Europeiseringen av statsförvaltningens kärnfunktioner - En jämförande studie mellan rättsväsendet och Försvarsmakten.

Alltsedan EG-medlemskapet 1995 har Sverige och det svenska samhället med dess myndigheter i ökad grad påverkats av gemensamma europeiska processer, tankegångar och värderingar. I studien undersöks europeiseringsprocessen i den svenska statsförvaltningens kärnfunktioner; rättsväsendet och försvaret. Teoretiska utgångspunkter hämtas i huvudsak från Radaelli, Jacobsson och Johan P. Olsen. Inledningsvis ges en kortare introduktion om berörda myndigheter, innan ett antal centrala företeelser inom respektive myndighet lyfts fram för närmare granskning.

Utanförskapets villkor & Politikens möjligheter - Diskursteoretiska perspektiv på utanförskapets artikulering i 2007 års vårproposition

This thesis studies how the Swedish government articulates social exclusion within the spring budget of 2007. Through a discourse theoretical approach, inspired by Ernest Laclau and Chantal Mouffe, the empirical findings are reconstructed through the nodal point of labour and two chains of equivalence, based upon the duality between employment and unemployment. By viewing social exclusion as a phenomenon concerning discourse, identity and politics, this duality forms the basis of a deconstructive and hegemonic analysis.I argue that the term social exclusion is a powerful and flexible political concept in that it obscures ideological assumptions and objectives as well as draws attention away from alternative social concepts. Throughout the thesis social exclusion is stressed as a social category constituting the relation between individual and society. Hence I argue that it is of vital importance that the values underlying its usage are made explicit and that social exclusion as a floating signifier is made an object of academic analysis..

Bibliotekariebilder i dagens platsannonser. En diskursanalys.

The aim of this Masters thesis is to examine the librarian discourses that can be identified in the job advertisements of today, to examine how the discourses differ and also how these discourses might influence the librarian profession and its status. The method of investigation is a qualitative analysis of printed sources, using Ernesto Laclaus and Chantal Mouffes discourse theory as well as the theory of professions as a theoretical base. The thesis shows that two discourses can be identified in job advertisements for 2004, one public librarian discourse and one scientific librarian discourse. The major difference between the two discourses are work tasks where the public librarian discourse very often contains areas of responsibility and development work, whereas the scientific librarian discourse often contains administrative work tasks. Other differences include a great demand for driving licences and an interest in children and youth in the public librarian discourse, something which is not asked for at all in the scientific librarian discourse where there is a great demand for knowledge of languages instead.

Hur kunde vi enas? - En teorianvändande analys av framväxten av EU:s gemensamma utrikes- och säkerhetspolitik

Uppsatsen syftar till att ta reda på hur det kommer sig att medlemsländerna i EU ger upp delar av sin suveränitet för att ingå ett samarbete kring utrikes- och säkerhetspolitiska frågor (GUSP). För att besvara frågan används en byråkrati- och en diplomatiteori för med utgångspunkt i de förändringsfaktorer som ligger bakom framväxten av GUSP skapa en bred bild av detta unika internationella samarbete. Genom att se till interna drivkrafter och samarbetsvinster visar vi hur samarbetet ständigt utvidgats. Som exempel lyfter vi fram ?En Europeisk Säkerhetsstrategi? från 2003.

The aim of this essay is to examine whether democracy in St Petersburg isconsolidated or not. Since studies of democratic transition have been rarelyconducted on post-communist cities, this study seems fruitful. Using the Linz andStepan theory, where democracy is considered consolidated when it has become?the only game in town? and Orttung's three criteria legitimacy, politicalpolarisation and policy effectiveness; this essay analyzes people's attitudes,political behaviour, the rule of law and civil society in St Petersburg. Theory isused to interpret the material mainly consisting of two interviews and newspaperarticles.

Intryck som ger avtryck i en krympande värld : En kvantitativ undersökning om utrikesnyheternas fokus de senaste 30 åren

We have inquired into how the amount of foreign news has changed over the last 30 years in two major Swedish newspapers, which subjects and regions has dominated the content of the foreign news and what subjects dominate the reporting from certain regions. This was done with a quantitative analysis of subjects and regions written about in 1100 news texts during a week in each year of 1978, 1988, 1998 and 2008. To further broaden our study, we also charted with the analysis how the newspapers domesticate foreign news and how they use international news agencies. As a basis for our discussion we use Van Ginnekens theories of world news centres, Westerståhl & Johanssons and Galtung & Ruges theories of foreign news selection as well as the theories of Hjarvard and Biltereyst about the domestication of foreign news due to commercial pressures and objectives on the newspapers. Our result of the amount of foreign news in the two newspapers is also compared to several similar empirical studies by different researchers.

The aim of this essay is to illustrate a fundamental question; what is a democracy allowed to do to protect itself from enemies? I´ve chosen to analyze the conflict between the two values; individual integrity and state´s security. The individual integrity refers to every person's right to have a protected sphere, and the stat´s security refers to its right to protect itself, and these two positions are often time incompatible. This conflict of value is shown in a normative analysis, where depending on which perspective or normative logic is seen as primate, it gives different conclusions to what a democracy should do to defend itself.To demonstrate how severe the threats are against the society, I choose to examine a specific part of the organized crime, the outlaw motorcycle gangs. They have a special position in affecting the legal system because they have an explicit aim to influence the judicial system with scaremongering and threats.

Feministiskt självförsvar - för eller emot?

The aim of this thesis is to discuss and analyse the media debate about feminist self-defence, by pointing out the pros and the cons. The arguments in favour could be separated into three different parts: statistical arguments, psychological arguments and justice arguments. The counter arguments could also be separated into three parts: general arguments, violence-related arguments and gender-related arguments. In short, feminist self-defence is built on women's experiences of men's violence. It contains three different parts to help women avoid violence, threat of violence, insult and sexual harassment.

Gräsrotsrörelsen i Israel - Palestina: helt överflödig? En studie om fredsbyggande gräsrotsorganisationer i Israel ? Palestina

In this thesis we have tried to answer the question of whether or not the peaceorganizations working in Israel and Palestine have an impact. We have answered the question by analyzing six different organizations; three who work with children and the other three with women issues. The analysis contains a case study of each organization and then a comparison between the two groups. This study is built on theories about; grassroots organizations, women in organizations and intergroup communication. Our conclusions in this thesis show that there are some similarities between the groups as well as there are differences.

After the fall of the Iron Curtain the European Union was challenged partly by an institutionalized organization of the union, as well as by a socio-psychology awareness concerning the meaning of the European Union. The increase in European integration has generated a political collaboration where national understandings in identities are constantly being exposed for reconstruction. This results in a collective European identity where states are united in diversity.National identities are created when boundaries are set up in a relation to other states. In these identity constructions there are thoughts and questions raised such as who we are and who we are not. Ukraine and the European Union has, during a long time, had diversified preconceptions concerning who has been the others.

Dags att förändra den svenska utnämningspolitiken! En idéanalys

This paper discuss the possibilities to improve the Swedish political nomination system. It brings up some of the values and norms that can be used to change the existing system. Values as openness, the demand of responsibility and also if there is values from the American spoils system that can be used in the Swedish system. A minor purpose is to discuss the part of the parliament within the nomination process. To investigate this I have some theoretical starting points and a self constructed analysis tool.

"Jag - en Öresundsb(r)o." Öresundsregionen som postpolitik och diskursiv framgångssaga

The Oresund Region, consisting of the Swedish county of Scania and the Danish islands of Sealand, Lolland, Falster and Bornholm, is widely recognised as a successful example of European cross-border co-operation. The purpose of this region building project is to form a cross-border fully integrated functional region in order to accomplish a high level of economic growth and employment.This thesis argues, by the means of discourse analysis, that the project can be viewed as a kind of post-politics, defined as a politics that under a neoliberal hegemonic consensus strives to manipulate citizens (and to redefine them as consumers and investors) into better economic performance.This manipulation is carried out by extensive discourse production aimed at convincing people that the Oresund Region exists, that it is a successful region, and that the people who inhabit it are also successful. The deliberate vagueness and contradictory character of the Oresund discourse is investigated and explained as a discursive strategy to incorporate as many views and desires as possible..

Debatten om Sveriges ursprungsbefolkning samernas rättigheter har alltid vållatstarka känslor och motstridigheter. Konflikten i lappmarken berör en mängdaktörer och intressen. Frågan om samernas rätt till mark och vatten involverar intebara boende i närområdet utan är en fråga som mer eller mindre berör helaSverige. Ursprungsbefolkningars rättigheter diskuteras även på ett internationelltplan, framförallt inom FN:s ramar. 1989 färdigställdes konvention ILO 169, ettregelverk som ska verka för att stärka och skydda ursprungsbefolkningarsrättigheter till egendom, mark och kultur.

Tio år i EU - En jämförelse över tid av EU-medelmskapets påverkan på den svenska myndigheten

Sedan Sverige blev medlem i den Europeiska Unionen 1995 har integrationen inom EU påverkat den svenska förvaltningen allt mer. Syftet med vår uppsats är därför att belysa vilka förändringar som skett inom den svenska myndigheten på grund av EU-medlemskapet över tid och knyta an dessa förändringar till europeiseringsdebatten. För att möjliggöra detta har vi valt att undersöka hur Naturvårdverket och Kemikalieinspektionen påverkats av EU-medlemskapet över tid. Vi gör en tidsjämförelse genom att utgå ifrån två tidigare undersökningar av EU:s påverkan på den svenska myndigheten från 1998 och 2000. De områden vi studerar är påverkan, styrning och samordning samt organisation.

Designated Operational Entities. En legitim form av offentlig-privat governance inom ramarna för Clean Development Mechanism?

This thesis investigates the Designated Operational Entities (DOEs) under the Clean Development Mechanism (CDM) of the Kyoto Protocol. The DOEs serves as independent third-party auditors with the task of validating, verifying and certifying projects under the CDM. The majority of the DOEs are private entities. This is in line with the CDM objective of including the private sector in the climate change combat. The introduction of private entities in the role of DOEs can be questioned from a legitimacy point of view, but is corresponding to a development in international environmental governance where private actors are increasingly involved in governance arrangements.The thesis concludes the DOEs to be a form of public-private partnership and investigates the legitimacy of this form.
