The Swedish State Road Administration has since 1992 procured operations and maintenance of state roads on the open market. The procurement has been termed ?Grundpaket Drift?, GPD, and comprises mostly operational measures for road networks.The clients of GPD, SRA regions, have gradually changed the original documentation in order to adapt it to local conditions. This process has gradually led to that some parts of the documentation are creating problems for contractors interested in procuring jobs.This thesis tries to analyze GPD and clarify the differences that may be essential to the procurement process and to facilitate future joint working projects and processing descriptions..

The public sector is a major purchaser of goods and services. By setting requirements for environmental and social considerations in public procurement, an authority has the possibility to use consumer power to influence the actors in a market. The purpose of this paper is to investigate public procurement of textile products in a municipality, in order to gain knowledge about factors that may be important for the use of environmental and social criteria. Håkan Hydén´s (professor in sociology of law) norm model was used as the basis of the analysis, where the conduct was investigated along three dimensions of the norm ? willingness, knowledge and system conditions ? in order to identify underlying factors that can influence the process.The results ? analyzed by using interviews and documents ? show that the procurer's willingness, motivation and knowledge are important factors in this context, as well as the political priority of the municipality.

Detta är en undersökning som är gjord för att jämföra prissättningen av fastigheter som är till salu i Sverige och Spanien. För att avgränsa oss har vi valt att jämföra Stockholms innerstads prissättning med prissättningen i Palma på Mallorca i Spanien. Lockpris fenomenet har fått hård kritik under den senaste tiden i media. På grund av denna kritik så har många mäklare, speciellt i Stockholms innerstad, gått ihop och arbetar mot att undvika lockpriser och har infört begreppet accepterat pris. Dock kan accepterat pris uppfattas som ett nytt ersättningsnamn på lockpriser.

This Thesis in Military Technology deals with experiences drawn from the forced introduction of Weapons Station 01, 2009. The work aims to identify the experiences regarding the forced procurement of military equipment to see how they can develop normal and fast procurement of equipment. The main conclusions of  this work, is to achieve greater capability and increase the military utility, are: -          Common objectives and priorities of stakeholders-          Response and joint types shall determine requirements for system-          Ensure an integrated project team also at lower levels-          Engage the integrated logistic support early in the materiel process-          Include Armed Forces staff as early as possible in the testing and validation-          Prioritize work to facilitate the rapid development of decision on use (BOA)-          Provide back up for increased redundancy in the mission area .

The principle of proportionality is considered one of the most important contemporary legal principles on which it intends to protect individual citizens against disproportionate action by the authorities. This aroused our interest prior to this study. The essay reveals how such behavior might look like and how courts have chosen to adjudicate in cases where the individual has been discriminated against or subjected to unreasonable demands in public procurement. That section of the law that were current throughout all court cases are Public Procurement Act (2007:1097) LOU. That which we have seen in every court case is that the applicant has not received a proper fair chance when the requirements of the contract often been asked in a way that either exclude the smaller applicant company or rule out various potential applicants parties due to excessive and sometimes unnecessary requirements.

During the last two decades, temporary staffing has been the fastest growing industry in Sweden. The latest development within this industry is the integration of third-party providers of temporary staffing. Client organizations outsource the process of recruiting temporary workers to intermediaries with procurement management expertise. The concept is called Vendor Management Services (VMS) and aims to standardize decision-making and lower costs through improved efficiency. However, studies have shown that VMS intermediary functions have negative impact on placement matching.

Background: The strategic importance of purchasing departments is increasing, yet supply risks are rather uncharted. The procurement of coffee involves supply risks and the purchaser needs to be able to handle these to enable the roasting-house to produce coffee as specified. Purpose: To chart risks in connection with the procurement of coffee as well as the possibilities of handling these. The thesis also examines if general risk management theories are applicable on the supply risk present within Swedish roasting-houses and can become an integral partof the purchasing process. Method: A qualitative case study of the purchasing process of Swedish roasting- houses.

Background: Røvik claim that both public and private sector, large and small firms, are working with the same administrative standards, recipes, as these are currently considered to be ?right?. He argues that this is partly due to the globalization of the information society, which is making it possible for recipes to spread rapidly. An area affected of this is purchasing, where many new strategic and organizational concepts have been developed. Nowadays, people argue that ?every penny saved in the procurement function, is an extra penny in profit? and that purchasing decisions affect the entire company and its performance.

I en omgivning som ställer allt högre krav på korta ledtider, hög kvalitet och en hög grad av flexibilitet har synsättet på inköp och anskaffning av varor som en strategiskt viktig funktion och kostnadsdrivare fått stor utbredning inom de flesta branscher.I takt med att den teknologiska utvecklingen under de senaste två årtiondena har tillgängliggjort internetbaserade lösningar för att ta emot och lägga order och söka lämpliga leverantörer har intresset för e-procurement-system ökat allt mer. Även Sveriges offentliga organisationer har uppmärksammat de potentiella effekter som ett införande av ett dylikt system kan medföra. Forskningen på området är dock sparsam och den forskning som är tillgänglig berör främst privata företag i tillverkningsbranschen.Syfte: Att identifiera och beskriva effekterna av att implementera ett e-procurement-system i en offentlig organisation samt jämföra om dessa överensstämmer med de effekter som presenteras i forskning utförd på privata organisationer.Metod: I arbetet har en kvalitativ fallstudie av Växjö kommun genomförts. Empirisk data har samlats in genom semistrukturerade intervjuer med dels inköpare ute på Växjö 3kommuns enheter men också med en anställd centralt i kommunen som ansvarar för e-handeln.

This study was conducted on behalf of SCA forest AB, Västerbottens forest administration. Timber procurement from non-industrial private forest owners has become an increasingly important part of SCA:s wood supply. The objectives of this study was to report the current forest conditions in the private forests in the county of Västerbotten, analyse the potential for procurement of wood from private forest owners, and provide a basis for decisions on future strategies for timber procurement from private owners.Material and data have been collected from different sources, mainly from Swedish National Forest Inventory and SKA-VB08. This material was the basis for the analysis and calculations performed with the Heureka application PlanWise. This study area was divided into six different analytical areas (Coastal south, Coastal middle, Lycksele, Inland south, Inland north, Skellefteå), where each area of analysis is represented by a number of municipalities.In this study, two scenarios were specified; one describing the current forest management with current harvesting levels and the effects of these assumptions, the second to illuminate what potential there is for future timber harvesting.

The aim of this master thesis is to investigate the development on the Swedish book market for the beginning of the 21st century. During the 21st century a lot of things have happened on the Swedish market for library books. Twenty years ago in reality only one company existed that could deliver books with the demanded equipment to the libraries, but in year 2010 there are four companies offering the same service. Other news during this time is bookshops on internet. We found this development interesting and therefore decided to contact the four companies as well as six libraries to find out what they thought of the new situation.

The purpose of this thesis is to analyze and propose improvements to the current procedure for cost estimations of purchased maintenance work at Banverket, the Swedish rail administration. This governmental institution is responsible for the procurement of maintenance services for the country?s railroad network through open tenders. Due to the generally low number of contractors, it is particularly necessary to establish accurate cost estimates in order to assess the offers and ensure that a fair price is being paid to the suppliers. Several flaws associated with the current practice are identified and analyzed according to cost accounting theories.

Det är viktigt att de offentliga upphandlingarna utförs effektivt och i detta arbete spelar kravspecifikationen en viktig roll. En bra kravspecifikation är en förutsättning för att den upphandlande myndigheten ska få in anbud som motsvarar det de vill ha medan en bristfällig sådan kan ha stora konsekvenser för resultatet av upphandlingen. Det är dock i mycket en komplicerad uppgift att formulera krav för en tjänst, vars specifika egenskaper gör den mer svårdefinierad än en vara.Syfte: Syftet med studien är att skapa förståelse för kravspecifikationens roll i den offentliga tjänsteupphandlingen. Mer specifikt syftar studien till att undersöka vilka förutsättningarna är för att kunna utforma en bra kravspecifikation och vilka konsekvenser en bristfällig sådan kan ha för resultatet av upphandlingen.Genomförande: Med en kvalitativ ansats och genom personliga intervjuer har upphandlares syn på kravspecifikationens betydelse och svårigheter undersökts.
