The aim of this master-thesis is to investigate the emergence of bureaucratic drift in connection with implementation of EU-legislation in Sweden. To narrow it down I have chosen to look at the Swedish implementation of the Working Time Directive, directive 93/104/EG. To be able to fulfil the purpose of this master-thesis I have used two research questions; [1] How did Sweden implement the Working Time Directive into Swedish law? and [2] Why did Sweden omit to correct implement the Working Time Directive? To be able to understand and explain the situation I have used the principal-agent perspective as a theoretical framework. An analysis of motives has been used as analytical method.The results from the analysis show that Sweden, in order to keep the contractual model used on the labour market, which is a part of the well known Swedish model, shirked while implementing the directive and implemented as to be able to fulfil its own agenda.

This thesis seeks to investigate the relationship between municipal policy for housing supply and the planning of new housing in Sweden. Through a case study of Göteborg municipality and a comparative content analysis of Göteborgs policy for housing supply and a number of plans featuring housing the analysis seeks to investigate the effect of policy for housing supply as a tool for securing the demand for housing in the Swedish municipalities. The thesis also seeks to discuss its findings using theory concerning the implementation of policy and the general planning situation for Swedish municipalities today. The result of the analysis shows that most plans fail to regulate most of the content suggested in the policy for housing supply, particularly regarding aspects such as pricing, type of housing and type of ownership. The result also points towards a relationship regarding the prevalence of municipal land contracts and compatibility to policy for housing supply as well as a connection between how extensive the plans are in their proposed land use and their compatibility with policy for housing supply. Using theories of policy implementation and the municipal planning situation, possible explanations for the findings of the analysis could be a split in responsibility between the formulating and implementation of the policy for housing supply and its contents, a lack of resources of means for implementing or the prevalence of special interests when attempting to convert policy to plans..

This essay focuses on the implementation of the strategy gender mainstreaming in the European Union and the member states. It starts to identify problems connected to the implementation process and recognizes significant prerequisites for an efficient implementation of the strategy. The main problems and prerequisites are: political will, governance and structure and knowledge about gender equality. The empirical material consists of reports from the EU that touches upon gender mainstreaming and gender equality. The problems and prerequisites will be analysed in relation to the governance perspectives top-down and bottom-up and expert bureaucratic and participative democratic and gender and feminism.

The intention of this thesis in political science is to understand how the European Union fights and prevents discrimination against the Roma minorities in Sweden and Romania, and how the implementation works in reality. The study consists of defining what it means to be objectively discriminated, what ethnicity really means and how the implementation process consist of a comparison and statement has been made by the national governments and comparing how two socioeconomically different member states handle EU directives and implement them in Sweden and Romania. The main findings of this study was that EU policies lack the capital and explicitness that is needed for great results to be accomplished and that the governments in both countries have different issues with implementing the protection of the human rights and Roma culture, and that EU needs to be more practical and develop in a faster pace. .

The intention is to focus on the implementation of the tablet in preschools and how the intentions around the introduction of the tablet take shape in different preschools. The method is semi structured interviews where the respondents consist of 3 preschool directors and 6 teachers where the preschool directors work. This is a relevant subject to illustrate, as the tablet has become a tool in preschool where it seems to be different opinions about how it should be used. This study aims to understand how the implementation can take form in different preschools, what kind of similarities and differences we can see with the intentions of the tablet and if there is need of clarification on the workings of the tablets in preschools. The results show that the intentions around the introduction of the tablet in preschool look different in the preschools, and the implementation of this new technology starts in a small scale with help of photographing and videotaping.

The aim of this paper is to see if Sweden has implemented the recommendations and taken notice of the guidelines for employment that the Commission and Council set up every year and from this see the role of the Commission and Council for the national employment politics. The years that I focused on in the paper are year 2000- 2004. The method that is used is a case study research that is exploratory and explanatory. The theoretical starting points are theories about delegation, cooperation and a variation of control and autonomy. This is recognized in the Principal- Agent theory and the Principal- Supervisor-Agent model.

The main purpose of this paper is to examine how the regulatory environment of ?equality plans" are implemented at the municipal level of decision making in the school environment - in terms of both local politicians, school structures and management by teachers.The paper will present how the Implementation theory works in practice by examining two high schools in the Municipality of Norrkoping and see what differences exist in the implementation process of "equality plans" in schools with a variety of high and relatively low immigrant background among students.We will present how it seems from different perspectives. Are teachers today controlled by public professional ethics or personal reasons, where those street level bureaucrats mainly act on feeling depending on the case? And how might this affect the law? Do they in fact understand, or have the knowledge and the willingness to implement?In our study, we are using a comparative case study method with an interview guide. A comparison between the two school´s equality plan have been analyzed where we have developed key differences and similarities that we recognized regarding the subject.The results of the study demonstrate that the context is very crucial to addressing these issues.

In this thesis we investigate the level of deliberative democracy in the current implementation of the 24/7 Agency in the local government. We are interested in how the combination of the two seemingly opposing ideals of Demokratiutredningen and the 24/7 Agency is solved. Our analysis is based on interviews with civil servants from three kommuner in Skåne and a schematic overview of their websites. As a theoretical framework we use New Public Management Theory, Deliberative Democracy Theory, and Citizen Theory.We have found that the local 24/7 Agency is initiated and implemented by public servants. Their experiences and worldview is mirrored in both process and result.

This study examines implementation from national law in to local practice in the district of Kalmar to assure newly arrived immigrants orientation in civics. The study takes its starting point in Lipskys theory about street-level bureaucracy.  Questions that are discussed are about how  the education is understood by refugee?s coordinators, civic communicators and the new immigrates, how the organization has been and what role the demography and economic structures has played for the organization. It is a case study where interviews and enquete has been used.

Syftet var att undersöka och beskriva implementat-ionsfasen av ett Enterprise Resource Planning System som tillhandahålls som en tjänst via internet. Fokus var att identifiera framgångsfaktorer för implementationen med hjälp av ett fallstudiebaserat tillvägagångssätt där tonvikt legat på intervjuer och andrahandsmaterial. Undersökningen visade att bland annat valet av ett för organisationen passande system, en omfattande verksamhetsanalys, implementeringshjälp av konsulter samt anpassning av affärsprocesser är viktiga faktorer för en framgångsrik implementation.
