Vad är mänsklig utveckling? : En studie av teorier om "Human Development"
This study analyzes the political view of criminality and crime politics in three political parties in the Swedish parliament, Socialdemokraterna, Folkpartiet and Moderaterna. The study seeks to describe which kind of view these parties present on the criminality in our society. The material for this study is the ideologies that the parties descend from which are, socialism, liberalism and conservatism, the political programs of these three parties have also been studied as well as the parties proposals, political documents in the Swedish parliament. The current public debate shows that the crime politics is an attractive question and the parties may seem to have similar proposals on how to lower the criminality in our society. The theory that has been used to describe the results of the study is ?actors and structures? and the results are related to this theory as well as the theory has been used as an instrument to explain and sort the material and the results.The results of the study show that the parties are different in their views on criminality as a problem in our society.

This essay will cover the Swedish electoral system with a focus on the proportional representation andthe process involved from the conversion of votes to seats in the parliament. In this essay, I investigate Swedish possibilities to influence the Common Agricultural Policy of the European Union (CAP). After having summarized my findings, I try to explain the structure of influence by using Multi-level governance theory.Ten years have passed since Sweden joined the Union, and many changes have followed in the agricultural sector. By investigating the small country of Sweden's possibilities to influence CAP, I hope to be able to get a notion of the possibilities to influence the EU in general. The essay examines four possible paths for agricultural interests to influence the policy process in Brussels:* Through elected representatives of Sweden in the European Parliament, the Council of Ministers and in the Swedish parliament* Through subnational institutions, such as the local authorities and regional representatives.* Through the Swedish Agricultural Office* Through the Swedish pressure group within the agricultural area, LRFThese four groups all have very different channels to the policy process on agricultural issues. The differences are mostly in terms of decisive power or advisory power and institutional contacts or lobby contacts.

The government appointed in 2004 a special investigator with the objective to investigate the possibility of introducing a new law concerning implementation of obligatory cash registers with certain certification. This resulted in SOU 2005:35 ?Krav på kassaregister - Effektivare utredning av skattebrott? (Proposition 2006/07: 105). Following advice received from the respondents, the government has drafted a bill submitted to parliament in March 2007. Government bill 2006/07: 105 proposals for new law on cash registers, and submitted to parliament 2007th Act (2007:592) on the cash register was adopted by parliament in March that year and came into force on 1 January 2010.

There is an ongoing discussion amongst Swedish politicians about how the Swedish police will be able to handle increased organised criminality represented in the growing threats of terrorism. In May 2006 representatives from the seven parties of the Swedish parliament debated the question whether the Swedish security service and Swedish police should be permitted to use increased surveillance with the purpose of preventing severe criminality.The question of increased surveillance is a matter often connected to matters of personal privacy. The aim of this master?s thesis is to study which arguments are being used for and against the proposed law that would permit surveillance with the purpose of preventing crime, as well as examine members of Parliaments view on privacy.The methodology used in this thesis is both argumentation analysis and rhetoric analysis. These two tools are used to examine the minutes from a parliamentary debate about the bill mentioned earlier.

Konstitutionsutskottet och Regeringskontrollen - En studie av kontrollmaktens utövande i enkammarriksdagen 1971-2007
The purpose of this study is to examine how parliament executes its responsibility of oversight against the government. In Sweden, parliamentary oversight of the government rests with a standing committee of parliament known as the constitutional committee.Drawing on general principal-agent theory I construct a model in which members of the constitutional committee are seen as agents in double and conflicting agency assignments. This constitutes a problem for the agent. Since it is the party group in parliament that controls the fulfilment of the agents? objectives, the agent is presumed to follow the party assignment to the detriment of the parliament assignment.The model generates two hypotheses concerning they type of oversight we should expect the members of the constitutional committee to perform against the government.

The purpose of this essay is to examine if there is any difference in the style of conversation between a municipal politician and a politician in parliament? In order to answer this question I have created two sub-questions that are more precise. The first question is: Are the municipal politicians more open to cooperate with politicians from other parties than the politicians from parliament? And the second question is: Is the rhetoric between the politicians in parliament different than the rhetoric between the municipal politicians?My study is a comparative case study with two different groups of politicians. With the help of a survey I have tried to examine if there are differences in the use of language in the daily work for the politicians.

On the 13th of June 2005 the Minister of Defence, Leni Björklund, was subjected to a formal complaint addressed to the Committee on the Constitution concerning her handling of a specific co-operation project with France. The project concerned the development of a technology demonstrator for an UCAV called Neuron. The reason for the complaint was that the Minister of Defence had failed to present the project to the parliament and thus bypassed a parliamentary decision. Such negligence might be considered unlawful under the Swedish Constitution. The issue became public during an unscheduled meeting with the Committee on Defence, a meeting that was arranged at the request of the Minister of Defence.

This paper examines how the Swedish nationalistic political party Sverigedemokraterna communicates regarding the crisis they experienced when the Swedish newspaper Expressen published a few video clips of three, in that time, highly important party members that got in an argument after a late night of drinking. Two of the party members were at the time of the publication the members of the Swedish parliament and all of them had important senior positions in the party. In the argument one of the party members used abusive, offensive, sexist and racist language while all acted threatening and even armed themselves with iron bars from a nearby construction site.The aim of this paper is to examine how the party Sverigedemokraterna conducts their crisis communication, if they apologies and the fashion of the apology. A press conference with the party leader and the most active user of abusive language and also an interview with the second member of parliament who is involved in the argument are studied. The rhetorical arena is used to describe and pinpoint the most important stakeholders in the crisis.
Yttrandefrihetens dilemma : en idécentrerad studie om yttrandefrihetens roll och begränsningar
This paper concerns the freedom of speech in our democracy and the principles underlying the restrictions. The study is aimed at using a descriptive theory to provide a useful basis for analyzing a justification of the role behind freedom of speech and its limitations. The analysis is made on the basis of the Swedish parliament debate in the form of motions and the non-governmental organization Swedish Helsinki Committee's report. The study has a focus on the law of hate speech and will be done with an idea centred analysis. On the basis of democratic theory, the central role of freedom of speech was clarified on the basis of a clear need for a reliable communication.

In February 2002 the European commission put forward a proposal for a new directive on The patentability of computer-implemented inventions, but which during my work on this essay has not been decided on yet. The directive has divided the decision-makers in the union, the commission and parliament, into two different positions regarding by which range computer-implemented inventions should be patentable. The parliament has amended the commissions proposal in a substantial way and the legal process has caused a heated debate both within the unions administration and among various interest groups both in favour of and against a patent on computer-implemented inventions. The loudest protests have come from a group that feels threatened by a possible software patent: Open Source. In this study I examine both the arguments by the decision-makers and by the lobbying for and against the proposal.
Språkets roll för integration : en studie om de diskurser som riksdagspartierna och forskare konstituerar
The purpose of this essay was to examine the role of the acquisition of the Swedish language for integration of adult immigrants given by the seven parties currently in the parliament and other players on the field. The questions were meant to bring light upon the arguments used by the different players concerning the role of the Swedish language, to enlighten which discourses that are constructed, and the contradictions that exist between these. We parted from a postmodern position and used social constructionism to back up our method and theory of analysis; discourse theory. The results revealed three different discourses concerning the role of the Swedish language in the integration process; the liberal discourse, the discrimination discourse and the social democratic discourse. The liberal discourse claims that immigrants have a responsibility to learn Swedish to be able to achieve employment and to provide for themselves.

On the 17th of January 2002 the Swedish government presented a bill to theSwedish parliament, proposing ways of strengthening the Swedish democracythrough reforms for increased elements of participatory democracy. A publicreport on the state of the Swedish democracy had been released two years earlierwith similar enthusiasm for participatory democracy. However, the participatoryideals of these two documents were strongly criticised by a group of scholars.The aim of this thesis is to analyze and compare the arguments articulatedbetween the years 2000 and 2002 by the actors mentioned above, and to examinetheir relation to arguments concerning political participation, articulated bythinkers from previous times. By classifying the arguments into different groupsdepending on their content I find that both parties in the Swedish argumentationfocus on the effects of participatory democracy on political equality, on theefficiency of the political decision-making and the quality of the decisions beingmade, and finally on the personal character of the citizens. Among the argumentsarticulated by thinkers from previous times, similarities with the Swedishargumentation can be seen as well as important differences.
