The first aim of this study is to examine what the differences are between the Classic directive (directive 2004/18/EC of the European Parliament and of the Council of 31 March 2004 on the coordination of procedures for the award of public works contracts, public supply contracts and public service contracts) and the Revised Classic directive (directive 2014/24/EU of the European Parliament and of the council of 26 February 2014 on public procurement and repealing Directive 2004/18/EC) when it comes to social considerations in public procurement. The second aim is to examine if the revision of the directive has solved the prior existing problems regarding social considerations in public procurement. In this paper a traditional European legal method is used. The examinations show a number of things, including the Revised Classic directive involving codification of case law, references to other sources of law and some clarified rules as well as new provisions. The regulations regarding reserved contracts, technical specifications, and selection criterion are satisfied in the Revised Classic directive.

Det har under senare år flitigt debatterats om Public Service vara eller inte vara. Vissa hävdar att Public Service är en föråldrad kvarleva av monopoltiden som borde avvecklas och att TV-utbudet ändå skulle hålla en hög kvalitet. Andra däremot menar att Public Service idag är ?viktigare än någonsin?. Social exclusion is a problem in today?s society that we feel public libraries can help resolve since they are based on the idea of equality and openness. The purpose of this essay is to examine how public librarians think and reason about the concept ?integration? as well as what role public libraries can play in immigrants? integration process. With Jose Alberto Diaz? theory on the integration process, and Marianne Andersson and Dorte Skot-Hansen?s model for analysis of the local library profile as theoretical framework, we analyzed the responses from two qualitative interviews in small groups of 2-3 librarians from two different public libraries.

The Swedish Institute is a public agency promoting Swedish interest, national image and confidence around the world. This work attempts to investigate how communication and a process over time influences and effects public diplomacy. The analytic discussion is based on a single case study research of this Institute representing ideas in the international science field of public diplomacy. The theoretical ideas of public diplomacy are placed in a theoretical perspective of social constructivism. The method is qualitative, with excerpts taken from interviews, literature, newspapers, articles, state public reports and social media.

This thesis researches the value creation process in Internet based subscription services in accordance with service dominant logic. The aim of the paper is to identify the characteristics of these services and to envisage the future of Internet based subscription services. The authors have utilized a qualitative method in their research which consists of personal interviews as well as a focus group. The main theoretical subjects that are discussed are value creation, customer participation and service dominant logic. The paper analyses the empirical findings by matching them with the theoretical framework.

Graphic design is an integrated part of the public spaces we move through in our daily lives. This thesis explores the emotional aspects of graphic design, with a focus on environmental graphics for the public space. The goal is to find ways in which the emotional aspects of a design solution can be varied without compromising the practical aspects, i.e. affect the conveyance of information. This goal is pursued through an analysis of historical and contemporary literature as well as by design practise.

When studying the voting behaviour of the Members of the European Parliament (MEPs) concerning the Services Directive within the EU, what patterns can be observed? With a starting point in previous findings about voting behaviour, this study analyses the results of the given Roll-call votes in the European Parliament in regards to the Services Directive. Here I focus on the division of votes within and between the member states and the parliamentary political groups; with the aim to identify patterns that might show clash of opinion concerning this issue. I found that ideology seems to play a role in the MEPs voting behaviour. Parties on the far left reach the highest level of cohesion and together with the party on the far right, they voted against the Directive, but due to different reasons.

The aim of this two years master's thesis is to examine public librarians? views of their pedagogical role towards school children, and to illustrate the relationship between public libraries and schools as a background for the role of the public librarians. The theoretical framework is Carol Cullier Kuhlthau?s theory of the roles of librarians as mediators in reference work (Levels of Mediation) and in education (Levels of Education). The main question of the study is: How do public librarians view their pedagogical role towards elementary school pupils and high school students? Related questions regarding the use of the public library for school purposes, the communication and cooperation between the public library and the schools, the difference between public libraries and school libraries and the librarians? view of pedagogical work are also made.The method used is qualitative interviews.

The use of insecure networks -such as the Internet- to send and receive information has made the need for preventing unauthorised people reading it yet more important. One of the easiest way to do this is through public key cryptography. However, the problem with this solution is how to tie a specific public key to a certain subject. This is solved by letting a trusted third party issue a certificate that holds, as a minimum, the name of the subject and the subject's public key along with the issuer's digital signature on the information. The rules we make for issuing, revoking and verifying of certificates and the entities that are being used to do so are called PKI - Public Key Infrastructure.

The web is a constantly growing medium that presumably plays an increasing role in public library reference services. In order to provide high quality reference service the librarians need to be able to master this medium. Therefore it is interesting to get an understanding of how librarians actually use the web. The aim of this Master s thesis is to investigate what web search tools are used by public librarians in reference service. Furthermore, the aim is to get an understanding of how the librarians think about those tools and what background factors influence their selection of tools.

Syfte: Att undersöka SVT Barnkanalens anställdas syn på public service och hur de anser att de tillämpar denna syn i sitt arbete.Metod: Kvalitativ innehållsanalys, intervjuer samt observation.Material: Innehållsanalys av åtta dokument om public service, intervjuer med sex anställda på SVT Barnkanalen samt en observation på SVT i Malmö.Resultat: Resultatet av denna studie visar att alla de sex personer som vi varit i kontakt med har sin egen syn på begreppet public service och vad detta innebär i praktiken. Beroende på vad respondenten har för yrkesroll på SVT anges olika definitioner på vad som är det mest centrala kärnvärdet inom public service-television. Kanalcheferna tycks ha en mer övergripande syn på vad public service-uppdraget innebär för dess organisationer. Producenter, inköpare och programledare tycks dock ha en mer branschorienterad syn på uppdraget och har själva plockat ut relevanta komponenter som passar deras yrkesroll. Vi anser att ingen syn på public service-uppdraget är helt fullständig, men adderar vi alla medarbetares tolkningar anser vi att hela public service-uppdraget representeras..

The comprehensive purpose of this Master of Science thesis is to examine which fleetmanagement services for engineering vehicles, ?Fleetech? preferablyought to develop inorder to reach a broad market and meet the demands of contractors.Scanty explained, fleet management is the management of a company's vehicle fleet and theservices can include a range of functions such as driver management and fuel management. Inshort the thesis encompasses four sections:1.Survey of the general contractor industry: The survey has been preformed toevaluate the potential size of the market for fleet management services in the generalcontractor industry.2.Needs analysis: The needs analysis aim was to define what contractors tasks andgoals are, and to determine what functions they want and need from a system.3.The use of CAN and the technical premises: The prerequisite for developing asophisticated and generic system is that vehicle data can be accessed from the CANbuss.The use of CAN standards in construction equipment has therefore beenexamined.4.Specification: An explicit set of requirements have been set to be satisfied by a fuelmanagement service, based on CAN standard protocol J1939.Important conclusions: The use of CAN protocol standards are extensive and the prerequisitesfor developing elementary and CAN based services good. This essay intends to provide an understanding of the developments in the right of public access and recreational activities in the forests of Sweden, and which factors and prerequisites that have affected this development. The forest and its history, along with recreational development has in many ways shaped today?s rights of public access, but there is also an age-old tradition of public access that has affected how we have used the forest, and that also has enabled the development of outdoor recreation. Many are unaware of this, which causes misunderstanding to appear around the rights of public access and how it is supposed to be used.The essay opens with historical descriptions of public access, the Swedish forest and outdoor recreation, to thereby provide a picture of how these three fields have influenced each other over the centuries. This is followed by a description of the current access rights and the problems associated with those, and a description of other countries' equivalent of the right of public access.

The background of this study stemmed from the notion that the majority of homeless women with substance abuse, most of all, wanted a secured place of their own to stay. Few involved professionals agreed and instead of perceiving housing as a human right the women were mostly offered various types of short-term social housing. The purpose of this study was thus to examine and analyze how professionals attached to the social services and public housing companies in Gothenburg explained that homeless women with substance abuse were excluded from accommodation on the open housing market. The qualitative approach included ten interviews with eleven professionals in Gothenburg. The theoretical framework consisted mainly of Bourdieu's analytical concepts of field, doxa as well as social, economic and cultural, alongside symbolic capital.
