Sweden has a long tradition of collecting documents by way of a process of legal deposit of copies. Its aim is to ensure the availability of material for research, cultural preservation and Citizens? right to free information. New forms of publications, made possible by technical advances, are not accommodated in the traditional deposit submission criteria. Certain information accordingly risks being lost.

Swedish public administration has for the last few decades undergone reforms aimed at making it more efficient. A substantial part of these reforms have concerned creating clearer roles for politicians versus officials in the public sector, i.e. giving politicians a responsibility for setting goals and steering activities and public officials the role of implementing them.This study aims to examine one reform following this path that is under implementation in a Swedish public authority; Försäkringskassan, the Social Insurance Agency. The purpose of the reform is to increase the organization?s effectiveness and the rule of law.

The aim of this study is to describe and analyze how the European union relates to the different dimensions of abortion. What kind of problem is abortion and whose right is it? Does difference framings of the problem enable different solutions?By analyzing debates from the European parliament through Carol Lee Bacchis method ?What?s the problem approach? I have come to see that different representations of a problem changes the problem it self. This emphasis that a problem is a problem in one context, but not in an other.Depending on the work of, among others, Barbara Hobson and Ailbhe Smyth I have focused upon the European union as a economical project, leaving social issues to national competence. This makes the EU a patriarchal project that fails to guarantee women?s rights.

The purpose of this paper is to see how politicians use Internet communication in their daily work and how they use it to interact with Citizens of Vasteras city. To reach my conclusions I used both theoretical methods such as literature studies and qualitative interviews with the towns 11 trustees. Accoarding to this study the politicians saw not only a lot of potentials and advantages in Internet communication but also many difficulties and obstacles. In this case the cons far exceeded the pros. One of the main reason is the bad experiences which caused by rasist attacks/threats made to politicians and also the difficulties in handling of sensitiv documents which was seen as a stress factor.

The main purpose of this thesis is to examine how the European Union through the Directorate- General (DG) of Education and Culture, are calling forth a constructed sense of European identity amongst the Citizens of the Union.It is a discourse analysis, which can be described in twofold. Firstly, it is a mapping of the European discourse; i.e. how the European Union defines the identity it seeks to mobilise. Secondly, it examines whether or not there are similarities in the European discourse of identity and the traditional nation-building discourse of national identity.According to this thesis a European identity is articulated in cultural terms, whereby its members are said to share the same values and a common cultural heritage.To bring the people of Europe closer together and to deepen awareness of their "common" history, the European Union encourages all manner of meetings and exchange schemes between Europeans. Although its goal is to develop a feeling of belonging to a shared culture, the EU is also keen to preserve the specific aspects of Europe's many cultures.

The aim of this study is to investigate wether the participatory democracy is a threat or a complement to the representative democracy. To achieve my purpose I will focus on two different lokal councils, the civil council in Hovsjö and the youth council in Västra Skogås, which have been objects of the urban policy in 1998. The theoretical framework on which this study is based consists of the participation democratic theory, representative democratic theory and implementation theory. By problemizing these theoretical frameworks in comparison with eachother I will mapp how these two lokal councils were implemented. The research question is: In what way was the civil council and the youth council a complement or threat to the representative democracy? In which way was it difficult to implement them?The method used for this purpose is a qualitative comparative case study.

This is a comparative study of six public libraries in the city of Gothenburg and its neighbourhood. The main purpose of this master thesis is to describe these libraries relating to a reform in the city council of Gothenburg and its neighbourhood. The comparison deals with a period of ten years, 1990-2000. In order to respond to this I formulated two questions: Are there any differences in the activities of these libraries? Has this reform influenced the librarians in their way of working and if so, why? I have studied relevant literature such as annual reports, investigations and analyses in order to be able to formulate the questions.

The public libraries in Sweden has an obligation to serve all of its Citizens, but despite of this they often fail to include their LGBTQ-patrons. Since the year of 2008 RFSL (the Swedish Federation for Lesbian, Gay, Bisexual and Transgender Rights) have arranged a specially designed certification-process based on normcritical criterias that a chosen institution should fulfill to make their work more inclusive for LGBTQ-people. Sollentuna is the first municipal in Sweden to certificate all of their libraries. This study aims to examine what the certification have meant for the public library in Sollentuna and how a normcritical view can contribute to include LGBTQ-patrons at the library. As a method we used a qualitative interview-study to get a full picture of the certification-process and its influence on the public library of Sollentuna.

The purpose of this thesis is to attain a deepened understanding concerning views on videogames at four Swedish public libraries, especially in relation to library practice and how videogames fit within this context. It also aims to provide insight as to why these libraries have included videogames in their collections and what thoughts were behind it. To fulfill this aim we conducted a qualitative hermeneutic study, using interviews as the main source of research material, but also written materials and a lecture on the city library of Malmö and how they work with videogames. The theoretical framework of the study is founded on Dorte Skot-Hansen?s and Douglas Raber?s theories on the values, roles and functions of public libraries.

This study examines how the local rescue services relate to the brand of the rescue service and the concept of brand management. To understand the attitudes against the brand and brand management, empirical data, theoretical modelling of brand and current laws have been discussed together in a try to get an overview how the rescue services practically works with the brand. The study results are based on a questionnaire survey and qualitative semi-structured interviews. The survey was sent to employees working with the communication of the rescue service. The interviews were held with two employees working with the communication of the rescue service and two fire chiefs.

In the late 20th century there has been some changes in the public sector. These changes are described as New Public Management. When ideas from the private market is transferred to the public sector, for example to regard Citizens as cus-tomer. Central in this paper is the use of term customer in the Swedish public sec-tor. There are two questions in the paper; which possibilities has a disappointed customer to effect the public sector, and what may happen with democracy, the common good, when the citizen becomes a customer?To answer the questions I study two different cases, Svedala kommun and the tax department, Skatteverket.

Fungi are everywhere around us and recently, there has been an increased interest in their role and importance in the forest. The fungi have several strategies to acquire energy and nutrition; one example is a mutual symbiosis with trees and plants - another being dissolving organic materials. Attempts have been made to better understand the circulation of nutrition in coniferous forests, and how fungi cooperate. Trees and plants have adapted with mycorrhizae and are now interdependent which is important to consider in forestry. A great number of fungi depend on dead wood and old trees to set fruiting bodies and spread further. These fungi also create environments for other species, such as birds and insects. The vegetation of a forest is determined by a series of factors; tree species, how old the forest is, soil type, as well as the ability of the fungal spores to spread and establish. Furthermore, in determining vegetation, the fungi?s ability to compete in the soil matters. These factors are nearly unexplored. Researching fungi knowledge and interest, a survey was distributed to five groups of people. The groups included forest owners, high school teachers, high school students, senior Citizens, and a fifth group - ?o he ? - consisting of people of mixed ages and backgrounds.

This bachelor thesis? purpose is to investigate how purchase librarians work with foreign language collection management. Since about 15% of the Citizens of Sweden are born abroad or have a foreign background, the subject of investigation becomes relevant because it touches a wide user group of the public library.Interviews were conducted with four librarians responsible for purchasing of foreign literature. The purpose of these interviews was to investigate which underlying strategies and thoughts are used as a basis for purchasing.Since the library act does not include guidelines regarding the content of the foreign literature collection, how is the literature chosen and to what purpose?As a theoretical framework a self-developed model was used to categorize the foreign literature into its different functions.

The aim of this paper is to describe the position of the Swedish welfare state within the shaping of a Swedish national identity. This is done through the study of Mångkulturåret 2006, and its rhetorical context. The point of departure is that history is formed continuously in current speech and a text analytical method has been used. Mångkulturåret was issued by the Department of Culture as an extended perspective of Cultural politics. The rhetoric used in the official document Agenda för Mångkultur is analyzed through a comparison with earlier official documents on the field of multiculturalism and integration.

This essay will explain the effects of decentralisation, and what impact it has on the efficiency to create a better integration for immigrants on the Swedish labour market. Examples of literature that has been examined are Marcus Gossas and Jon Pierre. From these authors, I have been trying to explain the relationship between decentralisation, cooperation and efficiency.Since the end of the Second World War until the middle of 1980, Sweden mostly received labour immigrant. Since then, the immigrant pattern has changed to consist of mostly refugees. Changed immigration patterns together with increasing debts for the Swedish government has lead to decentralisation and cooperation between public authorities has therefore become a target to reach better efficiency.
