Title: Notification of animal welfareAuthor: Helen ÖhlundThe purpose of this study was to examine the routines of the county administrations in Sweden when it comes to receiving notification from the public about the welfare of animals. According to Jordbruksverket at least 50 % of the screening of animal welfare should be based on routine controls on existing farmers. Today the routine controls only reach a 43 % average for the whole country. A big part of today?s result depends on the amount of time it takes the administrators of animal welfare to process the notifications from the public.

On the first of January 2012, a new public authority was formed in Värmland, due to a new legislation on public transport. The first task for the new public authority was to produce a plan for the development of public transport. In order to do so, it had to execute an extensive consultation process about the long-term goals of public transport. The purpose of the thesis is to investigate how a public authority can use a consultation process as a means to clarify accountability and produce unified goals. To answer that, I have done a case study about how the new regional public authority in Värmland for public transport has acted in the process of writing a plan for the development of public transport.

Abstract: A public service sector in constant reformation is a common phenomenon in Sweden. This also includes the municipal care organisations. A central role in those reformations has the public middle chief who often is the one to implemented reforms to the organiza-tion's staff.This study is examining the role of the public middle manager in care organisations dur-ing the implementation of common ideologies value foundation in a present organisa-tion's reform. The study tries to elucidate in which way the public middle managers in municipal care organisations experience their roles, which expectations the management of the organisation has on their roles and how a present organisation changes inflict on the contents of the role. If the middle manager in a municipal care organisation feels like normative for the personal group is another aspect.There are four concepts used as theoretic framework in the study, organization, imple-mentation and public middle managers in a general aspect and the middle manager in a municipal care organisation in a specific aspect.

We studied the understanding of public librarians of the required qualifications for a public librarian, what these qualifications embody and how they should be used, and if there are any differences between geographic regions. We also compared our results to the Library Code, which describes the responsibilities of the public libraries. To complete our study, we interviewed fourteen public librarians at eight different public libraries located in both urban and rural areas in Sweden. Our results showed that even though the qualifications specified by the Library Code were identical, they were emphasized and used differently by the public libraries included in our study. This illustrates that the public libraries prioritize and focus differently on the various aspects of the Library Code.

This paper deals with the use of Internet at Swedish public libraries. The author asks whether public libraries should or should not limit access to information available on the Internet. Starting from the American discussion, concerning Internet at public libraries, the author shows the Swedish attitudes. The paper demonstrates that many Swedish public libraries have adopted rules forbidding retrieval of certain kinds of information, such as hard-core pornography and racist propaganda. The persons in charge of such actions claim that public libraries should provide high-quality educational literature and should not spread mass-produced, provocative information.

The aim of this study is to investigate the problematisation of the swedish railwaysector during the early 1990?s from a New public management-perspective. The method of approach is a ?What is the problem represented to be?-analysis as advocated by Carol Bacchi. By applying this method to the official investigation aimed at providing suggestions for increasing competition in the railway sector it has been shown that the process of deregulation has strong connections to the ideas and models suggested by the New public management-ideology of organisational theory. .

 In 2009, the responsibility for animal welfare was moved from the local authorities at the municipality(kommunerna) to the County Administrative Board(länsstyrelsen). This was a result of many differences between the different municipalities in how they handled animal welfare. Shoulder lesions of sows are a matter of opinion and therefore, a complicated question. Sows suffer from shoulder lesions for many reasons: e.g. the amount of straw available.

The aim of this study is to explain and analyse political steering of public libraries in Swedish municipalities and the roles of politicians and administrators in this process. To fulfil this purpose five municipalities have been studied. It is argued that both politicians and administration have to be included in a study of steering and that the relation between politicians and administrators should be seen as an interplay. Planning and evaluation are discerned as the two main activities in the steering process. The material in this study consists mainly of information collected through interviews with library responsible politicians and library managers in all five municipalities.The results show that libraries are considered politically uncontroversial and that politicians see little need for political interference and steering.

This essay is focused on the questions of and responsibility for where, when, how and why communication and meetings through archaeology should take place. I have critically studied Swedish public archaeology through three diverse archaeological excava­tions, one took place in the end of the 1980s, and two others in 2012.I have asked for under what circum­stances and with which goals the public efforts become possible. I have inter­viewed leaders for the archaeological excavations and/or the public efforts and questi­o­ned how and why they reached out to the public. I also searched for results and effects in order to problematize and value the public activities.Through interpretation of the resear­ched material it becomes clear that economic issues as well as archaeo­logists interests and engagements are of vital importance for public archaeology. The question is who should govern and administrate a municipality owned urban forest? Should societies and the public be invited to participatory planning, who are the interested parties, could they be treated like a group and what are their opinions on administration and management? The study is carried out in a municipal owned forest Vitberget Skellefteå that is widely used by associations and individuals for recreation and training.This has led to several discussions in the local media about the management of the forest, especially in connection to harvesting. The work undertaken here has been to identify who has any interest in the management of the area. After identifying the interested parties, a selection of the societies, schools and pre-schools that actively uses the area as well as random individuals met in the area was interviewed. The questions asked can be divided into six main groups:? Communication with the municipality?s managers for the area? Interference from other activities? Views on forest management? Views on nature conservation? The uniqueness of Vitberget? Development opportunitiesThe crucial factors identified as being needed to succeed in managing an urban forest are long-term administration, information and communication.

This thesis examines the reasons to why railway projects conducted by Banverket (Swedish National Rail Administration) could be expected to cause significant effects on the environment, on which grounds the County Administrative Board and Swedish National Rail Administration base their decisions/assumptions and highlight regional differences between the different Swedish national rail administrations regions. Total 24 railway projects, conducted or being conducted, during the time period 2001 - January 2010 have been analyzed and studied. These projects represent eight different measures/activities which are dispersed throughout all five of the Swedish National Rail Administration´s different regions. Swedish legislations demands that the planner of a new railway project shall first conduct a pre-study and then conduct a public consultation which provides the participants an opportunity to provide input. The County Administrative Board shall then decide if the project could cause significant effects on the environment.

How is the fat body constructed in public spaces? This essay deals with the experiances of five participants, being fat in public spaces. The fat body is often constructed as "matter out of place", more or less expected to be invisiable in public spaces. But living with a fat body isnt all about assimilation, wearing black clothes to fit in or staying at home in fear of facing comments of your body. More than being a body constructed as improperiate in public spaces, the participants view can be described as "revolting".

The two main questions the paper aims to answer are thus:· Which principles should, according to the theoretical norm, guide Public Service activity?· Which principles guide Public Service television in Sweden today, according to the actual guidelines for the Public Service organization SVT? Method / Material: A study of relevant literature is carried out. Further, the actual guidelines for SVT are summarized. The normative guidelines are then also summarized, and a compari­son is made between this summary and the actual guidelines for SVT.Main results: Although a comprehensive definition is hard to find within the theoretical frame­work, a summary of the theoretical ideal is carried out.

Social media on the internet allows both public and private actors to communicate with each other. The aim of this qualitative study is to explore the relationship between the public and the private in social media on the internet, specifically with emphasis on the identities which are shaped in this relationship. The social media explored in this study is the micro blog Twitter. Data was collected from the pages of three public and private actors on Twitter, specifically with concern to their interaction with public and/or private actors. The data was analysed with support in sociological theories on modernity, identity, self-identity, socialisation and Erving Goffman's theories on everyday expression.
