Unauthorized changes in listed buildings and environments occur all around Sweden. The main purpose of this thesis is to examine how these forms of transgressions have been and are being handled in some Swedish county Administrations. What do legislation within conservation of heritage expresses when transgressions occur? How do county Administrations interpret and apply legislation to actual situations? What methods do county Administrations make use of to prevent unauthorized changes?16 out of Sweden´s 21 county Administrations have been studied and used as an empirical basis. This basis has led to a general conclusion of the county Administrations experiences and working processes when handling unauthorized changes in listed buildings.

According to many scholars America's soft power is in decline, a power resource whose importance has been increasing in world politics. This makes it interesting to examine if there is a difference between how Democratic and Republican Administrations wield their soft power.This thesis is a hypothesis-testing study and the purpose is to test the hypothesis that Democratic Administrations, to a greater extent than Republican, can create, utilize and defend soft power. My thesis is based on Joseph Nye's theory of soft power and the focus of this study is the aspects of the foreign policy resources. In order to measure this concept I have made my own operationalization where five different indicators serve as my guidance. I use the method of least likely-cases to select and motivate the Administrations being tested, which gives me a comparative study of the Democratic Administrations of Lyndon Johnson and Bill Clinton and the Republican administration of George H.

Title: Notification of animal welfareAuthor: Helen ÖhlundThe purpose of this study was to examine the routines of the county Administrations in Sweden when it comes to receiving notification from the public about the welfare of animals. According to Jordbruksverket at least 50 % of the screening of animal welfare should be based on routine controls on existing farmers. Today the routine controls only reach a 43 % average for the whole country. A big part of today?s result depends on the amount of time it takes the administrators of animal welfare to process the notifications from the public.

This thesis aims to describe the differences and similarities between a male dominated sector and a female dominated sector based on gender mainstreaming documentation as well as through interviews with people working within the sectors. The sectors that were chosen in this study were the fire department and the nursing and care administration of Växjö municipality. Both of the Administrations? genders mainstreaming documents were subjected to content analysis in order to describe differences and similarities between the Administrations. The analysis found that there were differences in approaches between the Administrations were the nursing and care administration had aims of achieving a specified amount of men working within the administration, which the fire department didn?t have.

In this thesis we present a qualitative study of Employer Branding through a perspective of gender. We examine the awareness of Employer Branding as a tool to break gender patterns in female and male dominated Administrations in three Swedish municipalities. Six recruiters people were interviewed, including three pre-school managers and three managers of technical Administrations, to see if there are any differences or similarities between the organizations? Employer Branding to break gender patterns. In addition to the interviews, the Web pages of these three municipalities were investigated through a contextual perspective.We found that our interviewees do use Employer Branding, but that they were not necessarily aware of its? meaning.

This report is an evaluation of the cooperation between the rescue command centre and the POSOM-groups (?Psychological and social support?) after the Tsunami catastrophe in December, 2004. The report describes the interaction between these two municipal Administrations, what services the rescue command centre provided and how they gathered information. Finally the author suggests different solutions to how the collaboration within these different municipal Administrations can be increased and improved in future times of crisis..

This study is based on interviews with five directors of educational administration within the Stockholm County. The purpose is to investigate how the directors of educational Administrations, in the different municipalities, describe the relationship between the administration and the local school units. Moreover, the aim is also to describe the administration director?s work in relation to the various levels of the administration. To what extent can it be identified as a dimension of the learning organization described in this report.The study shows that skepticism is usually directed upwards toward the next level in the organization and that the decision-making right for local schools is consistently safeguarded.

The implementation of integration policy has in recent times been a major problem for the municipal Administrations in Swedish municipalities. The concept of integration is considered to be very diffuse, difficult to apply and implement the following decisions. To understand the concept of integration is the first step, followed by understanding its complexity in an organization.In this study, I focus on studying the implementation of integration policies for integration work with Kalmar Municipality as a case study. I am using Lundquist's implementation theory about understanding, able and willing. The survey consists primarily of interviews but also a certain document to get a perspective on how integration policy has gone into integration work with the hypothesis that it is the understanding that weaknesses of the officials in the implementation of integration policies.

The study will focus on the administrators experiences of Hudiksvalls coordinating design. Questions of the study were: How is the influence of the model on the rules? How is the influence of the model on expectations and parts? What kind of influence did the model have on the responsibility distribution? What kind of influence has the model on the responsibilities at the transfer of costs? To answer the questions of the study we applied a qualitative method, it was made through a standardization interview guide and open questions, with six of the dealing officers who works with the model. Psittacines and reptiles are exotic animals that are difficult to care for and it requires extra knowledge to make a correct assessment of their wellbeing. An animal welfare inspector, with an education in general animal welfare, may not have a deep enough knowledge of exotic animals to do a proper assessment of the animal?s general condition and its environment. In this paper it was therefore examined if animal welfare inspectors have enough knowledge to do a satisfying inspection of establishments working with selling of exotic animals. A literature study was used to examine difficulties with each species.

This thesis examines the subject of change in public administration from an instrumental and an institutional structure perspective. The purpose of the thesis is to examine whether institutional structures affect the development of instrumental structures and if it in turn is possible to affect institutional structures by changing the instrumental structures. This case study is primarily based on a series of deep interviews with senior administrators and politicians within two new Administrations in the municipality Karlstad, both which have been created by merging several smaller Administrations, but also thorough analysis of several official document such as protocols from the municipal council meetings, Tja?nsterskrivelser and internal PMs.   The result of the analysis indicates that both institutional structures and the forming instrumental structures affect each other and  that their ability to affect each other depends on the dominance over the organization each structure has.  In my specific research case we can see that the institutional structure of the city-technical and housing administration has affected the outcome but the institutional structure of the cultural and tourism administration hasn?t.  While the structural change of the city-technical and housing administration hasn?t effected the institutional structure but the structural change of the cultural and tourism administration has affected the institutional structure of this specific administration..

GIS on the Internet is a rather new phenomenon, which has evolved from the need ofdistributed geographical data. It is also a powerful tool for presenting information on theInternet. This master thesis aim to create a web based GIS application with information onlime spreading and the situation concerning acidification in the county of Kronoberg, Sweden.The web based GIS application will be used by the county Administrations in Kronoberg toinform the public and the municipal authorities of current counteracting acidification activity.This report includes documentation on acidifying processes and liming activities, which arepublicised together with the web based GIS application. The web based GIS application wascreated with ArcIMS, a new program in the ESRI family of GIS programs. The programincludes a guided structure, to development of everything from a map to a complete GISapplication, including mapservice and websites.
