The essay's aim is to explain how responsibility distribution between private and public bodies, primarily within three important service areas, can be visualised in light of the fact that they have experienced different forms of readjustment. We have chosen to study this by looking at the restoration work taking place after the hurricane Gudrun swept across southern Sweden on January 8-9, 2005; and we have chosen to concentrate on the service areas of electricity- and telephone supply, and public transport. The responsibility distribution has been depicted by carrying out qualitative interviews with employees within both private and public bodies included in the restoration work. The conclusion produced is that there were obscurities in the formal responsibility distribution between private and public actors taking place in conjunction with the hurricane restoration work.In a deeper analysis, the result can be explained by a ?several hands? problem arising since the number of actors has increased as the public sphere has adopted leadership forms influenced by the private business sector.

This essay deals with the social services cooperation with the private sector relating to foster care. The aim was to examine whether and what the causes may be that the social service transfer tasks of authority to private actors. Furthermore, we have examined and discussed if such a working procedure can lead to consequences for the individual child and how / if the children's legal security is affected. Survey methodology is qualitative in nature where we conducted semi-structured interviews with three persons who work in different ways to be involved in work with a foster family. We have also made use of questionnaires sent to social workers around the country.The result has been interpreted on the basis inter alia, legal texts, legislative history, and two theories which have their origin in organization theory.

AbstractSince the Act Regarding Support and Service to Certain Functionally Handicapped Persons (LSS) were introduced in 1994, social care and service have increased inSweden(SFS 1993:387). The implementation of the act has caused many changes and also progress within the social care system. One main change is the division between public (provided by the municipalities) and private care providers. This division has led to many questions about how leadership is organized within different public and private organizations.The purpose of this study is to investigate differences between leader?s experiences of their role and working conditions within private and public assistance care for disabled.

The regime theory is the dominant paradigm in the studies of urban politics in USA. It provides a set of concepts to analyse the change from government to governance in the American local politics. The regime theory postulates that governing power in local government tends to be highly fragmented. The private sector has with its control of economic resources a major influence in shaping governing decisions. In this essay I study the regime theory in a Swedish context to investigate if the theory is pertinent when studying of Swedish local governance.

The aim of this thesis is to explore possible differences between public and private companies? way to manage projects. In order to analyze the managerial aspects, we have studied the project of a new payment system implemented at the public-transport organization Upplands Lokaltrafik (UL). The project enables mobile payment by text message (SMS). Most theory concerning the management of projects is developed for private companies.

The aim of our study has been to come to an understanding of how the executive officials within the care of the elderly experience the cooperation with relatives to elderly people who is in need and apply for public home help according to the law of social services. Our expectation of this study is that we gain an increased insight how they as executive officials manage this cooperation situations. The method we used in this study has a qualitative research approach. This design was chosen as the most appropriate approached to illuminate and exploring the experience of the executive officials. Nine executive officials has described their experience in this matter in an interview were we both participate.

Since the 1980s, the management philosophy New Public Management has resulted in major changes in the public administration system in several countries, especially in the West. A market oriented approach and an increased focus on performance measurement are ideals that are salient in these changes. The aim of this bachelor thesis is to examine the management philosophy?s influence on international relations through a critical analysis of some of its ideals in the management of international development cooperation, where effectiveness, quality, and results have been new dominant concepts. Through a qualitative content analysis of a Swedish Communication from 2014 ? the Aid Policy Framework ? and a debate in the Swedish parliament where this Communication was discussed, different themes that reflect the strategy of so called results based management in Sweden are identified.

The Swedish geographer Gerd Enequist (1903-1989) left behind great amounts of private and work material when she passed away. This is an empiric, qualitative, case study of cooperation between two public organizations in Ystad, Sweden (Försäkringskassan and Ystad kommun). The aim of the study is to illuminate why they cooperate and what happen with the idea to cooperate and the organizations when they do. The theoretical tools used are influenced by institutional theory. A translationmodel is used to illustrate what the local actors do with the idea when a decision is made to adopt it and how it affects the actors. The study suggests that the cooperation in Ystad called One Stop Shop is partly done because it's a popular way of organizing public organizations in Sweden and partly because försäkringskassan, aim to upgrade their organization identity.

In that context, the purpose of the thesis is to investigate how Public Private Partnership (PPP) on Corporate Social Responsibility (CSR) may influence the changing role of the state. The thesis is informed by Critical Discourse Analysis. In order to investigate the social constructions of reality, the thesis is a critical study of language related to ?Globalt Ansvar: Swedish Partnership for Global Responsibility? to identify through what discourses Collaboration on Corporate Social Responsibility is produced; and the implications in relation to Public Private Partnership.

The aim of this thesis is to analyze and explain the similarities and differences in management control between a private and a public primary care company. A comparative case study was developed based on one public and one private primary care company in Stockholm County Council. The framework of Otley (1999) was used to define and limit the area of management control systems, according to his five factors. For the analysis of the empirical results Hood's (1995) seven doctrines of New Public Management was applied, and customized to fit the purpose of the study. The results indicate that the differences between the two organizations are very limited.

The purpose of this essay is to examine how officials within the Swedish public libraryorganisation view the IT-development, how the IT-development progresses within theorganisation and if there is a need for a national IT-strategy for the public libraries in Sweden.Four unorganized interviews with officials within the regional- and county libraryorganisation and one within the national organisation where conducted. This study is aqualitative examination where the phenomenographic approach has been used as inspirationfor the analytic model. The analytic result has been compared to the system theory of how anoptimal system should be constructed to perform in an optimal way and to be able to producegood results. The results of this study show a wish for a better national cooperation regardingthe IT-development for the Swedish public libraries. The aim of this master?s study is to examine the function of the public library in the local community at present. I have searched for the answers to the following questions: Which position has the public library in the local cultural policy? What characterizes each library and which are the priorities? What is the local profile of the public library? What cooperation partners does the public library have and what do they mean to the library? Does the public library intensify the local community in any way? To answer this, I have made three qualitative case studies. Interviews and collection of documents were carried out in three different communities.

The aim of this two years master's thesis is to examine public librarians? views of their pedagogical role towards school children, and to illustrate the relationship between public libraries and schools as a background for the role of the public librarians. The theoretical framework is Carol Cullier Kuhlthau?s theory of the roles of librarians as mediators in reference work (Levels of Mediation) and in education (Levels of Education). The main question of the study is: How do public librarians view their pedagogical role towards elementary school pupils and high school students? Related questions regarding the use of the public library for school purposes, the communication and cooperation between the public library and the schools, the difference between public libraries and school libraries and the librarians? view of pedagogical work are also made.The method used is qualitative interviews.

Stress is commonly found in society today. This paper aims to examine how work performance, cooperation and team spirit are maintained in demanding work environments. By studying two departments in a public hospital that practises addiction care, our findings suggest the following: If the experienced stress is mainly connected to challenge stressors, it has a positive effect on work performance. By organising work through mechanistic and organic structure, the handling of qualitative and quantitative stress is facilitated. As a consequence, first and foremost cooperation can be maintained, but also work performance and team spirit.
