The purpose of this study was to analyse the concept of empowerment and its meaning in the political document "En Förnyad Folkhälsopolitik" from the present Swedish government, containing guidelines and politics in the area of public health. The underlying question was if it could be considered as representative for some kind of general "empowerment approach" since the concept is central to the very definition of social work by the International Federation of Social Workers IFSW and International Association of Schools of Social Work (IASSW).By comparing its definition and consequences in the document with a historical review of different contexts of empowerment the conclusion was made that such a common approach doesn´t exist at all. The meaning of empowerment in the central document showed some similarities with the "northamerican" version of the concept represented by the social scientist Charles Murray, which is just one of the political meanings of empowerment. Alternative ways of understanding the concept was also presented such as being a tool of a constant conflict between central political principles or as a fashionable but not important word. Another alternative was to consider it a means of power through witch different political discourses tries to dominate the world..

As an effect of increased living standards and improved health care, life expectancy has risen in many parts of the world. At the same time, welfare diseases such as diabetes and obesity increases. As the number of elderly and long-term sick rises, so will the medical care needs. E-health applications are often presented as a way to meet future medical and doing so within the scope of existing resources. Today there are evidence of how arts can contribute to health development and of the connections between arts, health, treating and rehabilitating measures. To be able to meet the future challenges there is a need for new methods, perspectives and views about how to stay healthy, enjoy our existence and for wellbeing. Health care has an important role in rehabilitation through the broad contact with the population. The background of the essay is the pilot project Arts on Prescription that was carried out in order to try a new way of rehabilitation with arts as a factor.

On the first of January 2012, a new public authority was formed in Värmland, due to a new legislation on public transport. The first task for the new public authority was to produce a plan for the development of public transport. In order to do so, it had to execute an extensive consultation process about the long-term goals of public transport. The purpose of the thesis is to investigate how a public authority can use a consultation process as a means to clarify accountability and produce unified goals. To answer that, I have done a case study about how the new regional public authority in Värmland for public transport has acted in the process of writing a plan for the development of public transport.

We studied the understanding of public librarians of the required qualifications for a public librarian, what these qualifications embody and how they should be used, and if there are any differences between geographic regions. We also compared our results to the Library Code, which describes the responsibilities of the public libraries. To complete our study, we interviewed fourteen public librarians at eight different public libraries located in both urban and rural areas in Sweden. Our results showed that even though the qualifications specified by the Library Code were identical, they were emphasized and used differently by the public libraries included in our study. This illustrates that the public libraries prioritize and focus differently on the various aspects of the Library Code.

This paper deals with the use of Internet at Swedish public libraries. The author asks whether public libraries should or should not limit access to information available on the Internet. Starting from the American discussion, concerning Internet at public libraries, the author shows the Swedish attitudes. The paper demonstrates that many Swedish public libraries have adopted rules forbidding retrieval of certain kinds of information, such as hard-core pornography and racist propaganda. The persons in charge of such actions claim that public libraries should provide high-quality educational literature and should not spread mass-produced, provocative information.
