In a comparing survey this thesis investigatesclassification systems for dams in Sweden, Norway,Finland, Switzerland, Canada and USA. Theinvestigation is aiming at an understanding of howpotential consequences of a dam failure are takeninto account when classifying dams. Furthermore,the significance of the classification, regarding therequirements on the dam owner and surveillanceAuthorities concerning dam safety is considered andreviewed. The thesis is pointing out similarities anddifferences in the line of dam safety.The survey of dam safety is firstly based upon legalrequirements in the different countries andsecondly on guidelines regarding dam safety. Damowners generally are ultimately responsible for thesafety of their dam, and often have their ownroutines regarding how this safety is to be achieved.In this thesis, however, the legal requirements aremainly focused upon.The investigation has resulted in an outlining ofeight areas, where the classification systems in thevarious countries have been compared.

1 252 unaccompanied refugee children have disappeared in Sweden since 2007. These children have never been found. Nearly one unaccompanied refuge child disappears per day. This happens during the time they are within the Swedish Authorities' responsibility. This thesis uses the framing theory of the mass media regarding the missing unaccompanied refugee children and what the mass media considers to be the cause of their disappearance, the moral aspects of the articles and the solutions to the problem.

BACKGROUND The economic crimes related to the taxation Authorities (SKM), aim at evading paying taxes and/or wrongly obtaining tax revenue. SKM has noticed that many newly established companies have intended to be carried on, only for a short period of time and with the aim of generating grant-revenues and in the meantime omit to pay or wrongly account for taxes. SKM wants to investigate the possibilities to develop a method of analysis to identify those corporations. PURPOSE The purpose of this essay is to make a survey of, and identify companies, who fail in their obligations concerning income-tax return and paying taxes and charges and to try to see what is characteristic for those companies in order to find out a method of analysis. Further a study of literature will be done especially concerning who will commit economic crimes and the reasons why they do it.

This Master?s thesis examines the discussions about the new Swedish legal deposit legislation for electronicdocuments, related to Jürgen Habermas? theories around the public sphere.In 2009, a draft of the law proposal was sent out to various Authorities and organizations who were asked tocontribute their views on this matter. This study looks at who has responded of those asked, and what commonviews are apparent within these responses. The responses from two different categories are focused on ?universities and other Authorities, examining if any similarities or differences can be noticed in the arguments inthe different categories? responses to the proposed law change.This information has been first analyzed through content analysis, providing an overview to the respondentsof the draft, and the different views which have arisen.

The purpose of this essay was to look at how the Swedish Prison and Probation Service and the Social Service work with children who have parents in prison and what they can do to ease the contact between the children and their parents. In our study we have used different questions regarding parent role, gender, child perspective, contact possibilities and collaboration. We have interviewed six prison officers and five social workers in Skåne. We have also used previously written reports. Our conclusions are that the parent role is affected by imprisonment and more amongst the women than the men.

The overriding purpose of this graduate thesis is to evaluate if municipalities and county councils can deviate from the legislation of public procurement during procurement of customer choice agreements within the health and social care area. The intention of this Quasi-market is to provide the users with competition in terms of quality rather then the general principal rule of economic value.My conclusion results in a legal situation without rules of general procedure. So far the Authorities make their own regulation in the field of customer choice agreements. The problem lies within the authorization of new contractors and their right to make an appeal against resolutions made by the Authorities social care divisions.One solution is to legislate within the present law of public procurement. Another way to solve the problem is to create a lex specialis apart from the present public procurement regulation..

The purpose of this study is to examine who were given the opportunity to express their opinions in the government proposition concerning the future of the school system ? particularly regarding the proposal that pupils do compulsory military service - submitted to the Swedish parliament 21 March 1941. Our focus is mainly on three parts of the proposition: the proposal to introduce shooting- and grenade practice for all pupils, the proposal to introduce an obligatory military leadership training course for teachers and the proposal to introduce an obligatory summer camp for all pupils.Using primarily a qualitative method we examine how different opinions and views are expressed in the statements and utterances responding to the pending proposition and who the responders are. We will attempt to clarify who were considered to be undisputed Authorities and experts, and whose opinions, for that reason, carried a lot of weight in the decision making process, comparing them to the statements and utterances submitted on a voluntary basis by non-experts. And finally, to what extent the opinions in the statements and utterances were allowed to guide the propositional work.Results show that the statements and utterances were submitted by Authorities, chapter, county administrative boards and religious, non-profit and political organizations as well as different types of schools, representatives from the Board of Education and elementary school boards not a part of county councils or other types of associations.

There are today large amounts of contaminated sediments in the Baltic Sea. These contaminants are the result of many years industrial activity where the contaminants have not been taken care of and just released out in the water. When ports want to dredge in their fairways and harbor areas the contaminated sediments need to be considered since they are a environmental risk. The development in this area has been slow and new techniques have just recently made its way into dredging operations in the Baltic Sea region. As a result of this there are no clear methods for implementing new techniques today.

The purpose with the essay is to illuminate four former clients? personal stories about the meeting with the authority in the Swedish welfare system and the institutionalization theywent through. The questions being asked in the essay focus on communication, the relationship concerning power and the former clients attitude towards the institutionalization as a treatment. Four interviews were held with former clients who were institutionalized sometime between the ages of 15-25. The results were then analyzed by theories focusing on communication as a way to gain power and how social interaction may influence the individual attitudes towards Authorities.

The  change that has occurred during the past few decades concerning the development of electronic records, information technology and the constantly increasing quantity of information, have confronted the archival discipline with new challenges. In the digital world, the concept of ?record? has changed from representing something lasting and physical to something much more abstract and transient. The way to approach archival description has also changed, from focusing on the static preservation of archival records, to documenting the transactions of organisations, and to clarify operational processes. The discussion about the general purpose of the archival discipline, and its place in a changing world, has led to a new approach to archival description.

According to law all Swedish Authorities must express themselves using correct, plain and comprehensible language whenever they communicate with the citizens in order to make it easy to understand what needs to be known to participate in the Swedish democratic society. I would like to explore if there are more tools than the language that could be used to make their communication easier to comprehend, in this case images and stories. In this essay I will investigate the relationship between the written words and the visual components ? images and illustrations ? in brochures from Swedish Authorities. I will also try to identify possible narratives in the brochures, and examine the functions of these narratives.

After the tsunami disaster in December 2004 many arguments were heared that one oft the major reasons behind the poor Swedish effort connected to the evacuation and health care of the Swedish citizens in Thailand right after the incident is the Swedish model with independent government Authorities. By comparing the constitution, the political decision making tradition by the ministers and the handling of the catastrophe in the tree Scandinavian countries Denmark, Norway and Finland, plus analysing the behaviour of the Swedish foreign and prime minister from a rational choose inspired individual decision making theory the research shows that there is no proof that a constitutional change in Sweden into the traditional model with government Authorities controlled by the ministers alone would led to a more effective crisis handling by the government due to crises concerning Swedish citizens out states. Although the research shows that the constitution and the tradition of decision making in the government provides the basic condition of the ministers individual rational decision making.

My thesis brings up the subject of power. In the 33 local Authorities we have in Skåne, I have made a quantitative study, to see how many young people that are included in the power of politics, through local Authorities parliament. This is the first of the two parts that I have devided my thesis into. The second part is qualitative and examines four young politicians, and their thoughts on holding a position that is so unusual to hold at their age. This is the basis for my analysis where I bring up age as a form of discrimination.

When the local Authorities establish a plan for land use planning, they have to judge if the influence on the environment could be of such a grade that they have to make a special Environmental Impact Assessment (EIA), following national laws and EU-directives. The laws for the process in Sweden is set by the Swedish Parliament, with advisory given by the central government authority, the National Board of Housing, Building and Planning, Boverket. For EU, the laws is set by the European Parliament and the Council. The laws and directions for this process have been changed for Sweden in recent years, and the aim of this study was to compare the contents of three different Environmental Impact Assess¬ments to see if there has been any change in appearances and content in later years, as well as to see if different municipalities and authors have effect on the EIAs. According to different studies some of the EIA done are without insufficient focus on main environmental issues in the EIA, or even that some information is missing.

This is a study about source criticism in Swedish health magazines in 2014 which is based on Torsten Thuréns positivist philosophy of science and formulations about source criticism. The thesis was based on the hypothesis that the Swedish health magazines are inadequate in their source-critical approach. To prove or disprove the hypothesis a quantitative content analysis of one hundred articles was made. The quantitative content analysis was based on twelve variables and the results showed that the hypothesis to some extent was true. The magazines reported their sources in most cases, but the majority of the sources consisted of various Authorities such as doctors, psychologists, and personal trainers.
