The group of elderly people in Sweden will increase significantly in the future and science point out that the future elderly people will not accept today?s standards and offers of assistance in today?s public elderly care. Therefore public elderly care stands before a significant challenge in terms of development that has to be sustainable. New research also points out that middle managers can be a great strategic resource, and a founder of success, in the challenge of sustainable development. The aim of the report was to increase the knowledge about what middle managers in public elderly care think sustainable development has to embrace, when it comes to quality and personnel administration, in order to meet the needs of the future elderly people.

Our study is focused on how the public sector can collaborate with the private sector on a certain issue. The public sector wanted to create a project to increase bicycling in the municipality of Kalmar. Our problem was to develop a sustainable way to collaborate between the two parties. We managed to present a suggestion on how the public sector with communication could improve their Public Relations with the private sector and therefore letting the parties benefit from their differences, thus making it possible to release synergy.Using semi-structured interviews and a workshop, we could clarify the values and attitudes of the parties to bring forth the core values to develop a shared vision. Where the identified differences were found, we used a dialog strategy based on intercultural conflict management as a communication tool.

Den kommunala förvaltningen har sedan 80-talet undergått flera stora förändringar, flera för att anpassa den kommunala verksamheten till konkurrenskraftiga enheter som arbetar efter samma premisser som den privata sektorn. Ekonomismen eller new Public management har slagit igenom i de flesta förvaltningsgrenar, det är bara en fråga om grad. Implementeringen visar sig oftast genom omvandlingen till resultatenheter med arbetsdelsfinansiering. Moroten för en god finansiering blir att locka nya brukare som för med sig sin arbetsdelsfinansiering, exempelvis skolpengen. Detta bidrar till att förvaltningar prioriterar fördelningen av resurser inom sitt verksamhetsområde så att de inom systemet för finansiering får bäst verkan.

The aim of this study was to increase the knowledge about if and how the National Value System?s goal of a life with dignity for the elderly pervades the work in home care organisations. The study was based on a qualitative research method and was conducted through interviews with professional care givers in home care organisations, there were five individual interviews and one pair interview. The background for this study was the National Value System for the eldercare that was introduced in 2011. The theory of New Public management and the concept of Rationality of Caring were used to analyse the result.

An Interoperable Fare Management system for public transport has been a struggle for the actors in industry of public transport. A lot of effort has been put into creating a smart card solution that enables the travellers to use the same card for paying and holding the ticket regardless geographical position in Sweden. That project has failed, mostly due to a lack of taking non-technical actors and aspects into consideration during the project process. This thesis highlights the major actors and their responsibilities. The ARKTRANS framework is used as analytical tool to identify different roles. Throughout the thesis a sociotechnical perspective is used. The developed method in this thesis is suitable for mapping of actors and responsibilities in a network surrounding a complex technical system.

This essay is focused on the questions of and responsibility for where, when, how and why communication and meetings through archaeology should take place. I have critically studied Swedish public archaeology through three diverse archaeological excava­tions, one took place in the end of the 1980s, and two others in 2012.I have asked for under what circum­stances and with which goals the public efforts become possible. I have inter­viewed leaders for the archaeological excavations and/or the public efforts and questi­o­ned how and why they reached out to the public. I also searched for results and effects in order to problematize and value the public activities.Through interpretation of the resear­ched material it becomes clear that economic issues as well as archaeo­logists interests and engagements are of vital importance for public archaeology. Håller den offentliga sektorn på att förändras i en mer ekonomistisk riktning? Har new Public management tagit över den offentliga verksamheten? Håller de offentliga värdena på att försvinna från dagordningen? Det är frågor som vi i vår uppsats söker svar på. Vårt studieobjekt är kvalitetsmässan, ett forum för debatt kring den offentliga sektorns verksamhet. Genom en kritisk diskursanalys undersöker vi hur debatten ser ut, vilka diskurser som finns representerade samt hur detta kan kopplas till större samhällstrender. Det vi har funnit är att mässan präglas av en effektivitetsdiskurs hämtad från new Public management men att även mer traditionella offentliga värden tas upp.

The aim of this one-year master thesis in archival science was to examine how municipalities take regulations concerning public records into account when they use Facebook. Another aim was to examine the involvement of archivists, registrars or similar staff in the management of the regulations. Since Swedish archival theory and practice has a close connection to the application of these regulations, such an examination was hopefully going to reveal tendencies of importance for archival science. The method used to collect information was a web questionnaire and the result was based on answers from 21 municipalities with an official Facebook page. The questionnaire showed that six of the municipalities regarded documents originating from their Facebook page as public records.

Syftet med denna studie är att undersöka diskurser inom det sociala välfärdsarbetet utifrån ideologiskt politiska aspekter. Studien grundar sig på artiklar och publikationer från ideologiskt förankrade tidskrifter och organisationer. I arbetet har vi inspirerats av Faircloughs (2003) kritiska diskursanalys, då den inte enbart fokuserar på diskurs utan även strukturerna som påverkar den. I studien kan vi se hur liberala och socialistiska ideal är dominerande inom välfärdsdebatten. Dessa har kommit att bilda två olika diskurser som konkurrerar med varandra om att bli dominerande gällande hur välfärden ska bedrivas.

This study aims to examine how performance management is compatible with the operations at Sida, Sweden?s International Development Cooperation Agency, by performing interviews with representatives from Sida. The public sector is facing increased demands on accounting, which has emerged as an institutionalized social norm in society. The nature of Sida?s operations, however, proves to be highly complex, rendering results based management difficult to implement.

The increasing public concern regarding the government?s priorities in spending public resources puts pressure on public organisations to address quality issues in their practice. In United Kingdom both BRTF (Better Regulation Task Force) (BIS, 2005b) and the Hampton report (BIS, 2005a) highlighted management and quality problems in public organisations in UK. These reports revealed obstacles within institutions? intent to offer recommendations and appropriate solutions for agencies working with legal enforcement and control.

A general topic underlying this master thesis is how the public library is being transformed through the subversion and re-articualtion of meaning according to different discourses. The aim of the study can be divided in to levels of analysis. At the first level, the aim is to investigate how categories such as users, needs and vision are articulated in a specific case ?the visionary project Garaget in Malmö, a project which in part include a public library inspired by Idea Store. The next level of analysis sets out to explore how the case of Garaget is related to a totalizing discursive struggle over meaning within the element the public library.

In the late 20th century there has been some changes in the public sector. These changes are described as New Public management. When ideas from the private market is transferred to the public sector, for example to regard citizens as cus-tomer. Central in this paper is the use of term customer in the Swedish public sec-tor. There are two questions in the paper; which possibilities has a disappointed customer to effect the public sector, and what may happen with democracy, the common good, when the citizen becomes a customer?To answer the questions I study two different cases, Svedala kommun and the tax department, Skatteverket.

On-call work has increased substantially in the past 20 years in Sweden, not least in the public sector and most notably in health and social care. This thesis argues that the increase has considerable influence on the prospects of on-call workers in the public services to act as guardians of democracy. Based on theories of Lennart Lundquist, the results of this study show that on-call workers suffers from inferior opportunities to act as democratic guardians in particularly two matters. First; they have fewer prospects than standard employees of professionalism due to lack of education and capacitation. Second; on-call workers have inferior opportunities to protest against wrongs, due to no real formalized possibilities to inform and due to transactional psychological contracts.

There is a need for examining the accessibility of public web sites and for several reasons. First, public organizations possess considerable amounts information of interest to its citizens and which ought to be easily accessible. Secondly, international and national guidelines for web publishing support the different types of requirements experienced by web users and, in particular, with regard to accessibility for people with disabilities. The thesis examines the design of public web sites from two different aspects. Web sites can be built up and structured from the management view of the public organization, or, they can be constructed with a view to user needs and requirements.
