This essay studies the practice of both the political and the administrative leadership at the municipal level from the point of view of the politicians and the chief officers leadership role, and the relationship between politicians and administrators. I discuss and analyse how politicians and senior officials practice leadership, differences or similarities and if their practice of leadership raises any challenges in a democratic framework at the municipal level. I conducted interviews with the municipal political leader and the head of administration at the municipal level in Karlshamn and Sölvesborg. In the analysis I discuss communication as a leadership process which highlights ?enabling elements? and potentials of the leadership process.

AbstractThis report was undertaken at the request of the Management and maintenancedepartment of Swedish National Road Authority (Vägverket Region Sydöst) inJönköping.In 1992, the management and maintenance of Swedish roads were laid out onexternal contractors. When putting out a tender for the work, the foundation isfrom a national set of rules which are in constant change. This report is limited towinter road upkeep.The trend in the invitation for tenders is that it is moving from the moreconventional executional demands towards the less controlling demands. Thedownside of functional, less controlling demands is that it is difficult to articulatehow to measure them. The order authority therefore has to find ways to makesure to get what has been paid for.In connection to the invitation for tender of winter road upkeep for 2005, the newset of rules, ATB Vinter 2003 was deployed.The main purpose of this thesis is to see which the big changes in the set of rulesare and how these changes affect the organisation and activities of the contractor.It is also studied how the changes in execution is perceived by road users and howit affects the possibilities of the contractor to come as a newcomer to a new areaof administration.Interviews and examination of sets of rules has led to a list of a number ofchanges that the contractors feel affect their work in any sense.Views from road users that have come in to the order authority have beenscrutinized to see how they have experienced the change.

Today there are many applications of digital terrain models (DTM) and the requirements of low uncertainty increases. Most of the DTM are produced with Global Navigation Satellite System (GNSS), terrestrial laser scanning (TLS), airborne laser scanning (ALS) and total stations. Guidelines for the preparation and verification of DTM are found in Swedish Standards Institute ? Technical Specifications (SIS-TS) 21144:2007 and SIS-TS 21145:2007. These were defined in collaboration between Swedish National Rail Administration, Banverket, and Swedish Road Administration, Vägverket, to satisfy the needs of requirement formulations in the production of DTM planning, design and construction. The purpose of this paper is to produce and control DTM over Åkermans kulle, located west of the University of Gävle, according to SIS TS 21144:2007 using GNSS with network-RTK, TLS and ALS.

In 2014-2015 a large-scale Ebola epidemic occurred in West Africa. The Swedish Civil Contingencies Agency was given the order to conduct the Swedish response. The purpose of this case study was to investigate the impact on project planning of the three factors: the nature of the crisis, political initiative and developing countries. In this case study the crisis was an epidemic, and the project was initiated by the Swedish Government and conducted in two developing countries. The results were intended to contribute to developed understanding and recommendations for future project managers in similar projects.

Det är då viktigt att administrationen går snabbt för att spara så mycket tid som möjligt och kunna utföra så många operationer som möjligt.I arbetet jämförs två stora aktörer på virtualiseringsmarknaden, VMware ESXi samt Citrix XenServer. Dessa två virtualiseringsplattformar jämförs sedan prestanda i administrativa operationer.

The purpose of this study was to determine if and how the city district of Södra Innerstaden in Malmö, by using the Skärholms model, demand their client to reciprocate. The first problem set was to see how the demand was shown in the social service act from year 1998. From there the motives behind the introduction of the Skärholms model in city district of Södra Innerstaden were researched and also if there were a demand on reciprocity in city district of Södra Innerstaden public administration. The study was conducted in an exploratory way. The method used was to describe the idea behind Skärholms model after examining documents from the public administration.

AbstractIn my study I have investigated how a constructed outdoor green environment can beused, managed and how it works. The study also investigates the concept of socialsustainability, where, for example, civil dialogue is a method to promote this. Thisinvestigation mainly gives account for the inhabitants viewpoint but also a gardenersperspective. The study focuses on the planning process of the study object, what theoutcome has been and how the users of the green environment, think about the result. Inthe process there has been a strong concern of involving the residents and others usingthe area.

Since 1983 the people of Sri Lanka has endured an ongoing Civil war, however the intencity has varied over the years. The aim of this theses is to examine what influence the asymmetric relationship between the Sri Lankan goverment and the Liberation Tigers of Tamil Eelam (LTTE) has on the process of negotiating a solution to the civil war. I am also examining whether the asymmetical relationship has changed over time and if these changes have had any effect on the process.To analyze the asymmetries I divide them into material and non-material. I measure the material asymmetries in economic and military resourses, and to measure the non-material I use indicators such as commitment, alternative, controll and legitimacy.The results show that the asymmetrical relations between the parties in Sri Lanka have changed since the 1990s. Factors like 9/11 and the recurrent suicide bombings by the LTTE has had a great influence on the singalese-tamil relationsship.

Method:Our thesis has been prepared at three Swedish companies where we have completed personal interviews with people in management or leading positions in each of the companies. The specific task of this thesis is to illustrate the complexity of a cooperation between civilian and military entities by examining Provincial Reconstruction Teams (PRTs) and their role as an actor among others in the field in a war-torn Afghanistan.By using counterinsurgency strategy as an analytical framework it has been possible to examine the civilian and military contexts closer. Underlying structures concerning the norms and interpretation of reality of the PRTs has been partly revealed. Studies of the PRTs as one significant bearers of "the comprehensive approach", which includes a holistic approach regarding the use of civilian and military capabilities, new conclusions can be drawn on whether a general civil-military approach can be a part of the solution for current and future conflicts. Based on the counterinsurgency strategy, the author has identified three themes as bearing and thus appears through the thesis as a foundation. These are Coordination, Development and Security.
