Att mötas under en övervakningskamera - En studie av Malmö stads trygghetsarbete


This essay is about security and safety in the city. More precisely it is concerned about the role of the institutions that aims to raise the perceived security and safety and their understanding of these concepts. I study two of the municipality's project in this field in the city of Malmö. Documents concerning these projects are analysed with a discourse analysis inspired by Chantal Mouffe and Ernesto Laclau as well as Michel Foucault. The two projects consist of one discourse each; the surveillance discourse and the discourse about meetings. These discourses are in the final analysis contrasted on their impact on individual liberty and collective liberty. They both build on the positive part of the individual liberty. And I argue that both can be criticized from a negative liberty stand point, my argumentation is in this case inspired by Foucault's notion of power. From a collective view of liberty I argue that the surveillance discourses to a greater extent lack the awareness of how different groups are affected by methods to increase the security/safety. I conclude with a possible outcome of the methods of the discourse about meeting, which use the communitarian notion of society and the foucaldian notion of internalized power. It could be seen as a more effective way of surveillance and social control than that of the surveillance camera.
