Folkhälsopolitikens praktik - En studie av tre kommuners implementering av folkhälsopolitiken och dess syn på befintlig styrning
The purpose of this study is to analyse how the local governments have implanted the new public health policy, which Sweden adopted in April 2003. The new health policy stakes out a new direction for national public health policy. Instead of focusing on diseases the new public health policy focus in factors that determine health.Important factors to study are the role of central steering from the central government. The method used is a case study of three Swedish local governments. The main material used is interviews and different policy documents within the area of public health.The conclusion of the study shows that the local governments are fairly satisfied with the steering of public health policy by the central government.
Romernas situation i Sverige : En studie över vilka typer av integrationsstrategier som återspeglas i Svensk politik
The focus in this study is on the situation of Roma in Sweden. The purpose is to see the integration strategies that are reflected in Swedish politics, considering the inclusion of Roma. Idea analysis has been used as method, and I have analysed the text to find expressions of four different ideal types that represent four different types of integrations processes. The material consists of the government?s strategy plan for the Roma?s inclusion in Sweden between 2012-2032.
En rankings efterskalv : Om Transparency International och svensk korruption
What impact and effects are created by the placement of an international ranking? Could it be that a top rank is detrimental to an entire country's efforts to fight corruption?This bachelor thesis in political science is about Swedish corruption. In essence, so questioning the Transparency International's indexed rankings that placed Sweden in third place. Issues concern since if the third placement has created nonchalance and a careless mentality in Swedish government and in particular in the municipal operations. Research results show that Transparency International's rankings have low validity and low reliability and that the government is not acting sufficiently to prevent and fight corruption.
Arbetsprocessen kring prestationsmått : En fallstudie om hur arbetsprocessen kring prestationsmått kan se ut i ett företag
Bakgrund: Det har nu passerat 20 år sedan företag i allt större utsträckning började frångå synsättet på inköp som en renodlad stödfunktion av operativ karaktär. I en omgivning som ställer allt högre krav på korta ledtider, hög kvalitet och en hög grad av flexibilitet har synsättet på inköp och anskaffning av varor som en strategiskt viktig funktion och kostnadsdrivare fått stor utbredning inom de flesta branscher.I takt med att den teknologiska utvecklingen under de senaste två årtiondena har tillgängliggjort internetbaserade lösningar för att ta emot och lägga order och söka lämpliga leverantörer har intresset för e-procurement-system ökat allt mer. Även Sveriges offentliga organisationer har uppmärksammat de potentiella effekter som ett införande av ett dylikt system kan medföra. Forskningen på området är dock sparsam och den forskning som är tillgänglig berör främst privata företag i tillverkningsbranschen.Syfte: Att identifiera och beskriva effekterna av att implementera ett e-procurement-system i en offentlig organisation samt jämföra om dessa överensstämmer med de effekter som presenteras i forskning utförd på privata organisationer.Metod: I arbetet har en kvalitativ fallstudie av Växjö kommun genomförts. Empirisk data har samlats in genom semistrukturerade intervjuer med dels inköpare ute på Växjö 3kommuns enheter men också med en anställd centralt i kommunen som ansvarar för e-handeln.

In the global society of today it takes more and more to become a successful purchaser. One part of this is to understand distinctions between different countries. The first and the biggest thing that you think about are the languages. Of course this is a big obstacle but there are also big cultural differences to be considered. According to Van Weele (2002) this is something that not, until these days, have been prioritized but today it is becoming more common in the industries.The biggest question we asked ourselves before the work started was how cultural and verbal differences affected the global procurement on Husqvarna.
ETT POLICYDOKUMENTS UPPGÅNG OCH (UT)FALL - En studie om hur styrning och autonomi inverkar vid implementering inom kommunal förvaltning.
The purpose of this essay was to study the implementation of a policy document, which concerns questions of integration, in a municipality with an indirect government. I have especially focused on issues regarding how civil servants describe the usage of a specific policy document and to what extent their autonomy and the indirect government have had an impact on implementation, and to what extent signals from surrounding institutions have had an impact on the creation of the policy document. The study was based on qualitative interviews in groups, pairs and with single individuals with twenty-seven civil servants and politicians working with issues concerning the specific policy document.One of the conclusions of my study is that the reason for producing the document in the first place is that the municipality as an organization strives to acquire a sense of legitimacy. The intentions of the document have only partly been implemented by the civil servants and politicians, since the document is not used in their daily work. Here, their autonomy has played an important part, as the choice to not use the document is the servants' own.

The aim is to find out if there is any difference in how the government and communicators talked, and if those differences agree with the public opinion about these persons.Material/Method: The material is interviews with the relevant people on TV news. The first three days are included and the interviews have been transcribed and counted in sentences. The method is therefore quantitative content analysis.Main results: All of the analysed persons used the category Concrete action the most, which is what they are doing at the moment.

In Political Science a main theory is that a minimal winning coalition (MWC) will participate in the government. The parties included have to share the power of government. Therefore the winning coalition to be expected is the one including the fewest parties possible.My paper will atempt to examine if this is the main pattern in Swedish municipalities. My experience indicates that the ?Alliance for Sweden? including the four right-wing parties, that for the first time were connected through formal agreements in the elections 2006, formed a partly new and more obvious coalition pattern.
Magdalena Rudenschölds medverkan i Armfeltskonspirationen 1792-1794
Magdalena Rudenschöld (born 1766, died 1823) was a woman in Swedish history, who lived a turbulent life. As a young woman she was employed at the Swedish court and got to know the king of that time, Gustaf III, and she became the mistress of one of his closest deputies, Gustaf Mauritz Armfelt. After the killing of Gustaf III, a temporary government was formed. This was a regency that was put there on behalf of Prince Gustaf Adolf, since he was not yet of age to run the country. The commission to conduct this temporary government was given to Duke Carl, who was the dead king?s brother.King Gustavus III?s former employees and Officers were after the king?s death, opposed by the temporary government, and they were moved to other assignations.

Many organizations utilize decision support systems in order to handle different tasks and tosupport the decision-making process. Decision support system is a broad term used to referto several different types of systems. These types of systems can handle a wide range ofoperations within the organization. Consequently this will have an impact on differentoperations within the organization. The main aim of this study was to create a betterunderstanding regarding the impact of decision support systems on the various operationswithin the City Council's procurement units which in turn will increase effectiveness.
Begreppet onormalt lågt anbud i direktiv 2004/18/EG om offentlig upphandling : Om begreppets innebörd och konsekvenserna av att det saknas förbud mot att anta onormalt låga anbud
Som en följd av Sveriges medlemskap i EU har offentliga upphandlingar kommit att få allt större betydelse eftersom de nu kan ske inom ett betydligt större geografiskt område än tidigare. En konsekvens av detta är att konkurrensen blivit allt hårdare och nya regler införs i takt med den snabba utvecklingen. Ett av resultaten av den hårda konkurrensen på upphandlingsmarknaden har visat sig vara att en del leverantörer lämnar anbud med onormalt låga priser för att vinna upphandlingskontraktet. Förekomsten av onormalt låga anbud i offentliga upphandlingar medför allvarliga negativa konsekvenser såsom att konkurrensen snedvrids, effektiviteten minskar och kostnaderna ökar. Detta påverkar både den upphandlande enheten, leverantören som bjudit onormalt lågt, de leverantörer som slagits ut samt konsumenterna.

Every year the Swedish gambling monopoly serves as a significant source of income for the government. This income is later distributed by the government on various areas for the common good. The question is wheather the state is allowed to preserve this lucrativemarket for itself by any means necessary. Also is it enough to claim that the monopoly exists to protect the citizens, and thus escaping the conditions of EC-law, and its struggle to harmonize trade between the member states? This thesis describes the Swedish gambling monopoly and its relationship with EC-law.
Miljöanpassad offentlig upphandling: effektivt styrmedel mot koldioxidutsläpp? : En studie av kostnadseffektivitet, transaktionskostnader och teknisk utveckling
Green public procurement (GPP) can be used as an instrument to reduce carbon dioxide emissions, and consideration of environmental aspects within public procurement is becoming more common in Sweden and internationally. Two product groups that have been pointed out as especially important are transports and electricity, where the opportunities for public purchasers to reduce emissions are relatively large. This paper studies GPP which aims at reducing emissions, primarily of carbon dioxide, through environmental requirements within these two product groups. A theoretical analysis of cost-effectiveness, transaction costs and effects on technological development is performed, followed by a closer study of how these aspects appear in practice within GPP.
The results indicate that a cost-effective allocation of reductions between the two product groups is most likely to be attained if the main part of emission reduction is achieved through environmental requirements on electricity. The cost for emission reduction within transports is relatively high, especially for heavy transports.
For transportation services, more generally focused requirements on emission reductions could probably give greater environmental gains, but the existence of transaction costs steer the environmental requirements towards more technology specific types.

The government appointed in 2004 a special investigator with the objective to investigate the possibility of introducing a new law concerning implementation of obligatory cash registers with certain certification. This resulted in SOU 2005:35 ?Krav på kassaregister - Effektivare utredning av skattebrott? (Proposition 2006/07: 105). Following advice received from the respondents, the government has drafted a bill submitted to parliament in March 2007. Government bill 2006/07: 105 proposals for new law on cash registers, and submitted to parliament 2007th Act (2007:592) on the cash register was adopted by parliament in March that year and came into force on 1 January 2010.
Försvarsministern som försvarade sin ståndpunkt - en analys av försvarsminister Mikael Odenbergs avgång
Political exit from governments is an unusual phenomenon within Swedish politics. The purpose of this essay is, from an ethical perspective, to particularize, understand and analyze the actions of the Swedish minister of defence, Mikael Odenberg, in his decision to exit the government in September 2007. We will put light on the ethical conflict Odenberg apprehended, the courses of actions and finally his ability to solve the ethical dilemma. The conclusion is that the case of Odenberg involves several dimensions of the conflict, associated with a succession of different loyalties. Odenberg were in two minds whether to act up to his own conviction or be in sympathy with the government.
