In 2011, a crime prevention initiative was undertaken by the Swedish police department in Scania. Two years later, the Swedish media reported on this initiative, claiming that it had been intended as an ethnic registration of Romani people. This revelation resulted in a great deal of controversy and sparked a national debate on the issue of ethnicity and public registration in Sweden. The police in Scania had difficulties explaining the purpose of such a registration effort, and could not provide evidence that it had been legitimate and legal. This paper will attempt to explain the motivation behind the original police initiative with a theoretical analysis based on assessments from public Authorities.

The aim of this study is to describe and analyse the cooperation between the public employment service and the refugee reception in a medium-sized municipality in southern Sweden on basis of the establishment reform. The study examines how the collaborative process is regarded when it comes to implementation of the reform, and when it comes to the directives and resource allocation between the employment services and the refugee reception. The study also focuses on the deficiencies and the benefits that can be discerned with the establishment reform at local level.A qualitative data collection method has been used. It is semi-structured interviews with workers from the public employment service and the refugee reception. Information materials and evaluations that various Authorities have made have also been investigated.The study concludes that it is important that the directives are clarified and that a new local and regional agreement will be established on paper.

Torstensson, Niklas (2012): Anledningar till olikheter mellan Svenska kommuners skolkvalitet (Causes behind the differences in Swedish municipality´s quality of school) Örebro University.This essay is an explorative case study that will compare four Swedish municipalities quality of local school system against the municipality ´s backgrounddata and a governing document: Skolplan. This study begins in a previous benchmarking study made by one of Sweden?s teachers unions Lärarförbundet. This is a statistical study that ranked the Swedish municipalities against each other?s according to their accomplishments in a number of areas related to their school systems.

This report is the result of a thesis work done at the Department of Engineering Sciences, Uppsala University, and includes 15 ECTS points. The work has been performed at Företag A, a company specializing in electronics whose major product has become a sophisticated tool used by Authorities across northern Europe. Företag A has initiated a quality management system according to the criteria set by ISO 9001. Following demands from customers, Company A has now decided to also start working towards a certification according to SS-EN ISO 9001:2008, this work is the foundation for the thesis work. The thesis work has been limited to the production process and the aim has been to enable this process to be certified according to ISO 9001:2008. The work has been performed by analyzing the existing quality management system and the requirements for each process included, whereby the gap between the current and the target state has been mapped. Suggestions have then been made on how this gap can be filled, some of these suggestions have also been carried out during the thesis work. The conclusions drawn are that quality management does not have to be complicated, but quickly becomes so when the complexity of the processes increases.

At this point seamen have a lot of tasks of administrative character, beyond the traditional tasks aboard a ship. Due to the new conventions that are formed by IMO, more requirements are added which often lead to time consuming administrative tasks and documentation that should be spent on activities which are contributing to the ships safety. The issue has been observed by IMO that has through BIMCO done a study with the aim to identify and reduce administrative burdens at sea.The primary aim of this study is to find out if safety officers aboard Swedish ferries consider that SOLAS Chapter III, 8.3 och 19.5 regulations are administrative burdens, restricted to muster lists and documentation of training aboard the ship.The secondary questions to the study are if it is possible to remove, combine or change the documents and how much time can be saved by doing this. The question about timesaving could not be answered, because the values were scattered and could not be used for further investigation. The observed values were accumulated by a survey and the result indicated that safety officers did not experience the two regulations as administrative burdens.

Problem: In society of today corporate competence is an important factor for survivor and development. IT is developing rapidly and can not be ignored by companies. Then need for people with IT-competence is conquent increasing. A survey of corporate IT-competence is therefore of interest for companies as well as for local Authorities. To determine the IT competence within an organisation, this competence has to be measurable.

This report is written in cooperation with Eskilstuna municipality public administration for urban planning. The reports purpose is to look into how other public Authorities carry out public purchase of consultants and entrepreneurs in the urban planning area. The goal is to come up with suggestions of how Eskilstuna municipality public administration for urban planning can improve its purchasing process in this field in order to minimize the risk where a consultant or entrepreneur files an appeal against the decision of awarding a contract to another rival. The appeal can be filed to the county administrative court.The public administration for urban planning can do its purchases through the model of "lowest price" or "economically most favorable" for them. When using "economically most favorable", the department can value a number of soft parameters by giving them points and the offer which gets most points can be rewarded the right to sign a contract.

The aim of this study is to examine how one can understand the experiences that social workers within the social service's have of children who have committed sexual assault against other children, and the social workers? thoughts about the choice of actions and the family involvement in those actions. The study has a qualitative character. Information was obtained through interviews with social workers within two Swedish counties, and the analysis of the results was based on earlier research findings as well as theoretical aspects, such as systemic theory and salutogenesis.Regarding the actions taken for the target group, the social workers have, in many ways, a systemic perspective as they emphasize elements within the child as well as within the family. It is also shown that the collaboration with other Authorities affects the choice of actions, and that it is important to involve the entire family in any interventions, so that the effect of those interventions may last over time.

The aim of this study is to investigate how länsstyrelsen as a supervisory authority to private compulsory care-institutions works, to guarantee adequate institutional care of unprivileged children and youth with special problems.In order to reach this aim the following questions are to be answered:? Describe länsstyrelsen´s supervision of private compulsory care-institutions (HVB-hem)? How does the officials at the three chosen county administrative boards find about the responsibilityTo answer the questions of this bachelor thesis I have chosen to apply qualitative methods, by interviewing five supervisory Authorities from länsstyrelsen, in three different county administrative boards in Sweden.The findings of the study show that officials sometimes find it hard to know the exact meaning and differences between accountability and to be accountable. It also shows that they tend to think that the relationship between länsstyrelsen and the private compulsory care institutions is complicated. Different forms of organization in the field of social work, creates different conditions of the individual social workers occupation. This affects not only the people who carry out this work, but also the clients who come in contact with social services.   This survey was based on six interviews executed during spring in the year 2010. The respondents were social workers within economic aid and their nearest executive manager at two municipalities in Kalmar County. The overall aim for this survey was to examine how these social workers were influenced by various ways to organize the municipal work activity. This through following questions:How was respective social service in the municipalities organized?How were the social worker effected in their daily work by the organization?Where there any specific up- or downsides in the way that economic aid was organized in the aspect of the social workers daily work?  The result of this survey was synonymous with a lot of the previously executed research in the area in the sense that the larger municipalities were more specialized in its organization than the smaller.

The Internet has played an important role for libraries giving them a means of fulfilling their democratic mission of giving equal access to everyone, including people with disabilities. In order to achieve this it is of the utmost importance that they ensure that their web sites are accessible. In this masters thesis we have examined to what extent the web sites are accessible. The thesis is based on theories of human-computer interaction, information architecture, pedagogy and a checklist. The checklist is derived from established international guidelines from W3C, which has been adapted to, and is used by Swedish public Authorities to achieve the mission of a ?24-hour authority?.

Currently there is a controversial debate about that we must reduce our impact on the global warming; therefore both the Government and the local Authorities have invested heavily in developing renewable energy in Sweden. The major development on the wind power market can be seen as a result of both the technological development and also on the decision that the Government took in 1996, which opened up the wind power market for private parties.This paper has aimed to examine the types of financial innovations that have arisen from the investments and financing of wind power on Gotland, and what these innovations can contribute to the future development of wind power.The problems that this thesis is based on is; what kind of financial innovations have occurred within investment and financing of wind power? How can these innovations contribute to the continued development of wind power on Gotland? The conclusion of this study shows that respondents and participants have defined a number of financial innovations that have emerged. Where some of the innovations only can be seen as incremental since they are based on continuous improvements, while others can be seen as radical as they are completely new for the context in which they operate. The study has also shown that Gotland has a great potential to produce more renewable electricity, but the development is dependent on the new power lines being built, in order to export electricity to the mainland..

This study aims to research how digital media can be used for communication and information management between teachers at preschools and children?s homes. To get an understanding of this we have investigated which channels are being used and for what purposes. The interest has also been to explore preschool teachers and caregivers? attitudes towards digital communication in preschools.A qualitative case study of comparative nature has been conducted, where two preschools were selected because of their use and non-use of digital media for communication with caregivers.

The purpose with this master thesis is to analyze how the Swedish County Administrative Board (Länsstyrelsen) acts in an environment that changes fast with more regional actors than ever before. There are also proposals regarding new public Authorities and eventually a reduction of the Swedish County Administrative Board.By studying a report issued by the Board in December 2005 the aim is to find their intentions and actions for the future. By using three diverse theoretical concepts - the public organisation, the instrumental perspective and two separate perspectives from new institutionalism - the expectation is that I will have the possibility to analyze the intentions of the organisation in many different ways.In this case study I also want to take into consideration the central discourses in the regional debate, shall we decentralize or shall we keep on having a strong state even in the future? What kind of regional policy does the Swedish County Administrative Board prefer?The result shows that the Swedish County Administrative Board struggles for a strong state even in the future, but it does not propose any huge changes. In many ways it seems like they act as they are supposed to - as an instrument for the government - but despite that it is obvious that the Swedish County Administrative Board tries to show that it has the traditions and knowledge.
