Det här är resultatet av kandidatarbetet, skrivet under kursen kandidatarbete 15 p vårterminen 2010 på programmet för fysisk planering vid Blekinge Tekniska Högskola. Arbetet är det avslutande examensarbetet efter 3 års studier i fysisk planering på grundläggande nivå. Arbetet handlar om funktionsomvandlingar i staden. Hur ett flexibelt byggande kan underlätta i städer, där behovet av byggnader förändras snabbare än en byggnads livstid. Kandidatarbetet har dels inneburit studier av en funktionsomvandling som gjorts på Stumholmen i Karlskrona och dels inneburit ett försök till en liknande omvandling på ön Kungsholmen i Karlskronas skärgård där en funktionsomvandling är aktuell idag år 2010.

This thesis seeks to investigate the relationship between municipal policy for housing supply and the planning of new housing in Sweden. Through a case study of Göteborg municipality and a comparative content analysis of Göteborgs policy for housing supply and a number of plans featuring housing the analysis seeks to investigate the effect of policy for housing supply as a tool for securing the demand for housing in the Swedish municipalities. The thesis also seeks to discuss its findings using theory concerning the implementation of policy and the general planning situation for Swedish municipalities today. The result of the analysis shows that most plans fail to regulate most of the content suggested in the policy for housing supply, particularly regarding aspects such as pricing, type of housing and type of ownership. The result also points towards a relationship regarding the prevalence of municipal land contracts and compatibility to policy for housing supply as well as a connection between how extensive the plans are in their proposed land use and their compatibility with policy for housing supply. Using theories of policy implementation and the municipal planning situation, possible explanations for the findings of the analysis could be a split in responsibility between the formulating and implementation of the policy for housing supply and its contents, a lack of resources of means for implementing or the prevalence of special interests when attempting to convert policy to plans..

Hur medborgarna kan påverka sin närmiljö och den lokala utvecklingen genom den översiktliga planeringen står i centrum för detta examensarbete. För att undersöka saken har en studie gjorts på tre öar utan broförbindelse i den svenska skärgården. Öarna Koster i Strömstads kommun, Dyrön i Tjörns kommun och Holmön i Umeå kommun skiljs åt, till viss del, vad gäller befolkningasantal, yta och avstånd till fastlandet medan likheten består av beroendet av färjeförbindelser och en starkt engagerad befolkning. De bofasta visar dessutom upp, genom hemsidor och litteratur, sitt medborgerliga engagemang för lokala utvecklingsfrågor. Med hjälp av respektive kommuns översiktsplan / fördjupning av översiktsplanen samt information från respektive lokal utvecklingsgrupp har jag följt processen från vison till genomförande. Miljonprogramsområden tillförs ofta negativa attribut och ses av många som ett stort samhällsproblem. Därför är det viktigt att konkretisera vilka problem som finns för att bättre förstå hur de kan lösas. Två av dessa negativa attribut är ödslighet och rumslig förvirring eller svårigheten att skilja på vad som är privat, gemensam och offentlig miljö. Detta är uppsatsens fokus och konkretiseras genom en fallstudie av ett typsikt miljonprogramsområde. Fallstudien utförs på Byälvsvägen, Bagarmossen, i Stockholm. The aim of this study is to explore local cultural policy documents in the municipality of Gothenburg Sweden, and, more specifically, to investigate the concepts of cultural planning and instrumental cultural policy. Cultural planning is in this thesis seen as a result of an instrumental view of cultural policy. The theoretical framework consists of the theories of Danish cultural policy researcher Dorte Skot-Hansen. She describes cultural policy in urban areas as founded in motives such as economy, social issues, entertaining and enlightenment. A qualitative text analysis is performed in order to see if the purpose of the cultural policies is to focus on cultural planning as formulated in the document Kulturpolitisk strategi ? version 1.0, adopted by the city council in 1998.
