Etniska konflikter ? när uppstår de inte? En fallstudie av Zambia från självständigheten till idag

Zambia är ett land med 71 olika folkgrupper där många olika språk talas, ändå är känslan av etnisk tillhörighet inte särskilt stark. I motsats till grannländerna där våldsamma konflikter utefter etniska skiljelinjer har varit vanligt har detta aldrig utgjort en grund för våldsam konflikt i Zambia. Inte ens de olika regimomvandlingarna, kallat de tre republikerna, som landet genomgått har haft någon större inverkan på konflikter i samhället. Vi använder oss av teorier kring varför etniska konflikter uppstår för att försöka förklara varför Zambia har varit skonade från dem. När Zambia studeras närmre inser man att det inte verkar så självklart att det ?borde? vara drabbat av etniska konflikter.

Vårdval - med vilka motiv? En motivanalys

Syftet med denna uppsats är att undersöka regeringens motiv till en föreslagen marknadsorienterad reform av primärvården, vårdval i Sverige. Genom en analys av över tjugo texter från den offentliga diskussionen om vårdval, nationellt och i landstingen Halland, Stockholm och Skåne där vårdvalsmodeller är initierade, ges läsaren inblick i en pågående reformprocess. Centrala aktörer, den politiska majoriteten och oppositionen, läkare och akademiker, finns representerade i analysen eftersom det krävs en bred ansats med inte bara regeringens texter utan även andra aktörers röster för att förstå motiven till reformen.Tre teoretiska perspektiv med kompletterande förslag till varför förändring sker används i analysen. Två från nyinstitutionell teori, ett symbolperspektiv och ett verktygsperspektiv, samt ett maktperspektiv.En rationell diskussion dominerar de analyserade texterna där reformen är ett verktyg för att nå resultat, som att öka besöken i primärvården och att skapa konkurrens mellan vårdgivare. Med symbolperspektivet föreslås ideologiskt förändringstryck eller strävan efter legitimitet vara de drivande motiven.

En osäker eller rätt(s)säker organisation? En hypotesprövande idealtypsanalys om gräsrotsbyråkraternas handlingsfrihet inom Arbetsmarknadsverket

Ever since Lipsky wrote about street-level bureaucrats in 1980 the main belief has been that certain characteristics of their jobs make it exceptionally difficult to severely reduce their discretion. However, discretion comes at a price and if public servants abuse their power the legitimacy of government is at risk and ultimately even the democracy.This thesis address this question by analysing the Swedish employment service which in the beginning of 2001 started a project called ?Af Sverige? trying to improve internal rule of law. By comparing two local and fairly equal jobcentres and how the street-level bureaucrats within use their discretion, I seek to find support for my hypotheses that organizing local jobcentres according to the principles of machine bureaucracy plays a significant part in reducing discretion.My findings show that a jobcentre characterised by strict rules, few units, good communications and a forthright manager who delegates formal power to the employees results in a stricter and more uniform application of regulations among the street-level bureaucrats. My conclusion is therefore unambiguous.

This paper aims to broaden the discussion on how press freedom can be a powerful tool in the war on corruption. Previous studies have shown a significant relationship between more press freedom and less corruption, it also shows that the causal link runs from press freedom to corruption and not the other way around. There are quite a few studies on the impact of a free press on corruption and therefore there is a lot more to be published on this issue.This paper looks at press freedom as one of the most important parts of a democratic society and that it plays a vital role in reducing corruption as both an informant on key issues and also as a ?watchdog? on society. But press freedom cannot be seen as an ?easy fix? in a country or the international community's struggle to reduce corruption.

Självmål i skolan? En undersökning av målstyrningen på en skånsk högpresterande gymnasieskola

Denna studies fokus är styrningen i form av implementering och återkontroll av de auktoritativt beslutade kunskapsmålen som styr den svenska skolan. Studiens syfte är att utifrån en etablerad kunskapsnorm utreda i vilken grad gymnasieskolan efterlever den avsedda målstyrningen - det vill säga att utreda denna styrnings verkan. Detta görs utifrån ett diagnostiskt test som mäter måluppfyllelsen och användandet av betygskriterierna i historieundervisningen. Analysen sker bland annat i ljuset av den i studien presenterade statsvetenskapliga teorin om närbyråkraten och Lennart Lundquists implementeringsteorem kan - vill - förstår.Studiens resultat visar på svaga kunskaper i gymnasiekursen historia A, vilket i kombination med vidlyftig betygssättning, ger slutsatsen att implementeringen av kursmålen och betygskriterierna misslyckats. Hållbar utveckling- En textanalys av miljöpolicy i lokal och nationell kontext

Sustainable development is a concept that has been interpreted in a multitude of ways in different contexts. This essay argues that the discourse of "ecological modernization" has strongly influenced the way in which the concept of ?sustainability? has been constructed in Swedish environmental policy. This interpretation of the concept of sustainability offers the possibility of combining economic growth with ecological sustainability which stands in contrast to the assumptions of Deep Ecology and Green Theory. The aim of this essay is to explore how the concept of sustainability is being formulated in environmental policy both on a national level and in the city of Malmö.Considering these issues in a specific context, this essay focuses on city planning that is as an important instrument to promote urban sustainability both on national and local levels.

Responsibility to Protect? ett möjligt svar på motsättningar mellan statssuveränitet och humanitär intervention? En analys om problematiken gällande humanitär intervention genom granskning av statssuveräniteten samt FN:s R2P - program

Uppsatsen behandlar den rådande problematiken gällande humanitär intervention, genom analys av FN:s R2P-program samt statssuveränitet. Syftet är att ta reda på vari problematiken kring det aktuella problemområdet ligger, vilken roll statssuveräniteten spelar däri, samt om R2P är tillämpbart.Med hjälp av ett teoretiskt analysverktyg klassificerar vi de olika uppfattningarna gällande problemområdet i kategorierna Opponents, Agnostics and Sceptics samt Optimists. Denna kategorisering hjälper oss att komma fram till slutsatserna att problematiken gällande humanitär intervention har tre huvudaspekter; legitimitet, selektivitet samt moral.Vi kommer även fram till slutsatsen att statssuveräniteten är det största hindret för humanitära interventioner. Likaså resulterar vår analys i slutsatsen att R2P i praktiken ej är tillämpbart. Detta på grund av FN:s ineffektivitet samt svårighet att uppnå konsensus, men likaså på grund av risken för bland annat starka staters makt missbruk, samt förmodat selektivt ansvarstagande, där beslut om intervention tas från fall till fall, då möjlighet att värna om samtligas mänskliga rättigheter i praktiken ej anses vara möjligt..

Vilka liberaliseringseffekter har brödupproren och situationen i Jordanien fått och varför? - en sammandrabbning mellan ekonomi och kultur

Denna uppsats utreder samspelet mellan politisk kultur och politisk ekonomi i Jordaniens politiska liberaliseringsprocess genom en litteraturstudie förankrad i kulturspecifik forskning. Det teoretiska huvudsyftet är att pröva Michael Ross teori om förhållandet mellan beskattning relativt offentlig service och politisk liberalisering, på en djupare nivå. Högre beskattning relativt offentlig service antas ge representation, politisk liberalisering och demokratisering. Vi kartlägger vilka kringliggande faktorer denna ekonomiska cost-benefit-modell fungerar tillsammans med.Vår slutsats är att den ekonomiska cost-benefit-modellen samspelar med en kulturell cost-benefit-modell. I Jordanien tillfredställde inte regimen befolkningens krav på subvention av exempelvis bränsle och basmatvaror.

The increasing importance of human rights within the international community over the past fifteen years has raised the issue of humanitarian intervention. This concept is a complex one, and in the debate surrounding this issue can be heard arguments from and within legal, political and ethical standpoints.
