Arbetsförmedlare mellan uppdrag och verklighet : En kvalitativ studie om arbetsförmedlares handlingsutrymme

This is a study about employment officers at the Swedish public employment service. The aim of this study was to examine how they understand and use their discretion in their daily work. We used a qualitative method and the data was gathered by semi-structured interviews with eight employment officers working at the same office in a small town in Sweden. Lipskys theory about street-level bureaucracy and Lazarus description of coping theory are applied to analyze the empirical data. The work for the Swedish employment officers have changed over the last years with an increasing focus on control and administration.

Invandrarungdomar utan sysselsättning : en studie av arbetslösa invandrarungdomars attityd gentemot sig själva och den svenska arbetsmarknaden

The purpose of this study was to increase knowledge about what the lives of the Unemployed youth of immigrant background looks like, and what the views of the Unemployed young people are about work and employment. The study is a qualitative study where the empirical material is based on interviews with seven Unemployed immigrant youth between the ages of 19 and 25 years. A study where the central questions was to explore how the informants' living conditions and identity are affected by being Unemployed. The other issues aimed at how informants background affected their ability to enter the labour market, and the job expectations the informants had about the future and the Swedish labour market. Empirin have been analyzed with regard to methodology tool based theory, as well as theoretical starting points, such as social capital, formal and informal channels, ethnicity and stigma theory.

"Man kommer inte särskilt långt om man sitter på sin lilla ö" : En studie om samverkan kring ungdomsarbetslöshet

The aim of this study was to examine the view that officials involved in youth unemployment have on the significance of collaboration between organizations working with Unemployed youth. The study was based on nine qualitative interviews with officials from PES offices and from municipalities such as job coaches. The results were analyzed based on qualitative content analysis. The analysis led to two different themes: conditions and the individual. In the analysis two different theories were used, new institutionalism and Lipsky's theory about street-level bureaucrats.

Arbetsförmedlingen is the Swedish national authority responsible for the work politics, and its main purpose is to create and build a solid and sustainable job market.Economic crises together with changes in the society and in the organization over the past few years mean that the Unemployed individuals that come in contact with Arbetsförmedlingen are no longer a homogenous group. A lot of effort is put into helping those who may find it difficult to enter the work environment, such as youths (19 ? 26 years old), people who have been Unemployed or on sick leave for a long period of time, people with disabilities or immigrants who are newly arrived in Sweden.A harder social and economic climate can lead to frustration among the Unemployed which mean that security measures at the offices has had to become adjusted. Local offices now have a public area where they have meetings with their clients and a locked open plan office space to which the public have no access. Working within an open plan office environment can cause health problems, mostly due to the constant background noise that comes from people having conversations on the phone, or with each other.

Ung och arbetslös : -En studie om unga arbetslösas bakgrund, nuvarande situation och framtidsvision.

The purpose of this study is to increase understanding of the Unemployed youth. To achievethat, we have investigated who the Unemployed young people are, how their wellbeing isaffected and what they need for a change to take place. The study was conducted in amedium-sized Swedish city with the help of a method combination. The target population forthis study is people enrolled in ?Job-guarantee for Youth? in spring 2014.

ABSTRACT This research explores how the Work Integration Center (AIC) supports Unemployed immigrants in acquiring jobs and how the practical work helps immigrants in entering the labour market. It employs qualitative research approach through semi-structured interviews staff members at AIC and municipal commissioners of education and labour market in the municipality of Malmö. Its aim is to examine how governmental setup guidelines were represented in the practical work. These guiding principles of the organization are presented at the top of municipality. The findings suggest that even if the staff has no knowledge of the official measures of the integration plans, they have implemented the aims and criteria in their work with the immigrants.

This paper is a case study of a local labour market project. The aim of the study is to investigate the staff?s way of working with Unemployed people, receiving social assistance, in order to reduce the payment of social assistance in four adjacent city districts of Stockholm. Other objectives of the study are to investigate which criteria the staff uses when selecting participants for the project, in which way the participants? background affects the measures taken by the staff and how the staff experiences working as part of a project.

Family or State? Communitarian Perspectives on Economic Responsibility for Unemployed Youth

At the beginning of the 21st century, youth unemployment is paid attention to by the Swedish government and media. A grand part of the Unemployed youth live at their parents´ house because of economic reasons contrary to their primary goal to be able to make their own living. It can be argued that the young Unemployed´ s social citizenship is inferior to working citizens´ social citizenship. The thesis will not deal with suggestions on practical solutions, but rather seek for theoretical answers to whether the responsibility for the young people referred to should be a responsibility of the State or of the family. Communitarianism is a relatively young theory which is interesting for this thesis because it sheds light on the dichotomy individual - community.

Den svenska arbetslöshetsförsäkringens effekter på långtidsarbetslösheten

This is an examination of the Swedish unemployment insurance system and the effects it has on the Swedish long-term unemployment. A search model is explained to give an understanding to the incentives of the Unemployed. Different mechanisms that create unemployment and that could create long-term unemployment are investigated, but primarily the unemployment insurance is in focus.The Swedish unemployment insurance has undergone several changes the last fifteen years that have improved its efficiency. The introduction of a finite duration of unemployment insurance entitlement was an important step and so was the decrease in the replacement ratio. Even so, I assess that there is still room for improvements of the incentives to search for work among the Unemployed.

This thesis focuses on youth unemployment in Finspång, often referred as an industrial community. The theoretical framework of the thesis is based on social constructionism and covers theoretical discourse analysis, intersectionality and social capital. The study is based on qualitative interviews with 7 Unemployed individuals between the ages of 19-24 and an interview with an employee at the employment office in the community. The main subject in this thesis is the youngsters experience with unemployment, labour, the employment office, the impacts of social capital and the labour market in the community. The analysis focuses in how the respondents discuss their experienced problems with their unemployment.

Arbetslöshetsförsäkringen och individen : en studie om krav, skyldigheter och hänsyn ur perspektivet geografisk rörlighet

This paper describes the rules of the Swedish unemployment insurance as regards the demands on the individual, the obligation posed on the individual based on these demands and the considerations taken by the law regarding the specific situation and personal circumstances of the individual. Special attention is paid to the demand to be available to the labour market and what is considered suitable employment from the viewpoint of geographical mobility. This paper treats ?Arbetslinjen? (Everyone able to work, thereby contributing to his/her own and others' support, shall have the opportunity to do so.), and the amendments of ALF, the law (1997:238) about unemployment insurance, that became active between 1/1 2007 and 1/1 2008, since many alterations were introduced in this period.The result illustrates the demands posed on the individual for him/her to be entitled to unemployment benefit, and the far-reaching demands posed on the Unemployed for him/her to be considered available to the labour market from the viewpoint of geographical mobility. The result also shows some of the specific situations and personal circumstances of the individual taken into consideration, but since the amendments are as recent as 1.5 years, the list can not be considered complete, as practice is limited in this field.This paper also treats the Official Employment Agency's monitoring function of the Unemployed's willingness to work, and the effect of the regulations not being followed as strictly as per the letter of the law by the Employment Agency officers, leading to insecurity regarding the rights of the individual..

Arbetsförmedlarens arbetssituation i förändring - en studie av ett pilotprojekt om förbättrad service

This study has been executed at the Public Employment Office, an institution that has beensubject for much debate during the last couple of years. The government has instructed theLabour Market Board to change the Public Employment Office toward a more effectiveorganization. This study examines one of the Public Employment Offices that are included in apilot project that aims to improve and develop work methods with the objective to become amore service minded organization. From this starting point we have investigated which effect thisorganizational change has had on the employee within this organization and within the pilotproject. In addition we investigate whether attitudes of the Unemployed has an effect on thestaff´s work situation.

The subject of this study is the ?work strategy? (arbetslinjen); the idea that work and active measures are preferred over cash benefits.
