This masters thesis shows that the changes in the scientific publishing system have affected the academic libraries. Both technological change and the increased prices on scientific journals have forced academic libraries to take action. Some Swedish academic libraries have started publishing the university s own research material. The issue has in many cases been treated more as a library concern, than as a concern for the university as a whole. Neither has there been a national coordination of these matters in Sweden. An interview study on 11 Swedish university libraries is carried out. A research study of the national and international initiatives is made and to this a literature study is added. The results indicate that the Swedish university libraries have taken action on their own, but wish more support from their university boards. The libraries have been treated as a service and support function within the universities and have therefore become marginalized. There has been a lack of strategic planning. Instead, the libraries have chosen to act locally and have developed own publishing services. The academic libraries actions in this area have resulted in attempts to treat this issue as a national information strategy issue. A number of national reports and investigations recommend coordination. The publishing activities are also a possibility for the academic libraries to play an important role in the university organization.
