The purpose of this master thesis is to study the correlation and meaning of current ideas and practice at the public library of Gothenburg. This was done by comparing the visions and ideas expressed by the library through the library plan, with how the daily practice looks. For the theoretical framework organizational theory is used and research data was collected both from public documents and through observations. The public library of Gothenburg were chosen for the study because of it's newly renovated facilities. The idea is that these facilities make a suitable study object of the current ideas and priorities of the public Swedish library in general.The results show that the public library practice in Sweden still rests on the original public library ideas such as offering information for free and treating every user as equal.

Syftet med denna uppsats Àr att berika den befintliga teorin om verksamhetsstyrning inom offentlig sektor med fokusering pÄ överensstÀmmelsen mellan mÄl och resurser i den offentliga hierarkin. Undersökningen Àr av en fallstudiekaraktÀr dÀr forskningsprocessen bestÄtt av ett antal personintervjuer. Dessutom har vi samlat in en del sekundÀr data som var nödvÀndig för att slutföra studien. Vi har valt att utgÄ frÄn teorier som behandlarverksamhetsstyrning med tillhörande komponenter Empirin bestÄr av insamlat material frÄn intervjuer som Àgde rum pÄ Malmö Stadskontor, tvÄ stadsförvaltningar samt tvÄ grundskolor i respektive stadsförvaltning inom Malmö Stad. VÄra slutsatser pÄpekar att det finns klara avvikelser mellan mÄl och resurser inom de studerade enheterna.

Swedish public administration has for the last few decades undergone reforms aimed at making it more efficient. A substantial part of these reforms have concerned creating clearer roles for politicians versus officials in the public sector, i.e. giving politicians a responsibility for setting goals and steering activities and public officials the role of implementing them.This study aims to examine one reform following this path that is under implementation in a Swedish public authority; FörsÀkringskassan, the Social Insurance Agency. The purpose of the reform is to increase the organization?s effectiveness and the rule of law.

In the new media society, social media has become an important part of many organizations' daily lives. Organizations, whether public or private, must be where their audience is and many times, these can be found on social media channels like Facebook. Leading researchers in the fields of crisis communication and relationship management believe that social media is a great tool for managing relationships between an organization and its' public, whether it's before, during or after a crisis.The purpose of this study is to examine how the Karlstad municipality use Facebook to manage civic relations before, during and after a crisis. The municipality's approach will be compared to the citizens' experiences of the municipality's communication in different stages of a crisis.The theoretical framework used in this essay is the research on crisis communication and relationship management. How these two frameworks can be integrated with social media like Facebook, is an important part of understanding how the Karlstad municipality make use of Facebook to manage civic relations and communicate before, during and after a crisis.The empirical study consists of a qualitative interview, two qualitative content analysis and an online survey.

The purpose of this study is to investigate whether an increasing amount of elderly immigrants will set new demands upon the public eldercare. The focus is on the officials whithin the public care of elderly in VÀstra Götaland district, and their experiences. A second purpose of this study is to add the experiences of the officials to former research treating the topic of elderly immigrants and their experiences of the public eldercare in Sweden.The survey has been carried out through interviewing all together seven officials working within the public care of elder in varying districts of VÀstra Götaland. The interviews have later been summoned under four different themes such as, ?Culture, customs and tradition?, ?Interaction and communication?, ?Information? and ?The future of the public eldercare?.The study indicates that our result based on the interviews, is in several references corresponding to former research on the topic.

The purpose of this thesis is to understand the reasons to why management consultants choose to leave their positions at large and established management consultant companies. The empirical data are made up of eleven interviews with men and women, both management consultants that have left their previous positions as well as a consultant who has chosen to stay with her first company and a representative from one of the large companies active within the management consultant industry. We have used the Job Embeddedness Theory combined with theories about identity, legitimacy, institutional norms and gender in order to understand the thoughts and reasoning behind the management consultantsÂŽ resignation. We have found that issues with the work itself and characteristics of the industry prevent the management consultants from being embedded within the management consultant company. Rather, some of the characteristics of the industry such as ?up or out? and the need to constantly perform work as a ?pushing-out mechanism?.

Sustainability and the traffics impact on the environment have become increasingly central within spatial planning. For many years, planning has been focusing on building new roads - this has resulted in increased use of automobiles, which many believe is unsustainable in the longer term. Therefore, authorities at national, regional and local level want to increase the use of alternative transport modes ? such as walking, cycling and traveling by bus.The thesis intends to study if the Municipality of UmeÄ?s policies for sustainable development have led to an increased use of public transportation. The use of public transport in UmeÄ is also compared with developments at national level, in order to see if there are differences in the level and trend.

   Officially, Sweden has a very low level of corruption and in 2008 topped Transparency International?s list in terms of the perception of a lack of corruption. However, on closer examination it would appear that the Swedish public sector is not as clean as the Transparency International list suggests. What appears to be relatively common and quite widely accepted in Sweden, especially in local government, are conflict of interest situations in which public officials use their position to obtain advantages for themselves, their friends and their colleagues, in particular with respect to public procurement. According to the Swedish constitution, the public administration shall be governed by the principles on legality and objectivity. Grave violations of these principles are deemed illegal and contrary to the penal code provisions relating to bribery, public misconduct and breach of confidentiality.

The purpose of this study is to contribute with new knowledge of  how Talent Management can be seen as a an opportunity or threat for organizational development, concerning competence, on the basis of HR. The research questions asked are: Out of wich aspects can Talent Management be seen as an opportunity or threat on the basis of HR-employees? How can it affect the work of HR? To answer these questions qualitative interviews with five employees within HR from four different companies has been executed. The essay has been investigated on the basis of an explorative aim and with a qualitative method. The empirical results has indicated common themes such as director support, HRs view of Talent Management, HRs development and shifts of generations.
