The main purpose of this paper is to examine librarian's opinion of computer filters, to bring order in the debate on these filters and also to encourage future debate on this subject. The main problem is whether librarians themselves think they have the right to limit the public access to information on the Internet by using computer filters. We will also see how many public libraries are using filters, why they have chosen to use or not to use them, what is the librarians' opinion of filters, what rules exist regarding the use of the Internet, and finally if it is legal to use filter programs in public libraries. We have also included a short report on what filters are and how they work. This paper deals only with Swedish conditions on a number of public libraries.

This is a two years master?s thesis that studies five libraries. The purpose with the paper was to look at a specific material and study how it expresses itself around the architecture of the buildings, an if the descriptions were different depending on the library, public library or university library. The conclusion is that the ways of describing the library buildings have varied; depending on one part time and one part evolution. AbstractSeveral of researchers have reflected that the school ought to be developed to a learning organization. To investigate in which ways a child- and educations administration prosecute a problem based learning inside the organization a case study was used as research strategy. The question this report gives answer to is:In what/which way works a child- and educations administration in a rural district with a method to fulfil a problembased learning.To collect empiric data a canvassing inquiry was accomplished among the child- and educations administrations group of management. According to the research result it can declares that there are good conditions for the organization to prosecute problem based school development, but there is yet a great deal to do before it´s can be said totally fulfilled.

The purpose of this master thesis is to investigate and analyse how the concept of lifelong learning is expressed in political documents concerning public libraries and education and how it can be related to earlier concepts of education within the discourse of public libraries. Focus is the official approach to the concept of lifelong learning and public library. The documents examined contain the political aims for education and culture policy on a national and local level. The theories used in the study concern the background and meaning of the concept of lifelong learning, they describe public libraries and their earlier perspectives of education and they also give a picture of practices of governing within the framework of public libraries. The purpose is to see how the speech in the documents is reflected in discourses of society and public library.

The purpose of this study was to examine pedagogues? experience working with shy children and their opportunities for participation in preschool. An increasing number of children are registered in preschools today; this leading to larger groups of children and the chance for the individual child to practice its rights of having its voice heard are therefore becoming more difficult.The literature review will start with what the UNCRC and the pre-school curriculum, Lpfö 98, say about children?s participation and their right to have their voices heard. The overriding purpose of this graduate thesis is to evaluate if municipalities and county councils can deviate from the legislation of public procurement during procurement of customer choice agreements within the health and social care area. The intention of this Quasi-market is to provide the users with competition in terms of quality rather then the general principal rule of economic value.My conclusion results in a legal situation without rules of general procedure. So far the authorities make their own regulation in the field of customer choice agreements. The problem lies within the authorization of new contractors and their right to make an appeal against resolutions made by the authorities social care divisions.One solution is to legislate within the present law of public procurement. Another way to solve the problem is to create a lex specialis apart from the present public procurement regulation..

Denna uppsats handlar om hur Shared service (SS) inom den offentliga sektorn kan ses som en del av New Public Management (NPM). SS har beskrivits som ett verktyg för att uppnå de egenskaper som karaktäriserats som NPM, och denna uppsats syftar till att se ifall användandet av Shared Service inom den offentliga sektorn kan ses som en del av New Public Management. Genom en fallstudie på Kammarkollegiets Enhet för Administrativ Service har detta genomförts. Sekundärdata i form av rapporter har studerats samt intervjuer med direktören för Enheten för Administrativ Service Håkan Viberg har genomförts. Analysen visar på att detta fall i hög grad uppfyller kriterierna för NPM och motiven för SS, även om vissa skillnader har kunnat identifieras.

The care for the elderly in the municipalities has recently seen the need for a formalized system for quality assurance. Under increasing demands for monetary efficiency while bound by law to retain acceptable standards in health care, there is need for efficient and at the same time quality-assured management. The municipalities often solve this puzzle by introducing systems and standards influenced by theory-clusters such as NPM (New Public Management), TQM (Total Quality Management) or other quality management theories.This essay focuses on how the public administration in the municipalities defines quality and designs and implements system for formalized quality assurance. Our basic view of organizations is institutionalist and our theoretical framework includes theories about quality, NPM and TQM..

The project is a practical and theoretical test of IP telephony with Skype in order to form a base for a comparison between IP-Telephony with Skype and the Public Switched Telephony Network (PSTN). PSTN is the common standard that most of us use for telephony today. The objective for the study is to simplify the choice between PSTN and IP-Telephony for the Swedish private customer user group. The project is supposed to answer the following questions. - How easy is it to start using IP-telephony with Skype? - How is the quality of IP-telephony compared to PSTN? - Are all services provided by PSTN available and accessible using the IP-solution? - How are the usability and the availability of support with IP telephony? - Is IP-telephony a cheaper solution and in that case under which circumstances? Within the project a collection of practical and theoretical tests have been performed to be able to form an opinion on the IP-solution in the following areas, installation, function, quality, usability, costs, accessibility and security.

The electric vehicle market has potential to contribute to Sweden?s national goal to have a fossil fuel independent transport sector by 2030. However, the market answers to a lot of challenges making it difficult for the market to fully reach its potential. The volume of electric vehicles has seen a steady increase during the last year (2012), although many of these vehicles are mostly for PR purposes or bought by the public sector that wants to lead by example. Still, barriers in the form of high purchase costs, an anxiety for the limited battery capacity and the lack of standardisation are some of the problems that the market is struggling to solve.

I denna uppsats har filmljudet i krigsfilmerna Apocalypse Now och Saving Private Ryan undersökts. Detta har gjorts för att försöka bidra med ökad förståelse för filmljudets användningsområde och funktioner, främst för filmerna i fråga, men även för krigsfilm rent generellt. Filmljud i denna kontext omfattar allt det ljud som finns i film, men utesluter dock all ickediegetisk musik. Båda filmerna har undersökts genom en audio-visuell analys. En sådan analys görs genom att detaljgranska båda filmernas ljud- och bildinnehåll var för sig, för att slutligen undersöka samma filmsekvens som helhet då ljudet och bilden satts ihop igen.

Detta kommer generera en slutsats huruvida Private Banking-tjänsten medförnågon överavkastning, samtidigt som en modell kommer kunna skapas som visar ett eventuellt samband mellan avkastning och kontaktintensitet, vilket visar nödvändigheten med exklusivare sådana. Detta för att finna de eventuella gap som finns mellan kundens uppfattning och bankens tyngdpunkter.Metod: Vi har genomfört en kvalitativ undersökning i form av intervjuer med Private Banking- och Privatrådgivare på Swedbank AB. Därefter har en kvantitativ undersökning genomförts i form av enkäter till kunder som innehar Swedbanks rådgivningstjänster.

The aim of this paper is to examine the youth library PUNKTmedis' work methods to adapt itself to the youth. Improved communication with this user group is the starting point for the new work methods. We have chosen to view the increased cooperation between the library and the youth as an adjustment to market demands. We have noticed the possible existence of an antagonism between on the one hand the traditional role of the public library of adult education and on the other hand an adjustment to the market demands. Adult education and the adjustment to market demands is seen as contributing to the image of PUNKTmedis.

Mediation of fiction has always been one of the main tasks of the public library. The focus on information technology is often seen as a threat and competitor to this task. But technology can also offer new ways to mediate fiction, and the aim of this thesis is to examine how library websites and blogs can be used for this purpose. The research questions are:? What forms of fiction mediating material exist on library websites and blogs?? How is the fiction mediating material presented?? Are there any differences between the fiction mediating working methods on websites and blogs compared with those in physical libraries?The thesis is based on a qualitative content analysis of eight Swedish public library websites and three blogs, and on a theoretical frame work including literature and research on mediation of fiction, library websites and blogs, web design and usability.
