This Master Thesis has its basis in a political decision made by Centerpartiet. The primary goal of the decision was to construct a new government agency, with the power to decide over all areas concerning social insurance. To be able to do this safely, by a merge of two different agencies, the thesis looks at different earlier merges for signs. First of all two agencies, Swedish Tax-agency and Swedish Prison and Probation Service, are studied because they are considered succeful in their earlier merges. Two main signs are that it took a long while and that the organisations worked with similar things before the merge. The third and fourth agencies investigated are considered to be unsuccesful. Those agencies are Swedish Armed Forces and Swedish Social Insurance Agency. The main issues were that the merge was done in a haste and that it was a big difference in culture between the organisations of the merge. Then the two suggested agencies are investigated for the same signs, because if they exist it is possible to make qualified guesses about how a merge would end. If signs of a unsuccesful merge are present, then we might reconsider because the merge will probably be unsuccesful. The result of the study is that it would be possible to do a merge, but to make it succesful it will take some time and more reports and investigations. Mostly it is needed for the two agencies to work more together, so a merge would seem like the logical course of action.
