Analys av fiskerättsförhållandena i Stockholms skärgård i relation till känsliga områden samt fysisk störning


This work is a GIS study of fishing rights distribution between different categories of ownersand properties in the Stockholm Archipelago. The purpose was to create basic data used toestablish fishing laws and restrictions within the Stockholm County.Stockholm?s archipelago consists of a unique environment and is the natural life andreproduction environment for ? of Sweden?s reproducing fish species. The increasingpressure from fishing, tourism and weekend population increases the need for an efficientfishing administration to prevent impoverishment and to ensure the biological diversity inSwedish fishing waters. There is an increasing need to review fishing administrationmethodologies, as well as studying the categories of ownership and properties located insensitive areas and areas influenced by physical disturbances in order to establish effectivelaws and restrictions.The Swedish fishing rights for an area are currently not connected to the ownership of theproperty to which it belongs. Therefore, this study has been carried out based on twoassumptions about how the fishing rights in the archipelago are connected to different sorts ofownerships. These studies gave similar results and can be seen as evident indication abouthow the fishing rights are distributed.The dominating property category in the archipelago is small properties of the kind ?weekendcottages?, owned by the category ?Private persons? (the juridical term: ?Physical persons?).The study showed, however, that this category owns very small areas of water in comparisonto their high number. The categories with the largest areas of water in the archipelago are?Public?, ?Fishing care areas? and ?Other?. The latter category consists of uninvestigatedproperties with uncertain ownerships.The correlation between sensitive areas and different kind of owner categories shows thatmost of the reproduction sites for fishes and locations of sensitive bays was found mostlywithin the categories ?Private persons?, ?Fishing care areas? and ?Others?. The distribution ofphysical disturbances shows that most of it is in the form of bridgeworks, which mostlycoincide with the category ?Private persons? and ?weekend cottages?. Most of thereproduction sites and protective areas are situated in water with a depth of 0-6 metres, wheremost weekend cottages and bridgeworks are located.Since the category ?Private persons? with ?weekend cottages? in the archipelago are sodominating in total, their influence on the environment in the archipelago must be considered.Even though this category does not administrate more than 18% of the private water, theyapply a considerable fishing pressure through their huge number. This fishing pressure ismostly located in ground waters during a relatively short summer season (May to September),when most of the reproducing fish species in the Baltic sea are drawn into the area to mateand lay eggs at ground bottoms and bays. The conclusion is that laws and restrictions shouldbe directed to this category of property owners.The use of GIS in this study has shown to be very useful to evaluate the ownership ofproperties and their relation to sensitive areas and areas of physical disturbances. The limitedreliability of the results is mostly dependent on the lack and shortages of data, but also due tothe juridical complexity of the Swedish fishing rights.
