The Comprehensive proposal for Kosovo Status Settlement utifrån olika synsätt på demokrati, demokratisering och multikulturalism

The purpose of this paper is to analyze Martti Ahtisaari?s comprehensive reportfor Kosovo, CPS, based on theories about democracy, democratization andmulticulturalism. The essay is a way to make a contribution to research on howthe international community can contribute to democratization processes ingeneral, as the CPS gives the expression and democratization of contextscharacterized by multicultural problems in particular. In this paper, we implementa qualitative text analysis of our main material CPS. The qualitative text analysiscan be applied in studies as ours when sought contents of the text are hidden underthe surface.

The best proof of that is the central position democracy has had in the education program we attended at the Örebro university. This study analyses the concept of democracy and its leading foundation, namely the so-called ?deliberative dialog?. This essay examines a presupposed correlation between the way one look upon values and the way one look upon the will of the people in a theoretical democratic context. The more specific purpose is to test the following hypothesis: There is a reversed connection between the way one look upon values and the way one look upon the will of the people in a theoretical democratic context, that is; a strong claim of values give reason to a limited conception of the will of the people and a weak claim of values gives reason for a more unlimited conception of the will of the people.In order to test the hypothesis I examine three different conceptions of democracy, these are: pluralist democracy, Deliberative democracy and constitutional democracy. I analyze the way they look upon values, there view of the will of the people and finally if there is a connection between the way they look upon values and the will of the people. Values should be understood in a metaethical context. In other words it is not values in the ?common? meaning, instead its how val-ues in them selves should be understood, and even more relevant, what we mean when we ex-press values.My conclusions are, first and foremost, that there is a correlation between the will of the people and values, according to the formulation of the hypothesis.

Förenliga motsatser? : En jämförande studie om aggregering och deliberation i två e-petitionssystem

This essay sets out to compare political participation in two e-petition systems: The Malmö initiative in Malmö, Sweden, and Better Reykjavik in Reykjavik, Iceland. The main question of the essay concerns the aggregative and deliberative qualities of the Malmö initiative and Better Reykjavik, as well as the relationship between aggregation and deliberation. This main question is divided into four subqueries that lead the empirical analysis. These are: (1) Which similarities and differences in terms of design are there between the Malmö initiative and Better Reykjavik? (2) To what extent have these systems mobilized an aggregative political participation? (3) What similarities and differences are there concerning aspects of deliberation? and (4) What is the correlation between aggregation and deliberation like in the two e-petition systems?The method in use is a comparative cross-sectional study with a 'most similar research design'.

Att skapa konsensus- En fallstudie av beslutsprocessen inom kommunsamarbetet NOSAM

The purpose of this thesis is to analyze the construction of consensus in commune-collaborations. By a review of written material combined with elite interviews we have been able to follow the decision-making and the forming of consensus, in a commune-collaboration called NOSAM, in which they have decided to use consensus as a decision method. The thesis is based on a case study and we have decided to follow a specific issue that has been discussed for some time.We have created an instrument based on the ideal of Deliberative democracy, through which we have been able to examine whether the decision-making in NOSAM can be described as a deliberative process or if consensus is formed by other incentives.The study shows that the decision-making in NOSAM cannot be described as a deliberative process, although there are some elements of deliberation. Consensus is formed in a proposition drawn up by the officials for the commune-representatives to agree on. Afterwards, the decision has to be brought up in each commune before reaching a final decision in NOSAM.Our opinion is that having consensus as the decision method leads to difficulties when deciding on bigger issues..

Kameraövervakning och deliberativ demokrati - En normativ studie av dagens kameraövervakning utifrån teorier om panopticon, den andre och det kommunikativa handlandet

The main aim of this thesis is to introduce a normative perspective to surveillance studies. I examine how the use of videocameras or CCTV-systems can create a social sorting and, then, try to answer why it ought to be reconstructed based on a normative study.For the empirical analysis I use Foucaults theory about the panopticon, maintained by the psychological subjection of the common citizen in the modern world, together with Lianos theory of a more socio-cultural surveillance in the post-modern world. The empirical examination is, furthermore, guided by a theory that describes the construction of the stranger, which today, is not explicitly excluded, because everyone is a stranger in some way, but rather depicted as the other due to institutionalization.The post-modern society today can no longer be built upon a common or divine moral or norm. Thus, I have chosen a normative method, using a Deliberative democracy derived from Habermas, focusing on the communicative practice, that can engage and include every citizen in a democratic process. This is necessary for both deciding whether videocameras should be installed and whom and why some should be under surveillance ? to avoid a social sorting that both can constitute and undermine social trust and increase the gap between the governing and the governed..

The purpose of this study is to determine whether or not there has been a change in the use of democratic values in textbooks in social science for classes 4-6. The focus lies on democratic values from two different theoretical perspectives, Dahl?s theory of democracy and Habermas Deliberative democracy. The method used is a text analysis based on a model made by Lennart Hellspong. The material we?ve analysed consists of four textbooks in social science from different decades, with a range from 1981 until today.

Participation is central to the concept of democracy. The role of the civic participation varies with different types of democracy, but a fundamental requirement is that the participation is free and equal. In spite of this, there are significant differences between possibilities to democratic participation in Sweden today.This essay seeks to understand how disability, historically and still today, is constructed as a social deviation from normality, and is constructed to Otherness.One way to regard freedom and equality is to examine the personal autonomy, the legth to wich a person decides her/his roles and activities in abcence of external limitations. Personal autonomy is theoretically central in deliberative and strong democracy, but should reasonobly be a demand for the fundamental definition of democracy.The explanation to why the lack of personal autonomy is accepted, is that the construction of Otherness results in that the persons are categorized and are given simplified characteristics, and are thereby not accepted as equivalent people.In the inteviews conducted, seven politicians contribute both whiteness, pathological discourses regarding disability and ideas of normality through discussing democracy, participation and disability. Simultaniously, they express interest and an awareness on the majority's power and symbolic violence on the minority..

This thesis examines the democracy theories that can be found in the internet websites of Region Skåne and Stockholm county council. Within the framework of Deliberative democracy, participatory democracy and electoral democracy, the author tries to distinguish democratic aspects by empirically studying these websites and their communicative effect on the internet users.This research shows that Region Skåne is slightly better in implementing democratic aspects at their home page, which is probably due to an active work with these issues carried out by the politicians and the report on the democratic development from 2004. However, a great deal of work regarding democracy and the possibility of civic participation in the decision- making process is still to be done.The problems and challenges in using internet as a democratic tool shows that citizens run a risk of being neglected, due to their uneven participation in using internet in daily life. The conclusion of this thesis is that the politicians have to make an active choice in deciding to what extent the internet is allowed to be used when it comes to developing democracy. This work has to be done in cooperation with political scientists and IT experts, in order to assure a correct democratic model..

This thesis has the purpose of developing a normative theoretical framework based on different political philosophers and scientists view on deliberative democratic theory, discourse ethics and a modified norm of citizenship. This framework is supposed to contain the ideal communicative situation for people seeking asylum. Hence, the thesis argues that political influence is best practised through communicative rights, and that people seeking asylum are in title to such rights. We conclude that the standards needed to be met in order to reach the ideal are: translators, translated information, arenas for- or channels of communication, language education, and deliberative education. Once the framework is established we focus our interest on the Swedish state.
