Since the 1980s, the management philosophy New Public Management has resulted in major changes in the Public administration system in several countries, especially in the West. A market oriented approach and an increased focus on performance measurement are ideals that are salient in these changes. The aim of this bachelor thesis is to examine the management philosophy?s influence on international relations through a critical analysis of some of its ideals in the management of international development cooperation, where effectiveness, quality, and results have been new dominant concepts. Through a qualitative content analysis of a Swedish Communication from 2014 ? the Aid Policy Framework ? and a debate in the Swedish parliament where this Communication was discussed, different themes that reflect the strategy of so called results based management in Sweden are identified.

This is a study about employment officers at the Swedish public employment service. The aim of this study was to examine how they understand and use their discretion in their daily work. We used a qualitative method and the data was gathered by semi-structured interviews with eight employment officers working at the same office in a small town in Sweden. Lipskys theory about street-level bureaucracy and Lazarus description of coping theory are applied to analyze the empirical data. The work for the Swedish employment officers have changed over the last years with an increasing focus on control and administration.

In this essay we have examined how social workers experience their positions as a public authority person in a society of democracy. As a public officer you have to follow rules and obey the law, which can be difficult if they don't agree with your personal opinion and values. In social work you work with people in a vulnerable situation and it may become extremely demanding to stand between the directions of established Public administration and your own opinions. We have interviewed ten social workers working in social childcare division and analysed how they experience their situation at work. Our starting point is the critical theory of professor Lennart Lundquist about how democracy works in Swedish administrations.

With this master thesis we wanted to find out in which way the concept of public service is connected to different perspectives, ideals, visions of the future and forms of organizations. The purpose with our thesis was to do an analysis of different concepts regarding to public service. To the analysis of concepts we used Swedish newspapers and analysed the issue of public service that had been discussed in articles written during the last five years. From this material and other papers about public service we developed a model of public service ideals. We wanted to find out what the different perspectives thought about the Swedish television and their commission.

A literature review of contaminants; cadmium, methylmercury, dioxins, and PCB, for eleven different fish species (Greenland halibut, gilt headed bream, sea bass, wolffish, hoki, ocean perch, angler, Nile perch, pangasius, red snapper and tilapia) that were selected in concurrence with the National Food Administration. The result can be used by the National Food Administration to gain further knowledge about the different fish species to be able to continue to give advice to varied risk category and the public. The gilt headed bream and sea bass were the only fishes whose values for mercury exceeded the limit of 0,5 mg/kg (EU Reg. 1881/2006). In the angler, Nile perch and pangasius the mean value of mercury didn?t exceed the limit, however in some individuals the mercury content did exceed what is allowed.

Denna studie syftar till att beskriva chefers syn på administration inom stadsbyggnadsförvaltning och att identifiera förbättringsmöjligheter inom administrativt arbete. Studien bygger på fem individuella, kvalitativa intervjuer och en workshop. I studien deltar fyra enhetschefer och en avdelningschef från en stadsbyggnadsförvaltning i Sverige. Till detta tillkommer en litteraturdel som baseras på bilden av chefsarbete, chefsrollen i offentlig sektor och två förbättringsstrategier Lean och Sex Sigma. I workshopen används Sex Sigma´s fiskbensdiagram som verktyg. Informanternas syn på administration är framförallt att den anses som nödvändig.

The aim of this thesis is to examine how the EU directive 2004/35/EC on environmental liability impacts the Swedish administrative legal order. The thesis examines the directive through two main EU principles - the principle of good administration and the principle of procedural autonomy. The EU principle of good administration as a concept contains various procedural and substantive obligations that make up the subject for examination of the directive, both as regulated in the directive and as general principles of EU law. The directive is analyzed using a comparative method to determine to what extent the procedural and substantive principles of the directive impacts the Swedish administrative law, and weather or not the Swedish regulations comply with the EU principle of good administration.The results of the study shows that, althought there?s a general principle of national procedural autonomy, the EU principles of good administration do affect the Swedish administrative regulation in various aspects, through the implementaion of the directive on environmental liability as well as general principles of EU law.

The aim of this Master?s thesis is to examine the professional discourses that can be identified in the public library field. My main focus is to look at the professional views on the added value of public library. Questions posed in this study are: how does the professional language look when it comes of speaking and reasoning about the public librarys added value and function, which discourses can be identified in the professional language about the public library, what could the discourses entail for the future of public library? The empirical data consist of four interviews where the respondents have been constituted by public librarians.

How these changes reflect to the identity, reality and truth of society? What political functions are fulfilled when art becomes ?public?? This paper deals with the use of Internet at Swedish public libraries. The author asks whether public libraries should or should not limit access to information available on the Internet. Starting from the American discussion, concerning Internet at public libraries, the author shows the Swedish attitudes. The paper demonstrates that many Swedish public libraries have adopted rules forbidding retrieval of certain kinds of information, such as hard-core pornography and racist propaganda. The persons in charge of such actions claim that public libraries should provide high-quality educational literature and should not spread mass-produced, provocative information.

The purpous of this master?s thesis is to explore how the swedish public library evolved between 1890-1911, before the state implemented the library reform in 1912. The material used to cunduct the study concists mainly of texts published during the time frame of the thesis in the form of books, booklets and articles from Folkbiblioteksbladet, a journal dedicated to the subject of the swedish public library.Drawing upon Habermas theory of the structural transformation of the public sphere and Bourdieus theories about taste as social distinction and symbolic capital, the thesis seeks to show how the public participated in the evolvement of the public library and which aspects of society that contributed to the public library?s establishment as an institution. The findings are also discussed in relation to previous research of the history of the Swedish public library.

Uppsatsens syfte är att utifrån ett New Public Management-perspektiv undersöka i vilken utsträckning visionsstyrningsmodellen i Halmstads kommun följer New Public Management och utifrån det undersöka vad det resulterat i. Uppsatsen grundar sig i en intervjumetod där ledande politiker och tjänstemän från kommunen intervjuats. Den teoretiska ansatsen utgörs av en New Public Management?teori grundad på olika dimensioner av New Public Management. Uppsatsens huvudsakliga empiriska material kommer från de intervjuer som genomförts.
