The Public service within health and care has changed remarkably during the last 30 years. It has been inspired by management ideas from profit-making businesses. Those thoughts are an umbrella term called Nex Public management. In what way has New Public management influenced the Public service in Sweden? Important concepts in the change of Public service are quality, effektivity and goals.

The aim with this study is to identify and discuss discourses in Public service policy documents to clarify that Public service policy is political and not self-evident. The study's theoretical as well as methodological starting point is the discourse theory of Laclau and Mouffe, which ontological position is that all meaning is constructed by discourses. In the studied material, two discourses have been identified in policy concerning the content in Public service media. The responsibility-discourse construct meanings of what content the policy wants to see in Public service media and in the quality-discourse meanings of how the content should be is constructed. Public service policy is consistent over the period that has been studied and the study shows that there is consensus in the parliament about the regulation of the content in Public service media.

The purpose of this paper is to perform an in-depth analysis of how New Public Management reforms have impacted management practises in two Publicly financed elderly care providers in Sweden. The paper studies one Public and one private elderly care provider and analyses to what extent they have implemented New Public Management methods. The results are based on interviews with several persons within the two organisations and analysed using the seven New Public Management doctrines as described by Christopher Hood (1991; 1995). The major finding in the thesis is that the level of exposure towards New Public Management reforms differs between the two studied organisations where the private provider is exposed to the reforms to a greater extent than the Public. The paper concludes that the main reasons for the low extent of exposure in the Public provider could be attributed to the lack of measurable standards performance as well as the proximity to the political leadership..

This Bachelor thesis is a qualitative study of the Public debate regarding the role of Public service in the media converged society today. The purpose of this thesis is to examine how the Public debate, that is the Swedish Public service television and people with broad representative knowledge about Public service, motivates a change of the function of the Swedish Public service television.Our issues are: What does the Public debate say about the function of Swedish Public  service television in our society today and how is a change motivated in this debate? How does the Public debate look upon today´s media convergence and the fragmentation of the audience which, according to Denis McQuail, is a consequence of this?The method of this thesis is a qualitative analysis and we have analyzed ten opinion articles and Swedish Public service television magazine ?DittSvt?. The theoretical background was obtained from Henry Jenkins and Håkan Hvitfelts theories and thoughts about mediaconvergence. We have supplemented this with Denis McQuails theory regarding the fragmentation of the audience.In this thesis, we see that the Public debate is a lot about diversity in Swedish Public service television programming and that the democratic base is still very important.

The purpous of this master?s thesis is to explore how the swedish Public library evolved between 1890-1911, before the state implemented the library reform in 1912. The material used to cunduct the study concists mainly of texts published during the time frame of the thesis in the form of books, booklets and articles from Folkbiblioteksbladet, a journal dedicated to the subject of the swedish Public library.Drawing upon Habermas theory of the structural transformation of the Public sphere and Bourdieus theories about taste as social distinction and symbolic capital, the thesis seeks to show how the Public participated in the evolvement of the Public library and which aspects of society that contributed to the Public library?s establishment as an institution. The findings are also discussed in relation to previous research of the history of the Swedish Public library.

The purpose of this thesis is to examine how social procurement can be a further development of Public-private partnership. This is done with interviews and a case study of the social procurement Mitt Gröna Kvarter and its labor effort Boendebyggarna. The theoretical framework used in the thesis consists of Public-private partnership and corporate social responsibility. It tries to answer the following questions:What does this social procurement mean by the concept of Public-private partnership?What does this social procurement mean for the participants involved?How can social procurement be seen as a further development of Public-private partnership?The thesis uses the theory development around the concepts of Public-private partnership and corporate social responsibility and shows that social procurement does indeed have similarities to Public-private partnership and could very well be a further development of it..

With this master thesis we wanted to find out in which way the concept of Public service is connected to different perspectives, ideals, visions of the future and forms of organizations. The purpose with our thesis was to do an analysis of different concepts regarding to Public service. To the analysis of concepts we used Swedish newspapers and analysed the issue of Public service that had been discussed in articles written during the last five years. From this material and other papers about Public service we developed a model of Public service ideals. We wanted to find out what the different perspectives thought about the Swedish television and their commission.

The aim of this Master?s thesis is to examine the professional discourses that can be identified in the Public library field. My main focus is to look at the professional views on the added value of Public library. Questions posed in this study are: how does the professional language look when it comes of speaking and reasoning about the Public librarys added value and function, which discourses can be identified in the professional language about the Public library, what could the discourses entail for the future of Public library? The empirical data consist of four interviews where the respondents have been constituted by Public librarians.

The persons in charge of such actions claim that Public libraries should provide high-quality educational literature and should not spread mass-produced, provocative information.

Uppsatsens syfte är att utifrån ett New Public Management-perspektiv undersöka i vilken utsträckning visionsstyrningsmodellen i Halmstads kommun följer New Public Management och utifrån det undersöka vad det resulterat i. Uppsatsen grundar sig i en intervjumetod där ledande politiker och tjänstemän från kommunen intervjuats. Den teoretiska ansatsen utgörs av en New Public Management?teori grundad på olika dimensioner av New Public Management. Uppsatsens huvudsakliga empiriska material kommer från de intervjuer som genomförts.

On the first of January 2012, a new Public authority was formed in Värmland, due to a new legislation on Public transport. The first task for the new Public authority was to produce a plan for the development of Public transport. In order to do so, it had to execute an extensive consultation process about the long-term goals of Public transport. The purpose of the thesis is to investigate how a Public authority can use a consultation process as a means to clarify accountability and produce unified goals. To answer that, I have done a case study about how the new regional Public authority in Värmland for Public transport has acted in the process of writing a plan for the development of Public transport.

We studied the understanding of Public librarians of the required qualifications for a Public librarian, what these qualifications embody and how they should be used, and if there are any differences between geographic regions. We also compared our results to the Library Code, which describes the responsibilities of the Public libraries. To complete our study, we interviewed fourteen Public librarians at eight different Public libraries located in both urban and rural areas in Sweden. Our results showed that even though the qualifications specified by the Library Code were identical, they were emphasized and used differently by the Public libraries included in our study. This illustrates that the Public libraries prioritize and focus differently on the various aspects of the Library Code.
