The European Union's long-term budget negotiations during the summer of 2005 were obstructed from being successful due to a quite fierceful debate about the future guidelines of the Common Agricultural Policy. A quarrel about money and who gets what, was the common answer as to why it took the European leaders six months to accept the budget, and quite rightfully. This essay, however, goes beneath those explanations and tries to see what other reasons there might be for such a phenomena.With a new institutionalistic approach this study seeks to see what underlying reasons for why an institution such as CAP is so resistant to change. With special attention to the new historical institutionalism and the rational choice institutionalism the study successfully shows that though the front laying reasons to the problems with the budget might have been economical, several other factors also affected the outcome of the budget negotiations.Structures, national identity and decisions taken when outlining the Common Agricultural Policy in the 1960's still affect the European union, its members and foremost of all, the Policy/institution itself..

Abstract A phenomenon that has been noticed more and more in media and the public space in recent years is what is called guerrilla gardening. It means the illicit cultivation of someone else?s land. This report's intention is to analyze what impact guerrilla gardening could have on today's urban space in terms of stable changes in norms and physical design. I have also focused on guerrilla gardener?s choice to carry out these actions illegally, without asking for permission, and what impact that could have on the issue of appropriating public space.

Syftet med uppsatsen är att studera och jämföra hur jämställdhet behandlas i trafikplaneringen i Västra Götaland på olika planeringsnivåer. Bakgrunden till valet av syfte är att jämställdhet är ett ämne som ofta glöms bort inom stadsplanering. Genom att medvetet planera och utveckla den bebyggda miljön finns möjlighet att påverka det dagliga livet för många människor, bland annat genom att möjliggöra för jämställdhet. Jämställdhetsarbete är ett demokratiskt arbete som stärker mänskliga värden och jämlika förhållanden, vilket visar vikten av att arbeta för att uppnå ett samhälle där män och kvinnor har lika värde. I trafikpolitiska mål är jämställdhet ett område som har lyfts upp starkt under senare tid och intresset för jämställdhet inom transportsektorn ökar. 2001 förstärktes jämställdhetsperspektivet i de transportpolitiska målen.

SammanfattninSammanfattning I många städer lägger industrier ner eller flyttar ut från stan. Detta medför att gamla hamnområden blir lediga och kan omvandlas. De blir istället nya attraktiva bostadsområden och populära platser för stadens invånare att röra sig i. Ån Nissan som flyter genom Halmstad delar staden i en västlig och östlig del. Den upplevs idag mer som en barriär än som en tillgång för staden. Kommunen har påbörjat arbetet med att ?vända? staden mot Nissan, men det finns mycket kvar att göra. I arbetet delar jag in Nissan i tre steg där jag först tittar mer övergripande på området runt Nissan från Frennarp i norr till hamnen i söder.

The thesis first objective was to develop field instructions for forest planning of native forests in Andean Patagonia, and the second objective was to test the plan on an actual property in the area. In 2014-2015 a large-scale Ebola epidemic occurred in West Africa. The Swedish Civil Contingencies Agency was given the order to conduct the Swedish response. The purpose of this case study was to investigate the impact on project planning of the three factors: the nature of the crisis, political initiative and developing countries. In this case study the crisis was an epidemic, and the project was initiated by the Swedish Government and conducted in two developing countries. The results were intended to contribute to developed understanding and recommendations for future project managers in similar projects.

The Swedish energy system will be influenced by many future changes, such as energy and climate policy objectives. The installation of more renewable electricity could increase by using solar energy. Over the recent years, grid-connected photovoltaic (PV) systems have increased dramatically in Sweden, partly due to various support systems and compensation models. These support systems have been designed to make it easy for individuals and businesses to invest in self-generated electricity and thus contribute to the transformation of the energy system.The introduction of a higher proportion of solar energy may in turn affect the Swedish electricity system. This could mean that the electricity companies will be facing a number of changes in the near future.

Kommunen har som mål i samhällsbyggandet att förnya och förtäta det bebyggda stadsområdet. De vill fortsätta med stadsbyggandet bland annat längs med Bäveån till Inre Hamnområdet. Kommunen vill även ha en blandad bebyggelse med bostäder, verksamheter och service. Att förnya och förtäta i befintliga områden, i det här fallet Inre hamnområdet, leder därför till korta avstånd för de boende till arbete och service. I och med en utbyggnad av Inre Hamnområdet kommer centrum att utökas mot sydväst och därmed få större vattenkontakt. En förnyelse skall stärka samt komplettera stadens centrum och attraktivitet. Inre Hamnområdet utgör med andra ord ett högintressant område med ett centralt läge med möjligheter till bra kommunikationsmöjligheter, service och attraktivt boende.

In Sweden, the main responsibility for urban planning lies with the municipalities. The county administrative boards are responsible for clarifying the governmental interests for the municipalities. The main purpose of this essay was to study documents with descriptions of national heritage areas in order to examine whether certain problems within these documents are still present in the most recent ones. This was done by comparing old documents with new ones. The problem with these kinds of documents has been the lack of clarification of cultural values in national heritage areas.

Torstensson, Niklas (2012): Anledningar till olikheter mellan Svenska kommuners skolkvalitet (Causes behind the differences in Swedish municipality´s quality of school) Örebro University.This essay is an explorative case study that will compare four Swedish municipalities quality of local school system against the municipality ´s backgrounddata and a governing document: Skolplan. This study begins in a previous benchmarking study made by one of Sweden?s teachers unions Lärarförbundet. This is a statistical study that ranked the Swedish municipalities against each other?s according to their accomplishments in a number of areas related to their school systems.

According to Swedish school policy documents, every teacher?s assignment is to individually adapt the education to meet every student?s needs. There are no exact guidelines about how to make these adaptations. The purpose of this study is to investigate how six teachers interpret the policy documents and how they, according to themselves, work to achieve this. This study is built on six interviews with teachers who work with children in the ages from seven to ten.

Goal-Oriented Action Planning (GOAP) är en AI-arkitektur som tillämpar ett måldrivet beteende åt agenter i spel. Mål uppnås genom att planer med åtgärder genereras med hjälp av en sökalgoritm. Syftet med denna rapport är att undersöka hur två sökalgoritmer, A* och IDA*, presterar under planering i GOAP.De experimenten som används är dels en miljö där agenter simuleras, samt ett test där planer genereras för samtliga implementerade mål utan rendering och simulering av agenter. Data som utvärderas är bl.a. planeringstiden, antal besökta noder under sökning och genererade planer.Utvärderingen visar en tydlig fördel till A*, som i snitt är 38 % snabbare än IDA* vid planering av åtgärder i GOAP.

In 2005 the Swedish social democratic government settled a defense treaty with Saudi Arabia. Ten years later, a new Social democratic government ends the treaty. This thesis will study the Social democratic party?s motives behind their actions regarding the treaty. Kjell Goldmanns theory regarding the three fields of interest concerning state?s foreign policy, security policy, economy and international values, will serve as the theory and operationalization of this thesis.

Since the 1990?s Open Access has developed into an alternative model for scientific publication. Today an increasing political interest in promoting Open Access is commonly channeled through the implementation of policies by research funders. However, in the scientific community the uptake and acceptance of the model has been of notably different character.This Master?s thesis examines the understanding of and attitudes towards open access among eight senior Swedish researchers and how these have been affected by the implementation of the Swedish Research Council?s Open Access-policy as implemented in 2010.

The purpose of this study is to examine pupils´ experiences from getting grades in upper secondary education for pupils with learning disabilities and which impact this has on these pupils how they form and get formed as schoolchildren. Four pupils in upper secondary education for pupils with learning disabilities in a Swedish community have participated in qualitative semi-structured interviews. All analysis that has been made has focused on these pupils´ stories about getting grades. I have asked openly formulated questions so that the pupils themselves have had the possibility to highlight those experiences that they want to share.Three categories that I have used, with starting point from the questions in this study, to analyze the answers in the interview material is how the pupils talk about the bases for grading, the pupils´ self-awareness when they talk about their own grades and the pupils´ view when they talk about the importance of grades. The theoretical base of the study is policy enactment.One conclusion of this study is that both teachers and pupils in upper secondary education for pupils with learning disabilities often is based on other factors than what different policy documents says about what should be the ground for teachers grading.
