The rapid change within digital medias has increased the possibilities to make information accessible through network. Therefore the European Union EU considers a harmonization within the Union, in order to strengthen the rights of the originator. The purpose of this thesis is to evaluate how the EUs directive 2001/29/EG regarding copyright is to be implemented into Swedish legislation and assess the common opinion in the public libraries on this matter. The basic methodology of this thesis is a democratic perspective, concerning the public libraries democratic role and the right of the Citizens to have access to information. The thesis first part is a study of documents.

North Korea is considered to be the most autocratic dictatorship in the world today. Its Citizens are denied their most basic human rights and North Koreas ambition to pursue nuclear weapons is looked upon with great fear from the international community and the US in particular. Some experts say that the threat from North Korea is far greater than the one possessed by Saddam Hussein. Although North Korea seems to inhabit all the necessary criteria for an US military intervention the United States has openly declared its diplomatic ambitions with the state. Why?With the use of realist and social construction theory this study will bring clarity to why the United States prefers diplomacy instead of a military intervention.
Demokratins avgränsningsproblem : En kritik av det kosmopolitiska demokratiidealet
The aim of this paper is to examine whether the theory of cosmopolitan democracy provides a satisfactory solution to the boundary problem in democratic theory. I argue that David Held's version of cosmopolitan democracy rests on two incompatibleprinciples: the all-affected principle and the all-inclusive principle. However, the theory does not need to presuppose both these principles; it requires only one of them.Furthermore, I try to show that both of these principles fail to provide an adequate solution to the boundary problem. The all-inclusive principle suggests that all Citizens of the world should be included in a global democratic unit. I argue that such an ideal is not desirable since it conflicts with the principle of subsidiarity and withdraws from regional political communities their sovereignty.

The purpose of this thesis is to examine if and how bibliotherapy can be part of ordinary work in Swedish libraries. Questions: what is bibliotherapy and who can work with it? What are the conditions required? What does it mean to people taking part and to libraries? In this study bibliotherapy is delimited to fiction and activities including discussions, excluded are self-help books and the individuals private reading. The study is based on four qualitative interviews with librarian and bibliotherapists in Kirklees, England, partaking in nine bibliotherapeutic sessions and a literary survey, together forming a case-study. Conclusions: There is not a single answer to the question what bibliotherapy is, but if one puts stress on the biblio- part of the word, seeing reading as a normal activity it can be part of library work, whereas the therapy- part should be dealt with by professionals outside libraries.

The aim of my study is to see how teachers in the early primary school are working to teach all their pupils based on how different ethnicities, cultures and multilingual differences reflect on their work places ? the classrooms. I've also contacted the county, were the schools are located in, so I could see what system they are using and how it affects the society.The Swedish society is influenced by different cultures, multilingualism and ethnicities the more time passes, which means that teachers all around need to integrate their pupils in the system so they can better adjust to how the Swedish school system works and be prepared for adult life. Teachers need to concentrate intensely on how they should guide the pupils in their specific class so they can reach their full learning potential and reach the knowledge criteria set by the Swedish school system.I contacted the board of education and to set up a meeting so we could discuss my project. During the meeting I asked the representative how they believe this matter should be handled.
Proportionalitetsprincipen : En studie av dess inverkan i LOU
The principle of proportionality is considered one of the most important contemporary legal principles on which it intends to protect individual Citizens against disproportionate action by the authorities. This aroused our interest prior to this study. The essay reveals how such behavior might look like and how courts have chosen to adjudicate in cases where the individual has been discriminated against or subjected to unreasonable demands in public procurement. That section of the law that were current throughout all court cases are Public Procurement Act (2007:1097) LOU. That which we have seen in every court case is that the applicant has not received a proper fair chance when the requirements of the contract often been asked in a way that either exclude the smaller applicant company or rule out various potential applicants parties due to excessive and sometimes unnecessary requirements.

The question of direct citizen participation in politics and administration is a contestable one. Its proponents claim that it has positive consequences even for the more "traditional", representative democracy, since participation leads to an increased political knowledge and increased political interest, and thus creates a revitalised democracy. Critical voices have however been raised to the validity of this claim. Critics have also pointed out direct participation as problematic, because it leads to problems of political inequality: a difference of political influence between ? on the one hand, the Citizens participating directly and those that restrict their political participation to voting, and ? on the one the other hand ? between the institutions, for example schools, that employ, and don?t employ this method of direct citizen influence.In this essay, these two points of criticisms are tested in the context of user-boards in elementary and secondary schools.

The purpose of this thesis is to evaluate the extent of the civil rights political participation on a municipality level. The starting-point is the participatory democratic theory. I have chosen to make a case study of the extent of participation among KPR ? the board of the pensioners in the municipality of Skara. KPR is represented by fourteen members from the seven existing associations for pensioners.

The aim of this master's thesis is to present an introduction to semiological analysis of web based material, which is a hypothesis that combines the theoretical framework of classical Saussurean semiology, visual social semiotics as was developed by Günther Kress and Theo van Leeuwen, and Roland Barthes's notion of 'Myths'. Furthermore, a new tool called 'pseudo-signifier', constructed solely for the thesis, is also used in conjunction with the semiological analysis. The hypothesis is tested in a case study involving the web portal of a Swedish commune, Gothenburg (goteborg.se). A complete semiological analysis is performed on the case. The case study revealed numerous findings of interest, among others that images and texts on the web portal were sometimes used in a contradicting manner, and often in a way that symbollically excluded Citizens from the portal, a fact which could be uncovered when studying underlying myths that permeated the web portal.

The main purpose of this Bachelor´s thesis is to investigate the visions chief librarians have for their public libraries. The world around us and our way of living is changing as the society is changing ever more rapidly. This evolvement also influences the public library, its role for society and individuals, its activities and its design. The question is how the public library can face these changes and what function and role it can get and make for itself in the future. Through qualitative interviews with five chief librarians our aim is to answer the main question of this thesis: What are the visions that chief librarians on public libraries have for the public library´s future? This study also contain the role the chief librarians give the public library of today and what they mean is necessary for their visions to be achieved.

Tax revenue is crucial in order for states to survive. States vary a lot in terms of tax revenue
however, and different explanations are frequently debated among political scientists. Recently,
scholars have argued that the variations in tax revenue among European states today can largely be
explained by their ability to collect information about the Citizens and their belongings during the
early modern period (1450-1800). States that were early in acquiring this information in so called
cadasters, could use it in order to collect tax. This fiscal capacity thereafter sustained in a path
dependent manner.
Statlig övervakning av Internet: En diskursanalys av riksdagstryck 1994-2007
This paper attempts to survey the debate in the Swedish parliament on state surveillance on the Internet, from 1994 to March, 2007. With a discourse analysis inspired by Foucault, we follow how the idea of state surveillance is viewed by politicians during the period. By focusing on the Internet, we expect to find how politicians in the parliament regard the idea of an unregulated forum for citizen communication and interaction, and how the need for state surveillance on the new arena that is Internet, is expressed and argued for. Theoretical framework is given by Foucault?s theory of the Panoptic state, as well as his thoughts on discourse, power and governmentality.

Should libraries first and foremost be a source of free informationwhere the Citizens can find whatever information they want, or dothe librarians have a responsibility for what kind of works theypresent to people on their shelves? A wild debate broke out inSwedish media in September 2012, after the artistic leader ofKulturhuset in Stockholm; Behrang Miri decided to weed out allthe Tintin albums from the children´s library Tiotretton. Hewanted to start a debate on stereotypes in children´s fiction, andwhat damage they do to children who face them. The purpose ofthe thesis is to carry out a discourse analysis of this media debate,and to identify the different views that are expressed on thedemocratic mission of the libraries, what media they shouldpresent. The method and theory is based on the discourse theory ofErnesto Laclau and Chantal Mouffe and their concepts are used toarrange the analysis around certain themes that build up twodifferent discourses; ?Freedom of information discourse? and the?Weeding out discourse?.The two main questions are: What views of the public librariesselection of works are expressed in the Tintin debate in Tiotretton,and how do the views relate to each other? What concepts arespecific for the debate, and what meanings do they get in thesedifferent views?In the concluding chapter I discuss which consequences theseopposing opinions can have for the future selection processes ofthe library..
Objektivitet i politisk journalistik : En studie i mediekommunikation
Abstract Mona Sahlin's dishwasher decides the election! Maybe. How journalism portraits politics is at least not fully objective with focus on societal matters. There is also a change over time indicating an up-going trend of less objective journalism. Other results of this case study indicates that politicians are more inclined to participate in journalism than before and that politics presented as scandal is increasing.The aim of this study is to investigate objectivity in political journalism over time. Using the quantitative content-analyses the study encoded 600 journalistic articles subjecting politics in the Swedish society.
