Through certain exceptions in the Swedish regulation on credit agreements for consumers, a new form of instrument for credits has arisen on the national market. The instrument, which is most commonly known as easy credits and was first seen on the Swedish market for consumer credits in 2006, has developed to become part of a vast problem with excessive debt incursion. In order to counteract this development and to harmonise the internal market within the EU, directive 2008/48 EC on credit agreements for consumers was introduced in 2008. In Sweden, the implementation of the directive has led to a proposition for a new regulation on credit agreements for consumers (SFS 2009/10:242 Ny konsumentkreditlag) coming into effect on the 1 January 2011. The proposition puts up stricter rules on creditors granting consumer credits in their course of business, and revokes the former exemption on information and practices preliminary to the conclusion of the credit agreement for minor credits.

AbstractThe aim of this thesis is to analyse a proposition that was made by the Swedish liberal party in the election campaign in 2002. The proposition was part of an integration program and the main point was that to become a Swedish citizen you should do a test to prove your ability in Swedish. In this paper, I?ve been investigating the way that this proposition was presented and the reactions that it met among the Swedish people. In my work I have noticed that there are some specific arguments that were very powerful and which were the ones that attracted most people.

Syftet med föreliggande uppsats är att försöka skapa en förståelse för de regler som begränsar rätten att göra underskottsavdrag. Denna uppsats har begränsats till att behandla beloppsspärren och den föreslagna lagändring som regeringen presenterade i Proposition 2009/10:47. De frågor som föreliggande uppsats avser att besvara är:? Varför finns det regler som begränsar underskottsavdragsrätten?? Vad innebär en eventuell lagändring för handel med underskottsföretag?? Är den föreslagna lagändringen önskvärd i det svenska skattesystemet?Ett kapitel i uppsatsen behandlar handel med underskottsföretag där frågor som, varför det finns en marknad för handel med underskottsföretag och hur handel kan gå till i praktiken, besvaras. Vidare presenteras regeringens lagförslag vad gäller ändringar i beloppsspärren samt införandet av en ny paragraf i 40 kap.

The purpose of this study is to examine who were given the opportunity to express their opinions in the government proposition concerning the future of the school system ? particularly regarding the proposal that pupils do compulsory military service - submitted to the Swedish parliament 21 March 1941. Our focus is mainly on three parts of the proposition: the proposal to introduce shooting- and grenade practice for all pupils, the proposal to introduce an obligatory military leadership training course for teachers and the proposal to introduce an obligatory summer camp for all pupils.Using primarily a qualitative method we examine how different opinions and views are expressed in the statements and utterances responding to the pending proposition and who the responders are. We will attempt to clarify who were considered to be undisputed authorities and experts, and whose opinions, for that reason, carried a lot of weight in the decision making process, comparing them to the statements and utterances submitted on a voluntary basis by non-experts. And finally, to what extent the opinions in the statements and utterances were allowed to guide the propositional work.Results show that the statements and utterances were submitted by authorities, chapter, county administrative boards and religious, non-profit and political organizations as well as different types of schools, representatives from the Board of Education and elementary school boards not a part of county councils or other types of associations.

I denna uppsats görs ansatsen att, med hjälp av en kritisk diskursanalys och Norman Faircloughs tredimensionella modell, belysa eventuella skillnader och likheter mellan två olika typer av lärarutbildningar: Regeringens proposition 1999/2000:135 En förnyad lärarutbildning och Regeringens Proposition 2009/10:89 Bäst i klassen ? en ny lärarutbildning. Utifrån denna modell analyseras de passager från texterna, vars innehåll bär relevans till de skäl som står till grund för förändring av utbildningen, ur ett grammatisk och lingvistiskt perspektiv. I nästa steg belyses den diskursiva praktik som är framträdande i båda propositionerna. Det tredje och sista steget behandlar den sociala praktiken som analyseras utifrån ett fokusgruppssamtal som hölls mellan tre pedagoger som är verksamma på Högskolan i Halmstad.

Ever since, various states have been under threat by terrorist organizations around the world due to mainly participating in worldwide counter-terrorist interventions created by western alliances. In Sweden, amongst other countries, the state took security-precautions that would imply total control of information throughout the territorial borders. The assigned proposition was accepted by the Swedish parliament in June 18th 2008, after this date wild spread criticism was still in effect ever since the Swedish government first publicly announced the proposition in May 8th 2007. This study emphasizes on understanding why the Swedish government chose to present this proposition to parliament, in order to complete this task the study will present the motives and the alleged threats that were the core of the proposition and its value-maximizing goal of creating a new surface for Swedish homeland security.

This paper?s objective is to investigate whether Modigliani and Miller (MM) I & II proposition from 1958 with regard to capital structure, is still valid among public Swedish firms.We have chosen the 63 firms on the Stockholm Stock Exchange (OMX) that Affärsvärlden magazine?s general index (AFGX) has categorized as industrial firms. We based this selection on the assumption that these firms are relatively capital intense and have a clear focus on production and, therefore, mainly uses capital structure as a mean to finance their production and not as a means in itself.To be able to fully evaluate these firms we have calculated the current key ratios based each firm?s annual report. To make the figures comparable across the entire population we adjusted them to each firm?s turnover.The results we have reached concur with MM?s proposition I regarding capital structures independence of the firm value.

I uppsatsen undersöks om förändringarna som gjordes i och med proposition 2006:07/15 innebar ett närmande eller frångående av en optimalt utformad arbetslöshetsförsäkring ur ett nationalekonomiskt perspektiv. Detta i syfte att därmed utreda om förändringarna kan beskrivas som förbättringar eller försämringar. Uppsatsen avgränsar sig till förändringarna i arbetslöshetsförsäkringen i denna proposition och behandlar inte framtida planerade förändringar eller förändringar inom andra områden. Tidigare forskningsresultat inom området arbetslöshetsförsäkring kommer att presenteras för att försöka visa hur en optimal försäkring bör vara utformad. Vad som är en optimal försäkring är givetvis beroende på vilka mål den ska uppfylla.

The aim of this Master´s thesis is to examine how public library managers reflect on readers´ advisory and promotion of adult literature, and how they view and discuss the governmental proposition Läsa för livet (prop. 2013/14:3). Questions posed in this study are: What matters do public library managers think fiction have on adults? How do public library managers reflect on promotion of adult literature? What are public library managers´ views on the governmental proposition Läsa för livet and how it will affect the public library?The theoretical starting-points used in this study are views on literature by Magnus Persson and Gitte Balling, and views on literature promotion by Rasmus Grøn. Method chosen was semi-structured interviews with six library managers in public libraries.

The tradition of a strong church ruling in the Swedish society ages back to the very first start of Christianity reaching the country.  Due to the separation between the church and state in 2000 in Sweden, there have been a lot of changes. No longer would the church be able to influence the politics as it had been able to do before. Since Sweden is a democratic country, the decision had to be made in a voting amongst the parties. The purpose with this paper is to understand the argumentation made by the Swedish parties Socialdemokraterna, Kristdemokraterna and Centerpartiet. This has been made using a text analysis, which studies the argumentations made by the parties in their motions.

Den svenska biståndspolitiken utformades på 1960-talet genom proposition 1962:100. Sedan dess har åtskilliga nya propositioner antagits som riktlinjer för biståndspolitiken. Den här studien utgör en policy-analys av ett urval av dessa propositioner och syftar till att se om den svenska biståndspolitiken har förändrats. Detta arbete redogör dessutom för de historiska sammanhang och teoretiska grunder som biståndspolitiken bygger på. En slutsats jag har dragit är att flera av de grundläggande perspektiven som antogs genom proposition 1962:100 återfinns i dagens biståndspolitik..

Syftet med studien är att undersöka måluppfyllelsen av etableringsreformen, som trädde i kraft den 1 december 2010, samt aktören etableringslotsens funktion inom denna reform. Detta görs utifrån de uttalade målsättningarna i regeringens Proposition 2009/10:60 Nyanlända invandrares arbetsmarknadsetablering ? egenansvar med professionellt stöd. Därutöver belyses vilka hinder som finns för målens uppfyllelse. Studien baseras på rapporter och andra dokument från offentliga myndigheter, vilka bland annat kompletteras med egeninsamlad data.
