Multikriterieanalys av potentiella konflikter vid markanvändningsplanering - Naturstenbrytning i Lysekils kommun


The purpose of the essay Multi criteria analysis of potential conflicts concerning land use planning - natural stone mining in Lysekil municipal is to study possibilities and limitations in GIS based multi criteria analysis as a tool for land use planning. How GIS based multi criteria analysis can be implemented to localize potential conflict areas between natural stone mining and other land use activities and what advantages and disadvantages the method holds are the main issues of this study. The essay studies these questions through a case study, concerning the geographical area of Lysekil municipal in western Sweden and problematizes the interest of natural stone mining in relation to other land use interests. A literature study was carried through, concerning multi criteria analysis and planning. After collecting and processing of data the multi criteria analysis could be implemented in the ArcGIS tool Weighted Sum. Two scenarios have been studied, one where the interest of the natural stone mining industry has been valued high and one where it has been valued low. The result consists of a number of maps that represents possible conflict areas between natural stone mining and other land use activities. The results differ according to scenario. In the case where the interest of the natural stone mining industry was valued low, the result consist of greater areas considered as unsuitable than in the other scenario in which the interest of the natural stone mining industry was valued high. This shows how important and essential it is that planning processes are carried out in transparency and that depending on interests and agendas the result, in maps, will be very different from each other.GIS based multi criteria analysis works well as a method for land use planning and for localizing potential conflict areas providing that the people who execute the analysis are well aware of the functions of the method and what the result says. The tool can give a good overview concerning potential conflict areas between natural stone mining and other land use activities because the results can illustrate various area spread of very unsuitable areas, according to each scenario. The method is based on a relatively basic mathematical calculation and as long as the person who executes the analysis is transparent with weighting and interests the method itself is transparent. Disadvantages with the method are among other things that the result, the values, can be considered abstract and difficult to interpret.
