Att möta den som ropar högst : En studie om biståndshandläggares bemötande av demenssjuka individer

The Swedish population is getting older and more elderly will continue to be in need ofsupport from the community to meet their everyday lives. As the population gets olderdementia also increases the spread in the country. Because of this more people withdementia will be in need of help in their everyday lives. This will increase the demandson elderly care in the municipalities where they have to offer good care. As moreindividuals suffering from dementia will be in need of help in their daily lives aid officers'encounters with people suffering from dementia and their relatives or any representativesbecome more common.The study had as objective to study aid officer's reasoning on the treatment of dementedindividuals in need of help.

Bedömningsgrunder för boendestöd : en intervjustudie med biståndshandläggare i Uppsala kommun

This bachelor thesis aims to investigate how social workers in Uppsala describe their procedure when investigating applications for housing assistance (i.e. boendestöd). Boendestöd is a specific type of services for people with disabilities, which aim to assist them in their lives. This welfare service is one of many regulated by the framework legislation that is the social services act (SoL 2001:453). Previous research indicates that civil servants who make decisions based on goal-oriented framework legislations like SoL, have a great freedom to act when they make judgments and decisions.

En osäker eller rätt(s)säker organisation? En hypotesprövande idealtypsanalys om gräsrotsbyråkraternas handlingsfrihet inom Arbetsmarknadsverket

Ever since Lipsky wrote about street-level bureaucrats in 1980 the main belief has been that certain characteristics of their jobs make it exceptionally difficult to severely reduce their discretion. However, discretion comes at a price and if public servants abuse their power the legitimacy of government is at risk and ultimately even the democracy.This thesis address this question by analysing the Swedish employment service which in the beginning of 2001 started a project called ?Af Sverige? trying to improve internal rule of law. By comparing two local and fairly equal jobcentres and how the street-level bureaucrats within use their discretion, I seek to find support for my hypotheses that organizing local jobcentres according to the principles of machine Bureaucracy plays a significant part in reducing discretion.My findings show that a jobcentre characterised by strict rules, few units, good communications and a forthright manager who delegates formal power to the employees results in a stricter and more uniform application of regulations among the street-level bureaucrats. My conclusion is therefore unambiguous.

Kraven som inte infriades - Efterlevandet av regeringens och Riksrevisionens krav inom kontrollverksamhet och kvalitetsgranskning hos Försäkringskassan i Skåne

This thesis is dealing with the programs of control regarding deceit and quality assurance within the Swedish social insurance administration in Skåne, the years 2002-2005. In 2005 the Swedish National Audit Office released a report regarding the lack of measures towards deceit and fraud, and the lack of quality in the data for decision making within the administration. The questions to be addressed are why the administration does not make up to the demands regarding quality and measures towards deceit that the government and The National Audit Office demands. The main source for data has been interviews with workers within the administration and annual reports from public authorities. To understand and be able to explain the problems within the administration the theory by Michael Lipsky regarding street-level bureaucrats is used.

Since 2003 Saudi Arabia is under attack from domestic Al Qaida-cells which, by random shootings of westerners and bombings of compounds and official state buildings, is trying to challenge the stability of the royal regime. According to Al Qaida, the Royal family is attacked because of their friendly relations to the US and for not implementing Islam in the Saudi society as profound as they ought to. Political analyst finds it obvious that the Islamic Al Qaida-cells by terrorism is trying to erode the stability in the kingdom.An important foundation for stability for any government is legitimacy. The aim of this thesis is to examine the royal legitimacy strategy in the state Bureaucracy of Saudi Arabia. The question at issue is: how has the royal family constructed the civil, military and religious bureaucracies to maintain and promote stability and legitimacy?The thesis focuses on the on three different units within these three bureaucracies and it surveys the way they are staffed and organized to strengthen and maintain legitimacy for the royal family.

Idén om en värdegrund inom äldreomsorgen : En kvalitativ studie om hur enhetschefer och omsorgspersonal uppfattar en ny lag om värdegrund och dess implementering.

This study discloses home-care organizations in one municipality in Sweden and five units work with implementing the social services legislated value base for elderly people. The aim of this study is to gain an understanding of personnel and managers perception of the value base and its implementation in the practical work with the elderly. A qualitative method has been used to analyze the questions raised by the aim of this study. The empirical data was retrieved by semi-structured interviews with managers and their personnel in homecare service The empirical data was analyzed on the basis of the neo-institutional theory, Michael Lipsky?s theory concerning street-level bureaucrats and previous research regarding implementation of social policy and the practical home-care work.

Det ingår i jobbet : En kvalitativ studie om hot och våld i klientrelationer på Migrationsverket

Att arbeta med utsatta människor i en statlig verksamhet som tjänsteman kan för de flesta människor verka ofarligt ? men hur är det egentligen? Tidigare forskning har visat att det finns ett stort mörkertal när det kommer till klientrelaterat hot och våld och att incidenterna inte tas tillräckligt seriöst. Syftet med denna uppsats är att få en större förståelse för vad de ökade hoten får för konsekvenser för personalen på Migrationsverket. Vi vill belysa och synliggöra spänningsfältet i klientrelationen som leder till att hot och våld mot handläggare ökar. Det teoretiska ramverk som används i uppsatsen är gräsrotsbyråkrati, makt och klientrelationer.

NEW PUBLIC MANAGEMENT IN PUBLIC ELDERLYCARE - Section heads' and caregiving staffs' perceptions of the existence and influence in public retirement homes

This examine illustrates the section heads' and caregiving staffs' perceptions of the influence of New Public Management (NPM) in public retirement homes in Malmö. A central theme is to investigate if the main features of New Public Management are noticeable and if that's the case, are the consequences an advantage or disadvantage? The main features of New Public Management in this examine are: decentralization, competition, internal market, cost- conscious, management by objectives with a focus on results and costumer focus. To reach answers to the questions above, a quantitative and a qualitative approach has been chosen. The study is based on 41 questionnaires with enrolled nurses/nurse's assistants and four semi-structured interviews with section heads of retirement homes. Four different retirement homes have been participated in this study.

Styrning i fotbollsorganisationer - byråkrati, klan eller marknad?

Therefore the UEFA has given the national federations a specific task to make sure that the clubs from each country follow certain standards of maintaining the football credibility. Lärarna och skollagen : - ur ett gräsrotsperspektiv

Syftet med den här uppsatsen är att undersöka lärares medvetenhet om den förändrade skollagen vad avser disciplinära och andra åtgärder och i vilken omfattning de upplever att den påverkar skolmiljön. För att kunna uppnå syftet med studien har tre frågor formulerats: för det första i vilken grad är lärare medvetna om vilka åtgärder som enligt lagen finns att tillgå och för det andra, i vilken omfattning tillämpar lärare de befogenheter de fått genom den nya skollagen? Avslutningsvis ställs frågan om lärare upplever att den nya lagen bidragit till några förändringar i deras handlingsutrymme?  Undersökningen som ligger till grund för uppsatsens resultat baserades på enkäter som besvarades av trettiosex lärare vilka undervisar i grundskolans senare år (7-9). Resultatet av undersökningen visar att lärare har begränsade kunskaper om skollagen vad avser lärarens mandat att vidta disciplinära åtgärder mot elever. Det framkommer också att lärare använder sig av disciplinära åtgärder för att stävja störningar i klassrumsmiljön och att en majoritet inte upplever att förändringen av skollagen har ökat lärarnas handlingsutrymme i klassrummet samtidigt som andra lärare anser att studiemiljön påverkats positivt till följd av lagens införande.

The background of this paper is the dual role that the social worker can have, of beeing both supportive and controlling in the meeting with clients. It is also about the power the social worker can have, how they handle the power in their profession and how they remain to it in the relationship with the client. The study is qualitative and built on interviews with eight social workers that work in different areas in the social services. We have chosen to see this dual role as if the social workers have to, in their daily work, handle the roles as one authority role and one supportive role towards the client.The purpose of this study is to understand how the dual role as the social worker has in the profession, as a helper and a authority, is expressed in the work and relationship with the client. We have turned this purpose into two questions: How do social workers with authority remain to the dual roles of the profession? How do the social workers describe and understand power?We don´t want to generalize in this study, we want to give an example of the social workers own experiences about the dual role.

Diskrepansen mellan policy och praktik. En kvalitativ intervjustudie om den lagstadgade introduktionsperioden f?r nyanst?llda l?rare

The aim of this study is to examine how the induction period for newly employed upper secondary school teachers is implemented in practice, in relation to the Swedish Education Act and the National Agency for Education?s general guidelines. Although this induction period has been legally mandated since 2010, both previous research and current statistics indicate significant shortcomings or wide variation in its practical execution. The study is based on a qualitative interview study involving 13 school leaders. The interview responses were analyzed using three complementary theoretical frameworks: Lipsky?s theory of street-level Bureaucracy, Meyer and Rowan?s concept of decoupling, and Schein?s model of organizational culture.

Another question to be answered about what the manner in which social workers took into account the child´s perspective when the families apply for social assistance in relation to the operations and requirement. To fulfill the purpose, qualitative methods were used.

Arbetsförmedlare mellan uppdrag och verklighet : En kvalitativ studie om arbetsförmedlares handlingsutrymme

This is a study about employment officers at the Swedish public employment service. The aim of this study was to examine how they understand and use their discretion in their daily work. We used a qualitative method and the data was gathered by semi-structured interviews with eight employment officers working at the same office in a small town in Sweden. Lipskys theory about street-level Bureaucracy and Lazarus description of coping theory are applied to analyze the empirical data. The work for the Swedish employment officers have changed over the last years with an increasing focus on control and administration.
