The first aim of this study is to examine what the differences are between the Classic directive (directive 2004/18/EC of the European Parliament and of the Council of 31 March 2004 on the coordination of procedures for the award of public works contracts, public supply contracts and public service contracts) and the Revised Classic directive (directive 2014/24/EU of the European Parliament and of the council of 26 February 2014 on public procurement and repealing Directive 2004/18/EC) when it comes to social considerations in public procurement. The second aim is to examine if the revision of the directive has solved the prior existing problems regarding social considerations in public procurement. In this paper a traditional European legal method is used. The examinations show a number of things, including the Revised Classic directive involving codification of case law, references to other sources of law and some clarified rules as well as new provisions. The regulations regarding reserved contracts, technical specifications, and selection criterion are satisfied in the Revised Classic directive.

The purpose of this paper is to analyze the driving forces and barriers which may exist at the implementation of green supply chain management (GSCM) within public organizations. Suggestions that may increase or reduce driving forces and barriers to public activities will also be provided, where such is found. The background of the study is that the public sector is such a major customer for many companies / providers, which makes the sector able to highly affect its suppliers. This essay is based on literature studies. The results showed that GSCM is a relatively unexplored area, especially applied on the public sector.

This thesis is about the public library of Ulricehamn and the cultural activities at the library during the period from 1960 to 1998. We have focused on the study of the cultural activities. It begins with the foundation of the library of Ulricehamn and a historical background to it. It follows with the definitions of the public library and a historical background to the public library in Sweden. Then we present the goal of the public library in general and the goal of Ulricehamn's city library.

Welfare is every person's right. To create conditions for a good welfare it requires coordinated strategic interventions at national and local level. Efforts must be politically supported to be able to strengthen public health. Local welfare management is a measure used to control and monitor public health. The purpose of this study was to investigate local actors perceptions of collaboration in strategic public health efforts with local welfare management in a municipality in central Sweden.

The purpose of this thesis is to investigate how Digital Signage systems such as public info kiosks can be designed to better fulfill its main use; to enlighten, encourage and influence the public with information. The challenges presented from earlier studies shows that the public interests and goals, together with proper and relevant content displayed in info kiosks have impact on the attention the public have towards public displays. Qualitative methods such as interviews, usability testing and observations were conducted to further examine how a public info kiosk can be designed to draw attention and grow interest amongst students at K3, Malmo University. Usability testing were used on the digital prototypes that were developed to ensure that the gestural user interface meet the requirements of a proper interaction from the users. Important insights were made concerning; the attention and interest to relevant content, the aspects of the gestural user interface along with the placement of the info kiosk in terms of context.

The purpose of this legal dogmatic Bachelor Thesis is to define the legal definition of ?a rescue service? and illustrate the division of responsibilities between national authorities and the municipalities with regards to the execution of emergency response operations.?A rescue service? means the emergency response actions that national and municipal authorities are legally obliged to provide to prevent or minimise injury to people and damage to property or the environment when emergencies occur or seem imminent. In the following cases a national authority is responsible for providing the requisite rescue service:1. The aim of this Master's thesis is to understand public library users' perceptions of librarians' attitudes to users and professional knowledge. The purpose was also to investigate the relative importance to the user of pleasant or a knowledgeable librarian. As a theoretical framework we use theory from business economy where the experience of the user is in focus. Answers were sought to the following questions: How do users perceive librarians attitudes to users? How do users perceive librarians professional knowledge? How do users want to be treated by public librarians? What kind of knowledge should public librarians have, according to users? We interviewed twelve students in university education that are users of public libraries.

The main purpose of this Master thesis is to illuminate the understanding of local politicians regarding the public libraries and the librarians. We argue that the local politicians´ opinions regarding public libraries and librarians influence the way they act and react in their roles as politicians.In order to achieve the aim of this thesis we focused on following questions:What are the opinions of the politicians:- regarding themselves in relation to the public library?- concerning public libraries in general and its functions especially in the municipalities of their own?- concerning the librarians and their work in a public function?What are the conclusions to be drawn regarding the politicians´ interest and commitment to public libraries in the politic daily-life of the municipalities? Our empiric material consists of qualitative interviews with six politicians elected in two municipalities in the interior of Västerbotten, a northern sparsely populated district. In order to distinguish the various opinions that emerge from the material, we apply a phenomenographic approach. The analysis result we present in three conceivable categories in order to express the different opinions.In general our study points at a positive and favourable attitude to the public library, and all the respondents assume that the municipality ought to offer this service.

The purpose of this master's thesis is to describe the expansion of Sundbyberg public library during the decade 1954 to 1964. Our focus of interest is the library?s concentration on public relations in 1954.During the experimental year 1954 a public relations librarian, Bianca Bianchini, was employed. Her task was to introduce thelibrary to the citizens of Sundyberg who were not already using it. As a background to this concentration on public relations we also describe the early development of the public library in Sundbyberg.

The authors of this thesis have studied the handling of personal information in various kinds of organizations, because the perception is that the knowledge in this area is weak relative to the weight of the subject.The purpose of this paper has been partly to shed light on how knowledge of this area in the organizations that we have visited during the study but also to answer questions about handling, knowledge and security, and identification of individuals in different systems. What kind of problems the processing of these data creates and why these problems occur.In the beginning of our study we understood the importance of using the correct identifier and therefore chose also to examine what the various identifiers used by the organizations and why they chose these particular identifiers.In the qualitative analysis, Datainspektionen´s general rules and advice has been used as a basis together with the laws applicable to the organizations to get a good picture of how management of personal information is in these organizations.What we have found in this paper is that knowledge about how personal data is handled and what laws and rules are saying is very much dependent on how central the information is to these organization's activities. The police use so many different types of records for their organization to function well and they have very good knowledge of laws and regulations. In contrast, schools that do not handle as much of personal data themselves nor have the same knowledge among staff and do not have enough resources to cope with keeping the same knowledge base as the police. The thesis is a case study that deals with public space based on how people use them. Public spaces are an important part of our city life and everyday life. Quality public spaces and places are due to its design and use, which are the primary aspects of this study. Hässleholm has been the location for the case study inventory items. Five different methods have been the basis for the study, and through them it has been possible to study what makes a room usable and unusable and what criteria is necessary for people to want to stay in the public rooms.

As the way of communicating and accessing information has changed radically over thepast decade so has the way the public libraries operate to reach the citizens. In thesetimes the demands of what a public library should be and offer the visitors havechanged. One should have the option to access the digital public library at any givenhour of the day, from anywhere in the world and at least have the same possibilities ofinformation as the visitors at the non-digital, "real" library.In this Master's thesis we will analyze and discuss the condition of the Swedish digitalpublic library of today, 2006, and the forward thinking work with the issues ofdevelopment in this matter. In order to do this we set out to examine the attitudetowards the public digital library among the staff at a small number of Swedish publiclibraries and their supporting institution, the county library. Moreover, the attitudesdefined have been compared to the actual status of the services and medias at the publiclibrary websites.In conclusion, we have detected a certain standardization of what the digital publiclibrary consists of today.
