Describe lÀnsstyrelsenŽs supervision of private compulsory care-institutions (HVB-hem)? How does the officials at the three chosen county administrative boards find about the responsibilityTo answer the questions of this bachelor thesis I have chosen to apply qualitative methods, by interviewing five supervisory authorities from lÀnsstyrelsen, in three different county administrative boards in Sweden. The findings of the study show that officials sometimes find it hard to know the exact meaning and differences between accountability and to be accountable. It also shows that they tend to think that the relationship between lÀnsstyrelsen and the private compulsory care institutions is complicated. Because the officials have two part relationships, they have on the one hand a consultative role and on the other hand the supervising role. Keywords: LÀnsstyrelsen, Hem för vÄrd eller boende (HVB-hem), Ansvar, AnsvarsutkrÀvande, SocialtjÀnstlagen.

Den offentliga upphandlingen implementeringsproblem.

This thesis is a cultural theoretical case study of the art project (O)önskad samhÀllsförbÀttring.Via an analysis of the project, that is based on theories of power, resistance and contemporaryurban development, it examines the construction of urban space, its impact on public art including the ability of art to initiate evolvement of the urban public space. The last decades art has plaid an important role in what is called the creative city; to become attractive nodal points of the global economy, larger cities increasingly invest in art, culture and creative industry. Simultaneously the urban public space is limited to activitiesand expressions of art that are presumed to create economic growth. This introduces animpression of what is allowed and what is not allowed, possible and not possible, wished andnot wished which, as a consequence, evolves the public space. The events during the artproject and the reactions that followed enlightened these limitations. This tells a story, not only about the structuring process of the local urban space, but also important changes that are created as a simultaneous effect at different levels in society, as well locally as globally.

This change is concentrated to a few metropolitan areas one of them being Dar es Salaam, the largest city of Tanzania. Since the 1960s Dar es Salaam has grown from being a relatively small coastal city of approximately 300 000 people to become a bustling urban centre of four million inhabitants. This development has had a major impact on the city structure, which in turn has affected people?s welfare and the surrounding environment. One such consequence is the detrimental loss of urban vegetation and open areas in the city.
