Under vår praktik hos ledningskansliet vid Karlstads universitet inkom en anonym begäran att få ut allmänna offentliga handlingar i elektronisk form. Vi uppmärksammade då problemet att myndigheter inte har någon skyldighet att lämna ut allmänna offentliga handlingar i elektronisk form. Detta trots att tekniken finns och ständigt utvecklas och att det därför kan tänkas bli mer och mer vanligt att myndigheter får in förfrågningar om att få ut en allmän offentlig handling elektroniskt. Uppsatsen har för avsikt att ge svar på om myndigheter bör ha en skyldighet att lämna ut handlingar i elektronisk form, samt om myndigheten under alla förutsättningar har rätt att ta ut en avgift i samband med detta. Uppsatsen har också som delsyfte att kort undersöka om utlämning av allmänna handlingar i elektronisk form faktiskt sker.Framställningen bygger på den traditionella rättsdogmatiska metoden, vilket innebär att med hjälp av allmänna rättskällor systematisera och fastställa gällande rätt.Det finns ett flertal regler som talar för att myndigheter ändå ska anses ha en skyldighet att lämnat ut allmänna handlingar i elektronisk form om den sökande begär det.

The aim of this study is to show how some persons with one of the Swedish national minority languages as mother tongue use a library with regard to their mother tongue and culture. The research questions are: How do Sami-speaking, Finnish-speaking and Meänkieli-speaking (Tornedalen Finnish-speaking) persons use a library with regard to their mother tongue and their culture? What aspects do they find important in this use? As a theoretical frame I have used Marianne Andersson and Dorte Skot-Hansen?s model of the functions of the local library and Will Kymlicka?s theory of the value of maintenance of minority cultures. The study is a qualitative user study. Deep interviews have been conducted with 9 persons with Finnish, Meänkieli or Sami as mother tongue.The results show that the main use of the library is as a cultural centre and the most frequently used service is borrowing of literature.

Web 2.0 represents the next generation of creating interactive applications on the Web. The purpose of this thesis was to develop a service tailored to Web 2.0 technology, where users can post ads for free. The platform is an advertising system specially designed for animals. Surveys and interviews have been done; the result is that today?s advertising services on the Internet are not interactive and user-friendly.The users have the possibility to adapt different part of the system to their needs, such as choice of themes.

I?ve tried to find the most effective and cost effective way to harvest straw for energy recovery.You can choose between round bales and big square bales. Square bales are the cheapest way to produce straw for fuel recovery because you can optimize the length of the bales so they fit the transportation equipment.In the Malmö area the average days of harvesting hay is 55. The effectively of transportation depends mostly of the speed, the distance and density of the bales. To increase the capacity of bale transportation larger loads and higher density of the bales is necessary.

The digitization of patient data and medical records used by the healthcare-industry in Sweden is rapidly developing. However; developing and changing things in this field is not an easy task because of the circumstances surrounding it. Digital systems intended to process, and hold, sensitive personal data, such as medical journals, must be developed with laws, confidentiality, integrity and availability in mind to secure that none of this data gets compromised.A complicating factor in regards to this is the fast rate of development within IT in contrast to the much slower bureaucratic process of the justice system. AbstractThe purpose of this investigation was to understand how teachers/pedagogues nowadays work with mathematics in school. In what way can they pin point the difficulties a pupil with another language might have with mathematics.I started the process of this investigation by reading litterature on the subject. Then I did interviews with several teachers and pedagogues teaching in different schools with children at different ages.The results found in my investegation pointed to a lack of practical work with mathematics especially in classroom and revealed from the teachers a strong desire to work with mathematics in different ways.?Talking maths? with pupils in class will help them understand the subject better. Several teachers are of the opinion that the pupils will reach the goals in school with this method.The teachers are also aware of the importance of having practical mathematics.

Consumers are facing a wide selection of brands trying to get their attention. An increasing amount of corporations are incorporating non-traditional media in their marketing strategies as an attempt to build relationships with their customers. However, along with the new opportunities to enhance consumer emotions about the brand, social media has brought along new risks for corporations to face. This paper investigates the consequences of different ways of handling such electronic word-of-mouth (eWOM) crisis on Twitter. Furthermore, we investigate potential differences depending on the credibility of the source that sent the message.

Symboler har alltid varit en viktig del av matematik, därför är det inte konstigt att kunskaperom symbolspråket behövs för att uppnå en full förståelse av ämnet. Den här studiensyftar därför på att utreda användningen av det symboliska språket i den svenska gymnasialaundervisningen ur ett språkvetenskapligt perspektiv. Empirin till det här arbetetbestår av 52 elevlösningar till ett test i matematik samt transkribering av en parintervju.Det insamlade materialet har analyserats utifrån teorier om den metalingvistiska medvetenhetensamt symbolernas semiotiska och epistemologiska funktioner. Det matematiskasymbolspråkets roll i styrdokumenten har också belysts i det här arbetet. Från elevernasfel i testet var det möjligt att åskådliggöra vikten av den metalingvistiska medvetenhetenoch den semiotiska medlingen i algebrainlärningen.

Studiedeltagarna utgjordes av 20 barn i åldrarna 2 ½ - 3 år, 20 föräldrar och 14 förskolepersonal. Föräldrar och förskolepersonal besvarade 18 frågor ur föräldraenkäten Receptive Expressive Emergent Language Test - 2 (REEL-2) och barnen testades av logopedstudenterna på uppgifter motsvarande dessa frågor.Resultatet visade bland annat att de genomsnittliga procentuella överensstämmelserna mellan bedömargrupperna var goda.

The purpose of this essay is to draw attention to the obstacles that affects the internal trade of waste within the EU. The essay doesn?t in any way encourage pollution or illegal handling of waste but unfortunately there are large profits to be made from illegal destruction and recycling of waste and especially hazardous wastes. Therefore the dependable companies handling waste must access a market with fast and flexible (but predictable) regulations as well as lower transaction costs to help make the environment better and encourage a strive for increased recycling. There are examples where some waste only can be sent to a land-fill within the country but could be recycled in other EU-countries.

Many social services cases have been reviewed in the media during the last years. One of those cases is ?Lasse and Karin?, handled by the Social Services in Oskarshamn in 2002. Lasse and Karin had their son taken into custody by the Social Services and the case was reviewed in national media. Through this case the Social Services received much attention, of which most was negative, and their handling of the case was greatly criticized.

The aim of this study was to examine bilingual childrenslexical organization and to investigate weather bilingual children hadundergone the syntagmatic-paradigmatic shift in grade four. Thirtychildren from multi-ethnic areas were tested with Kent-Rosanoff wordassociation test in both Swedish and Arabic. The results showed thatmore than 40% of the children had undergone the shift in bothlanguages, 20 % had undergone the shift in only one of theirlanguages and almost 40% had not made the shift in any language. Acomparison with results from monolingual Swedish children in gradethree in a previous thesis, showed that the bilingual children in thisstudy did not reach the corresponding level of lexical organization.The study points to the necessity of including tests regarding lexicalorganization when assessing both mono- and bilingual children withsuspected language impairment. The study also underscores theimportance of supporting mother tongue development in bilingualchildren by for instance adequate mother tongue education.

Syftet med studien var att studera om attraktiviteten hos en person kan påverka graden av hur moraliskt förkastlig en handling som utförs av personen bedöms vara och huruvida det föreligger någon könsskillnad. Med ett experiment undersöktes 151 studenter på ett medelstort universitet i södra Sverige. Deltagarna tilldelades ett fiktivt moraliskt scenario med ett bifogat foto av antingen en oattraktiv eller en attraktiv person. En kontrollgrupp blev tilldelade samma scenario men utan något foto. Därefter fick deltagarna svara på hur moraliskt förkastlig de upplevde handlingen som beskrevs i scenariot och hur attraktiv de upplevde personen på fotot vara.
