The public sector in Sweden outsources its core business to a very large extent, whileinsisting on running its IT operations internally in a traditional way. IT as a service ingeneral and cloud computing in particular has become incredibly popular in recentyears, offering cost efficiency and greater ability for the business to concentrate on itscore activities, which is why it should be a promising alternative to the traditional wayof running IT internally. To achieve an understanding of why IT as a service has yetto take off in the public sector, a study of its use of IT/IS, what the effect of IT as aservice is, and the opportunities and challenges that cloud computing represents, isnecessary.The study, which was conducted using a qualitative hermeneutic approach, was initiatedby a literature review, followed by six in-depth interviews with five respondents,all of which hold many years of experience in the area. The outcome of the interviewsindicated that IT as a service should represent a promising and feasible way of reachinghigher levels of cost control, and a greater focus on core activities. Furthermore,the results indicated that Swedish legislation along with a high level of businesscomplexitymight be reasons for the low amount of IT as a service in the public sector.Through careful analysis and examination of the business? current situation, as well ascomprehensive knowledge of Swedish legislation with regards to the implications ofLagen om offentlig upphandling, the public sector can avoid IT as a service becomingmore expensive and more complicated than necessary, and achieve cost efficiencyalong with a greater focus on its core activities through it.Future research could examine the possibility of a framework for the integration ofcloud services within the public sector?s IT/IS environment, and whether there is aspecific size of a cloud implementation at which it?s more cost efficient to go withtraditional IT operations..

The subject for this Master's thesis is the mission of the public library concerning target group everybody. Control documents, traditions, norms and trends influence how this is interpreted and how the library's service is being formed. The often very abstract terms used to describe the public library's mission makes it open for different interpretations. We are of the opinion that the public library's service should be formed to reflect the needs, interests, and priorities of the community it services, in order to be more attractive and useful.The aim of our study is to examine how the public librarians define and adjust to the mission to satisfy all citizens needs. Why do they choose to concentrate on certain target groups? And what does that show of how the public libraries reflect their communities? Our investigation includes examining six activities aimed at a certain target group and the six public libraries that carried these out.

In year 2000 the Swedish Public service television started a new series of programmes named Mediemagasinet. The purpose was to expose the work of journalism through the eyes of a journalist. The programme showed different types of tasks and problems that have to do with journalistic reporting. The form of Mediemagasinet wasn?t anything new but the content was presented as the very first of its kind.

The study examines medias impact on every day racism through Agenda Setting and Framing. Prior studies on the subject are either conducted from an American perspective, or are several years of age. In this study we highlight how todays media depicts our society and how it affects the concept of the world on an individual level. The study is a content analysis of the case study on the news stories ?The hunt for the unregistered immigrants?, which have been analyzed through critical discourse analysis.

Sveriges Television kallar sig en TV i allmänhetens tjänst och har en erkänd roll som viktig aktör i den svenska demokratin. I sin roll som Public service-företag har SVT en mängd uppgifter att fylla genom sitt programutbud. Public service uppgifter som alla tillsammans skall främja ett demokratiskt samhälle. I takt med att medielandskapet och samhället har förändrats så står SVT:s ar-bete med dessa uppgifter och mål inför nya utmaningar. Vi har i denna upp-sats anammat teorin om att TV-utbudet för Public service idag börjat efterlikna de mer nöjesanpassade TV-kanalerna i fråga om programutbud.

The purpose of this study is to investigate how public libraries in Norrbotten provide multilingual media and how the commitment is legitimized. In January 2014 there was a change to the guidelines for the International Library?s service for providing multilingual media. The responsibility for the provision of this service was also changed. The result shows there has been different ways of implementing the guidelines in practice; this has led to inequalities in the local library service.We have assembled data through qualitative interviews with five different public libraries in the north of Sweden.

The essay's aim is to explain how responsibility distribution between private and public bodies, primarily within three important service areas, can be visualised in light of the fact that they have experienced different forms of readjustment. We have chosen to study this by looking at the restoration work taking place after the hurricane Gudrun swept across southern Sweden on January 8-9, 2005; and we have chosen to concentrate on the service areas of electricity- and telephone supply, and public transport. The responsibility distribution has been depicted by carrying out qualitative interviews with employees within both private and public bodies included in the restoration work. The conclusion produced is that there were obscurities in the formal responsibility distribution between private and public actors taking place in conjunction with the hurricane restoration work.In a deeper analysis, the result can be explained by a ?several hands? problem arising since the number of actors has increased as the public sphere has adopted leadership forms influenced by the private business sector.

The purpose of this study was to describe and analyze youth community service in the Kalmar municipality. Our focus was on juvenile offenders and predecessor of public authorities. The juvenile offenders in our study have completed youth community service. A qualitative study was undertaken which include seven interviews. Our empirical data were compared and analyzed with previous research data.

A tough working climate and the lack of extrinsic motivation at workplaces within health care raise the question of what instead drives employees within this industry. A possible answer to this is Public service Motivation (PSM) - a type of motivation that is based on the desire to do good for society and its individuals. In order to investigate this further we have performed a qualitative study consisting of ten interviews with people working with institutional care, where the purpose has been to identify the sources of motivation and determine the impact of PSM. The results show that the compassion dimension of PSM appears to be one of the most salient motivational factors. While the rest of the PSM dimensions fail to explain the level of motivation to the same extent as compassion, other factors are recognized, such as relatedness and aspects of the nature of the work itself.

The aim with this Master's thesis is to study the debate that takes place in the local community when a public library branch is threatened by closedown through the local newspapers. Through this it is our aim to understand why the debate takes place, and why so many people gets concerned with it. By relating this debate to contemporary research of library- and information science, and the discussion in three major Swedish library journals, we have found the answers to these questions. By studying the debate, we found six subjects that where essential for this study. These were Politics and economics, Urban and rural districts, Democracy and accessibility, The service of the library, The meeting place and To replace a closed down library.

The subject of this thesis is to ascertain the task of the public library in Swedish society today according to the employer, that is the State and the municipalities, and according to the public library itself. The thesis also tries to establish as to what extent these different actors share the same view of the task. To this purpose I have studied the library law, the target reports of municipal authorities and public libraries, and made interviews with public library representatives during the autumn of 2001. The particular consideration of this paper is whether the task is being described in active, culture making terms or in passive, service functionary terms. Initially, I describe the task according to the library law.

The purpose of this master thesis is to use marketing theory on the library?s activities. The marketing theory used is the 4Ps; product, price, promotion and place, as it's presented by Philip Kotler. Because the library can be seen as a service oriented organization Christian Gronroos theory of marketing in the service industry also has been used. A case study of the public library in Broby was made to illustrate how the public libraries? activities can appear in the light of marketing theory.

No one believes in Åkesson - a comparative study on the evening press and the publicservice reporting on the Swedish Democrats before the 2014 election.The purpose of this essay was to study how Aftonbladet and Ekot reports about the SwedishDemocrats before the election 2014, as well as comparing the two medias and reasoningabout their agendas towards the party. The tabloid, Aftonbladet, is one of the biggestnewspapers in Sweden, which depends on counter sales and commercials. Ekot, which is apart of Public service, is state-funded and regulated by certain guidelines. Using aquantitative method we studied 80 articles, and through a qualitative method, six of thearticles were analyzed to reach a deeper understanding. The theories primary used in thisstudy were agenda-setting and framing, to stress the power of media.

Mitt examensarbete behandlar frågeställningen om hur synen på ett bra barnprogram skiljer sig åt hos Public service kanalerna, TV4 och övriga kommersiella kanaler? Detta berör också frågor om vem som egentligen avgör vad som är bra barnprogram; är det producenterna eller mottagarna? Jag har valt den här frågeställningen där för att jag har en nyfikenhet på och ett intresse av hur barnprogrammen skiljer sig mellan kanalerna och hur de kommer att se ut i framtiden.Public service syftar till att ge allmänheten en särskild sorts berikande programutbud inom radio- eller teveverksamhet. Termen Public service har flera olika betydelser; Ofta används den för att beteckna de företag som finansieras av någon slags tv-avgift, har ingen eller begränsad reklam och/eller är statligt ägda/kontrollerade.  Det är idag ett turbulent läge för Public service och trycket från de kommersiella kanalerna har sannolikt en inverkan på programverksamheten. Under arbetets gång har det slagit mig vilken stor inverkan producenter och inköpare har på begreppet ?bra? underhållning. Jag har tittat på befintliga barnprogram och gjort en semiotisk analys av dem.

The aim of this thesis is to investigate the reason behind thedecision to open libraries at subway stations in Stockholm.The theoretical framework for the study is Douglas Raber´s threeideologies, social activism, conservative response and populistinitiative. The study includes interviews with librarians and apolitician responsible for the service and documents with plansfor the Public Libraries development during the period. Theempirical material was examined with an idea- and ideologicalanalysis.The conclusion is that the concept of the subway libraries consistsof a combination of the three ideologies but the most evidentare those of populist initiative and social activism.The reason for opening libraries at subway stations is to makethe libraries more easily accessible, to attract new visitors and tomake the Public Libraries service more visible. These smalllibraries have a function as a market place for the Public Librariesand as a meeting place in the city..
