This Master?s thesis explores and describes the beliefs, values and norms in a selection of five Swedish municipal cultural policy documents approved 2005-2007. The comprehensive question is: Which ideological traits characterize cultural policy in the chosen municipalities as communicated in their respective cultural policy vision document? The method used is ideology analysis. Ideal types based on a model by Dorte Skot-Hansen are used as a conceptual framework, illustrating three different rationalities in relation to cultural policy: the humanistic, the sociological and the market oriented.

This master?s thesis analyzes how cultural policy was problematized in three governmental policy areas; culturalpolicy for the free sector, education policy and popular education policy, during the social democrat Ragnar Edenman?s time (1957-67) as minister of ecclesiasticalaffairs. Earlier research has examined the policy for the free sector, concerning artist?s economic problems. This thesisadds an analysis of the other fields of policy, which were reformed in the 1960?s by the same ministry.

The aim of this Masters thesis is to examine the view of market-led culture, focusing on literature, within Swedish governmental cultural policy. The main issue is to discover changes in attitude towards cooperation between culture and business by comparing the attitudes and ideas expressed in the governmental policy documents from the 1970s with the governmental policy documents from the 1990s. The aim of this master?s thesis is to investigate a possible connection between the development of mobile library services in Sweden and the development of cultural policy during 1945-2006. Our main question is: is there a connection between the development of the mobile library services in Sweden, as described in Biblioteksbladet, and the development of cultural policy as portrayed by Anders Frenander and Dorte Skot-Hansen? In order to answer this question, we formulated two secondary questions: - How are the mobile library services described in Biblioteksbladet between 1945 and 2006? - Are there any similarities or dissimilarities between the development of the mobile library services and the development cultural policy as described in our theoretical models? If so, in what way? Our study covers the entire time period since the start of the mobile library services in Sweden in the late 1940s. The final year for our investigation is 2006.

For the past decades, culture has been given a role as a factor for local and regional development. But what is meant by development and in what ways culture can be of importance in this aspect can be unclear. This thesis examines the perception of the role for local and regional development of one specific cultural place and network ? the cultural cooperative Not Quite in Fengersfors, Sweden. I study the way the role as developer is expressed and interpreted in the discourse of the cultural workers who are members of the network and in the discourse of public cultural policy in the region Västra Götaland and in Åmål municipality.

My procedure is to read theChristmas speeches of Carl XVI Gustaf during the 2000?s and use former beheld statements of Carl XVIGustaf to seek answers to the research questions.

In this study, I intend to examine some aspects of the activities of cultural companies in the town of Arvika. The study is qualitative in nature and based on in-depth interviews with self-employed cultural workers, as well as representatives from Arvika municipality. Cultural policy documents have been studied to clarify the self-employed status in the cultural sector and thus their importance to the cultural life in Arvika overall.My hope is to get a glimpse of what it means to work as a self-employed within the cultural sector in Arvika and the conditions that exist, in order to successfully run and develop their businesses.There is a shift in cultural policy, which has led to permanent forms of employment becoming fewer and self-employment to grow ( Karlsson & Lekvall, 6 ). One can say that the cultural sector has moved in the direction from a public matter, to the more privatized ( Köping , Lantz & Stenström, 3 ). The problem with this is that the policy of self-employment has not progressed at the same rate as the amount of business.

On two occasions, 1992 and 2007, the public funding was threatened, which lead to debates and protests. The funding was revoked in 2007. I want to examine if by studying a particular product of cultural policy, one can se tendencies to how the cultural policy in whole change over time.

Ten official reports, reaching over a time period of seven years (1997-2004) are examined in the following way: What is cultural heritage? What functions/ values does the cultural heritage have? Whose heritage is a cultural heritage? With some simplification you can say that there are two different views on cultural heritage in the documents.
