utvärdering av Norrbottens läns landstings chefsutbildning ur ett NPM-perspektiv


The public sector has through the years been exposed to a rather radical alteration. The aim with this alteration has been to make the public sector more effective. It?s a dynamic society that Norrbottens läns landsting (NLL) operates in today and it is therefore of great importance that the managers get a solid foundation to rely on, since they have a central role in the ambition for efficiency. Another reason to educating the managers is that NLL can secure the future pension losses. A continuous work with in-service training is crucial if NLL should be able to follow the fast changes in the society. The purpose of this study is to do an evaluation of NLL´s education for managers and also to find out if the education fulfils NLL´s requirements and meet up with the expectations. In this study, the theory frame of reference consisted of New Public Management which also comprises the changes in the Swedish public sector. To be able to answer the purpose, none participation observation took place and also qualitative interviews. The result points to that the participators, before NLL´s education, experienced certain insecurity in the role of being a manager, but in the end of the education nearly everyone states that they have reached a better safety. The increased safety that the participants describe is mainly about that the informant can se themselves as a manager. They have also reached a stronger feeling of safety. In addition to that, the participants state they have become better at the ability to manage conflicts and also that they gained a better knowledge about the responsibility and authority that they have. Furthermore, the research showed that if NLL should be able to secure the organization for the future competence it is necessarily to form an additional education for the managers.
