This study investigates the potential of a rhetorical theory of knowledge to expand beyond its own domain and into political theory, specifically theories of Deliberative democracy. Despite the increasing interest in communication in democratic theory in the last decades, the majority of theorists have not turned their interest towards rhetorical science. On the contrary, theorists often regard rhetoric as dangerous and incompatible with the deliberative ideal of reason. The aim of this study is therefore to defend rhetorical science by investigating how the rhetorical theory of knowledge ? as it is presented by Chaïm Perelman and Oldbrecht Tyteca, and further developed by Mats Rosengren and Maria Wolrath Söderberg ? can contribute to the understanding of Deliberative democracy.

In this master thesis, I investigate four Public Librarys´ program activities. The purpose is to explore what the library program activities contribute to as a part of a well functioning democracy. The theoretical points, I have brought from political science. I assume three different ideals of democracy; electoral democracy, participation democracy and Deliberative democracy. All have different views on what can be characterized by a well-functioning democracy.My empirical material consists of library program guides, the libraries´ target documents and interviews with staff at the libraries who work with or have overall responsibility for program activities in their respective libraries.

Partly as a reaction to a perceived crisis in contemporary democracy, the nineties witnessed an upsurge in different forms of citizens? fora, dedicated to the promotion of increased participation by the citizen in the political process. Youth councils are a special point in case as they entail the general characteristics of a deliberative forum, with an emphasis on political learning. This study aims to undertake an evaluation of a regional youth council in the region of Skåne in the south of Sweden. Through qualitative analysis, the study aims to portray the origin, purposes and consequences of such a forum.

The purpose of this study was to examine in which extent the comments about news inthe comment fields, on Swedish news sites Facebook pages were deliberative.To fulfill this purpose we used a quantitative content analysis as a method to interpretthe data that we collected about 2203 reader comments from three news sites Facebookpages. Ju?rgen Habermas theory about Deliberative democracy together with theoriesabout public space and Web 2.0 were the theories we based our study on. To determinethat a comment was deliberative it had to contain an argument and be written withtolerance and respect. Our result showed that most comments lacked either one or bothof these criteria?s and therefore weren?t deliberative.

The aim of this essay is to explore the lived citizenship and its ideal. First, the form and expression of citizenship practice and ideal is explored through a qualitative interwiev study of ten citizens in the southern suburbs of Stockholm. The perception and expectations of the nature of citizenship, presented by the informants, is then compared to their citizen ideal, as well as to the ideal presented and promoted by the Swedish government. The point of departure is theory of democracy. The essay calls attention to an observed lack of empirical studies in the field of deliberative theory of democracy as well as studies that more broadly bring the theory down to empirical earth.

A quantitative content analysis which studies the potential of democratic communication through intranet use.Authors: Stina Gabrielsson and Jill Johansson VennelinPurpose: The purpose of this study was to investigate whether there is potential for democratic communication within the NGOs through intranet use.Key questions to be answered were: To what extent is authority versus members represented on the intranet Klick?s discussion forum? What/which communication-related functions out of social function, knowledge transferring and debate are featured in the posts published on the intranet Klick?s discussion forum? Are deliberative discussions being practiced in the discussion forumthreads on the intranet Klick? The thesis is based on the theory of Deliberative democracy. In order to substantiate the theory has theoretical perspectives concerning participation and involvement also been applied. These perspectives are derived from organizational theory and internal communication.Method/Material: This study consists of a quantitative content analysis of the 477 posts and the 129 discussion threads available on the NGO RFSU?s intranet Klick the 29th of november 2012.Main results: The results show that 63, 4 percent of those who were active in the discussionforum represented the category authority, while the category members were formed by 36, 6 percent.

Deliberative politics offers a new and exiting way of overcoming the problems that the western democracy of today is facing. A lot of research in the most recent years have had the goal to replace the representative democracy with a decision-making frame built on decentralization and deliberation. The goal for this essay is to create a framework for local decision-making, based on deliberativ norms, that could work as a complement to the representative democracy instead of replacing it.During the recent years the so-called "brukarråd"; councils for the most common users of one special public service, has been a new way for the local government to get in direct contact with those who are most affected by changes and developments in the specific area of the public administration. In this essay I argue for that these councils should be designed so that they could house deliberative processes.After creating a model for the possible way of designing the "brukarråd" I compare the framework with the system that exists today. In this way there is a possibility to point out if there is a way to deepen the democracy within the already existing system..

ABSTRACTSince Robert D. Putnam first wrote about the causes behind the regional differences in economic and political development in Italy, the theory of social capital has truly flourished in the fields of social science. This days you constantly hear politicians and scholars stressing the important role of the quality of the social fabric to a society?s wellbeing. There all looking at ways to construct policies and institutions that help the spread of social capital.

This thesis uses the ?What's the problem?-approach developed by Carol LeeBacchi. This approach studies how the problem that a certain policy is supposedto take care of is represented. Each representation will rest upon certainassumptions and will accordingly support certain solutions while other solutionswill be considered less suitable to the problem as it is represented.The thesis therefore evaluates the competing problem representations forgender mainstreaming in Sweden. The theory chapter explores two developmentpossibilities for gender mainstreaming, based on diversity and deliberativedemocracy.

The number of blogs, from weblogs, are increasing every day. Blogs are also becoming more visible in the public debate as well as the awareness of their existance is rising among politicians and citizens. The aim of this thesis is to answer the question what democratic potential blogs can have. This question will be answered by initially studying the research that exists today about weblogs and democracy. It seems like Swedish municipalities are dominated by beliefs that all citizen participation is good for the development of local democracy. A critic of this certainty is rising among Swedish scholars of political science. However, a critic with an ambition of such generalization is harsh. This will be done partly by an examination of how the participants themselvesperceive citizendialogue. Their descriptions are put in relation to Deliberative democracy and its critics amongst other. Partly by study how those involved have choosen to put it into practice. The opponents of the reorganization chose to start a non-profit association, Rasbo in co-operation, to carry on local mobilization and it will be compared with other similar groups.

The purpose of this study is to analyse the discourse on political exclusion in the official report Demokratiutredningen. It has been my ambition to relate the analysis of the report to a critical academic discourse on political exclusion and thereby make visible hidden norms and structures which functions to exclude certain individuals and groups from political participation.My paper point out that the report establishes a strong link between democracy and participation and that it, therefore, makes a strong case for a process of democratic inclusion. Though, in my study I suggest that that there is an unawareness of the importance of norms, hegemonic conceptions and structures and that inclusion, therefore, is unlikely to take place. Furthermore, I criticize the focus on Deliberative democracy in the report. With insights offered by Mouffe in her argumentation on the necessity to acknowledge the dimension of antagonism present in all societies I underline that the focus on this democratic model is problematic.My conclusion is that the analysis presented in the report is insufficient if we want to create a democratic system characterized by equality..

The main purpose of this paper is to examine and compare the democratic situation and developement in Malung and Nyköping, through a perspective of participatory and deliberative democratic theories. The questions I?ve examined are On what priorities the actions of developing democracy are built? Which positive effects have been reached and what problems have arisen? What are the solutions they have found to the problems? How does one experience the results of the experiments and actions taken? What are the similarities and differences between the two cases? and What is their relationship to the theories mentioned above?The questions are answered through interviews with four central actors in each case and examined in relation to participatory and deliberative democratic theories and in comparison of the two cases.The results have been that even if none of the cases respond to one theoretical ideal, they have touches of both theories as well as representative theory. It shows, however, that in Malung the representative democracy theory is the strongest represented in actions and politics, while in Nyköping the participatory democratic theory is stronger. In short, the most positive and negative effects respond well to the theories..
