitigt de senaste åren. Syftet med uppsatsen är att föreslå förbättrade arbetssätt för en effektiv resursanvändning för vissa kommunala verksamheter. Jag har använt mig av en kvalitativ metod i huvudsak baserad på intervjuer för att få reda på hur olika kommuner resonerar kring frågan. Den teoretiska referensramen har tillkommit efter att intervjumaterialet analyserats och dessa komponenter har efter en problemdiskussion utmynnat i en slutsats.För att effektivt utnyttja sina resurser krävs dels en respekt för att budgetar inte får överskridas, ett bra internt samarbete mellan politiker och tjänstemän och en gynnsam organisationskultur. Yttre goda omständigheter som exempelvis ett bra geografiskt läge och en god infrastruktur kan skapa attraktivitet och därigenom höja skatteunderlaget och därigenom skapa stordriftsfördelar vilket i sin tur sänker kostnaderna per brukare.

The purpose of this research is to identify how E-NGO and forest stakeholders, in the study referred to as non-state actors, have influenced the EU timber regulation; through participation and lobbyism towards the decision- makers (policy makers) at EU and national level, to achieve adjustments in the legislative text. The study also examines the relationships between the forest stakeholders, the E-NGOs and the EU-institutions, regarding communication, cooperation, informal and formal consultation where interviews were accomplished with decision-makers from the EU-institutions, forest stakeholders, E-NGOS and representatives from Swedish authorities that participated under the development of the EUTR during the period of 2008-2013. The participation and Lobbying from non-state actors have most likely affected the outcome of the regulation, through alterations in the legislative text and through influencing the EU-institutions. Several factors that have affected the efficiency and timing of the influence have been identified through interviews as well as various approaches to influence the decision makers. The findings of the study may be useful for forest related interest groups that are involved in decision-making procedures at EU-level and as substance and material for further research in the subject of forest policy making at supranational level..

The Motor Group of the European Council was commissioned in the autumn of 1997 to prepare a proposal for a new European Bus and Coach Directive. In the beginning, most of the Member States did not have the accessibility requirements as their main concern; still a smaller network with actors from the National delegations from Britain, Germany and Sweden would influence the other National delegations in the Council group to finally agree to retain the requirement of accessibility of the Directive. Within the EU decision process, the European Disability movement acted as a strong player during the whole negotiation process using the proposal to a new Bus and Coach Directive as a tool to influence key actors to go towards a Directive with a strong approach for accessibility.Policy Transfer and Policy Transfer Network are used as analytical tools to understand and structure the transfer of the question of accessibility during the negotiation process. Actors understanding how the bureaucratic process works within the EU decision system have a chance to contributing for the changes in the directions they wishes for within a range of policy areas. The principal aim of the Directive was to guarantee the safety of passengers and to provide technical prescription in particular to wheelchair users.

This is currently prohibited in the Swedish model due to an alcohol monopoly.

The aim of this Master?s thesis is to examine and present the programmes and activities of school library centres in order to see what functions (purposes) they can fulfil in a municipality and also if and how they can contribute to school library development. In order to fulfil my purpose I have made qualitative interviews with five librarians from school library centres. The theoretical framework is primarily based on David Loertscher?s.

In February 2002 the European commission put forward a proposal for a new directive on The patentability of computer-implemented inventions, but which during my work on this essay has not been decided on yet. The directive has divided the decision-makers in the union, the commission and parliament, into two different positions regarding by which range computer-implemented inventions should be patentable. The parliament has amended the commissions proposal in a substantial way and the legal process has caused a heated debate both within the unions administration and among various interest groups both in favour of and against a patent on computer-implemented inventions. The loudest protests have come from a group that feels threatened by a possible software patent: Open Source. In this study I examine both the arguments by the decision-makers and by the Lobbying for and against the proposal.

Urvalstekniken är ett så kallat stratifierat slumpmässigt urval. Teori: I uppsatsens teorikapitel presenterar vi resultat från flera studier som behandlar olika aktörers inflytande över FASB.

Introduction: The health for individuals with intellectual disabilities is asubject that is prioritized by the Swedish Institute for Public Health. Socialsupport has been proven to be important for health and quality of life. Despitethis fact there is no research available regarding the influence social support hason health and quality of life for people with intellectual disabilities in Sweden.Aim: To describe social support and the consequence of social support forhealth and quality of life for individuals with intellectual disabilities. Method:A litterature review of research in a defined area with a descriptive design.Systematic searches for articles were done in several databases and ultimately16 articles were chosen. Themes and categories were created with respect to theaim of this study during the analysis of the articles.

In the years 1996-2001 the European Union`s copyright-directive was drawn up. This directive led to much Lobbying activities from both copyright holders and library organisations like EBLIDA and IFLA. The Internet and filesharing networks like Napster had led to strong reactions among some copyright holders. Internet gave people an easy opportunity of accessing copyright protected material. Some researchers of copyright have written books where they state that the copyright holders utilize authors fear of illegal copying to strengthen the copyright laws, and by that benefit economical.

The demand from Swedish companies of new potential markets to enter is increasing. One of these companies is Väderstad-verken which has the vision to grow approximately 15 percentages every year. To make this possible they must find new emerging markets to enter to be able to grow. Together with Väderstad-verken we have chosen India as a case study. Mainly because of its big agricultural sector that hasn?t yet been developed to modern standard.

Sociala mediers uppkomst har inneburit nya möjligheter för marknadskommunikation men de har också vänt upp och ner på traditionella marknadsföringsmetoder. Det finns därför en osäkerhet kring hur mediernas fulla potential för dialog, interaktivitet, relationsbyggande och viral spridning ska utnyttjas. Syftet med denna studie är därför att skapa ökad kunskap och förståelse för hur ideella organisationer använder sociala medier för att kommunicera samt skapa och underhålla relationer till sina supportrar. En flerfallstudie genomfördes av tre väletablerade ideella organisationer i Sverige, Djurens Rätt, Greenpeace Sverige och Amnesty Sverige. Empirin samlades in med hjälp av intervjuer med ansvariga för kommunikationen i sociala medier inom respektive organisation.

I samband med Stockholmsförhandlingen hade kommunikationen stor betydelse för att lyckas förmedla behovet av tunnelbana. När jag först började studera ämnet uppfattade jag att det finns olika definitioner av lobbyism och begreppet används slarvigt för att uttrycka aktioner som egentligen bör skiljas åt. Ett närbesläktat begrepp är public affairs, en tjänst som erbjuder kommunikativ rådgivning i påverkansarbete.Det här arbetet handlar om politisk konsultverksamhet och fokuserar på tjänsten public affairs, och kommunen som uppdragsgivare.

The EU market is being deregulated, which sees Swedish farmers that have traditionally been governed by different support systems being forced to adapt to a free market system and having to deal with the concept of supply and demand. The farming sector has during the past several years experienced harder conditions and the deregulation of the market has directly affected farmers. The need for entrepreneurs and that way of thinking has been identified (McElwee, 2006). Swedish farmers are neither familiar with a free market or being required to think in an entrepreneurial manner, does this therefore implicate that Swedish farmers are not entrepreneurs?LRF is a national farmers? organization in Sweden and functions as a support for Swedish farmers.

Denna studie undersöker varför svenska finansanalytiker och fondförvaltare inte i så stor utsträckning deltar i International Accounting Standards Boards (IASB:s) standardsättningsprocess. IASB:s syfte är enligt det konceptuella ramverket att i första hand tillgodose de informationsbehov som användare av den finansiella redovisningen har. För att IASB ska kunna förstå användarnas behov anser IASB att det är viktigt att de lyssnar till och beaktar användarnas åsikter. Flera studier visar dock att användare är underrepresenterade i IASB:s standardsättningsprocess.Genom en litteraturgenomgång utvecklas modellen "Förklarande faktorer till Lobbying i standardsättningsprocesser" genom att kombinera Vrooms (1964) förväntansteori med Verbas et al. (1995) "The Civic Voluntarism Model" som förklarar passivitet i politiska processer.
