I den internationella forskningen om styrelseformer finns en allmän uppfattning om att den politiska utvecklingen under 1900-talet indikerar en övergång från government till governance. Nya styrelse- och samarbetsformer har inneburit att den tidigare välfärdspolitiken har omformulerats till en entreprenörsmässig stadspolitik, vilket har skapat en innehållsmässig förskjutning i planeringens grundläggande syfte och mål. Mot bakgrund av globaliseringen satsar numera allt fler städer på att marknadsföra sig som attraktiva för att kunna konkurrera om det internationellt rörliga kapitalet. Problematiken i detta sammanhang är att särskilda handlingsinriktade strategier har blivit dominerande i det planpolitiska arbetet, vilket således får konsekvenser för stadens utformning och stadsbild.Den kommunikativa planeringen förespråkar samverkan och dialog mellan alla berörda parter i syfte att skapa konsensus och en samsyn i stadsbyggnadsfrågor. Men beroende på vilka ide?er som inkluderas respektive exkluderas från diskursen påverkas därmed vår uppfattning och förståelse av stadens attraktivitet.

The Swedish government published their current proposition concerning cultural politics,Tid för kultur in 2009. Due to this proposition, culture is considered a basic human right we all deserve to be provided with. It contained goals and guidelines for how to enable culture to all citizens, to integrate and enrich the state, the county councils? and municipalities? work with diversity and multi culture in their culture-based institutes. However, there seems to be a lack of strategies in the issue of how to provide our nondependent elderly, suffering age related handicaps and diseases, with this proclaimed necessity.In recent years, there has been a lot of research proving the link between human wellbeing and a stimulating environment.

The subsidiary company of Swedish Match AB called Intermatch Sweden AB has submitted a claim to RegR for them to change the notification of SRN, regarding the company?s settlement of foreign tax. To make the matter clear Intermatch Sweden AB has pointed out that they consider deductions for depreciations not to have an effect on the foreign income when the amount to settle is calculated. The intention with this study is to analyse the legal situation regarding how the level of the settlement is affected by the consolidated costs. The aim of this study is to analyse the Swedish state´s ambition in achieving equality among its citizens. By studying the new urban policy introduced by the government in 1998 from a theoretical perspective the purpose of this essay is to understand the ideational dimensions in this policy project, in regard to established understandings about equality.The theoretical framework on which this study is based consists of two different parts. The first presents dominating models on welfare states, mainly focusing on the socialdemocratic welfare state. The second introduces influential theoretical views on equality, primarily discussing universalism and a differentiated equality view. It also presents theoretical views on how to understand the relationship between the state an its citizens.

The following study is a discourse analysis of the concept of critical thinking within pre-school teacher education. It considers the following questions: how does the concept of critical thinking appear in policy documents, central to the pre-school teacher education, and which possible conceptions of critical thinking are conveyed by students and teachers active within the education. Additionally, the study seeks to discuss, as well as suggest a possible relation, between the findings of those two questions. In reviewing the material (consisting of five semi-structured interviews with students and teachers, and of a selection of policy documents central to the education), I argue the existence of a sort of project within the education, which presents critical thinking as a higher value. At the same time, I argue that the concept is not defined or concretized. This project, however, as I suggest while drawing upon Foucault?s ideas of discourse and government, involves a rather high degree of control.

Affirmative action is one exception from the principle of equal rights which is settled in directive 2006/54/EG, article 3. The purpose for the affirmative action must be to encourage the equal rights between men and women.EU has specific criteria to use affirmative action, which is created by praxis of the Court of Justice of the European Union. These criteria are that the affirmative action must involve an objective assessment, there must be equal qualifications between the person which is affirmative action and the person who is not, the positive action cannot be automatically decisive and this special treatment should be proportionate to the purpose.

This master thesis is written at the Royal Institute of Technology during the spring and summer of 2008.The assignment was to investigate what factors on a broadband market determine how well it performsin terms of how many people have access to broadband. These are the factors that determine whetheror not a country or market will be able to achieve a high broadband penetration. The purpose of thisthesis was to establish a better understanding for what a market should look like or how a strugglingone can be complemented in order to succeed.As a foundation for this investigation, a group of benchmark countries were chosen and evaluated. Inaddition to this, a group of, developing MENA2-countries were chosen and evaluated. Finally, interviewswere performed with some of Sweden?s leading internet service providers, the regulatory agency andinfrastructure company, Skanova.Among the benchmark countries were Sweden, France, Canada, South Korea and Japan.

Communication has become more and more important for authorities, there are several reasons for the use of communication and they may differ from authority to authority. Some authorities claim that the purpose of the communication work is to create awareness and recognition among citizens. A communication form that has become increasingly important for government agencies is social media, according to the government authorities should implement social media in their communication work because it is very important that the authorities are available where the citizens are. Previous research has focused on the risks and opportunities that the social media generates for the public sector.

Riksteatern is a Swedish movement which was formed during the 1930s. The movement now consists of 230 local societies and had 545 000 visitors last year. The purpose of this thesis is to investigate how a movement, mainly financed by the Swedish government, is run. To be able to understand this, the theories of Pierre Bourdieu are used together with organizational theories. The empirics are collected mainly by semi-structured interviews made with employees at Riksteatern.

The aim of this investigation was to determine if, and in that case how, the resources of personne1 in what in this essay will be referred to as the department of students' health in four industrial municipalities had changed from 1999 until 2004. The establishment of the department of students' health could be discussed and analys ed in regard of a few concepts from new institutionaI organizational theory and studies on implementation. The investigation answers the following questions:What differences were there between the municipalities regarding the children's accessibility to the department of students' health?What differences were there between pre-school, compulsory school and upper secondary school within the municipalities regarding the children's accessibility to the department of student's health?The municipalities were commissioned by the government to combine school health service, student welfare and the field of remediaI teaching in order to establish a new section, the department of students' health. The study was carried out quantitatively.

The transition from having been under another country?s control to becoming a democratic country can, many times, pose difficulties, which has proven itself to be quite common. Estonia and Moldova?s processes towards a democratic regime are two examples of countries with varied success in the final transition phase.When the USSR (Soviet union) fell and collapsed in 1991 Estonia was well on their way from having a communistic ruling to a democratic one due to the fact that their democratic work had already begun a few years prior to 1991. After the collapse Estonia continued with their democratic work and in 2004 the country became a EU member state.

We have 3G on the doorstep but nothing seems to attract ordinary people to this technology. To attract the mass market the telecom industry must show something beyond high bit rates. They must show how ordinary people can take advantage of this new technology. This is done by showing the possibilities of the new technology and by demonstrating applications that it will handle. The telecom industry must convince the telecom operators to invest in this technology and the only thing that matters to them is how much revenue they can make by adopting the upcoming technology.
