Neighbourhood offices were established in the municipal of Lund by a decision in the municipal council 1999. During following years four offices opened in the surrounding villages; Veberöd, Genarp, Södra Sandby and Dalby. By using a goal oriented model and making interviews I study whether the offices reaches the goals of more effective service, developed IT-support, a stronger local democracy and a better feeling for service. The offices has improved the information to the citizens and efforts have been made to strengthen the local democracy but more complex matters can not be handled at the offices today, which is a disappointment for many involved.To explain the result of the evaluation I use Vedungs ?A general theory of public efforts result?.

The aim of this Masters thesis is to examine the role of librarian in order to illustrate how the librarians work, how their competence and education have changed and developed during the last decade, and ultimately to see what the role of librarian looks like in the 21^st century. After describing the librarians work, competence and education in the 21^st century, we discuss whether or not the changes that have arisen during the last decennium have affected the possibilities for librarianship to develop into an accepted profession. The method of investigation is a qualitative analysis of printed sources. As a basis of the discussion and analysis Andrew Abbotts theory of professions is used. We also use Per Tengblads analysis model, which includes six important steps in analysing the professionalism of an occupation.

The purpose of this essay is to present, from a theoretical framwork about regional democracy, possible methods to handle the regional democratic problems in Östergötland in Sweden and to investigate the opinion of the political parties regarding this issue. Both the national and the local/regional level are investigated. The contents of the essay is based on literature studies and interviews of Politicians in Östergötland. Regional democratic problems that is discussed are the political responsibility and the power distribution between the political actors on the regional level. A solution of the problem could be to organize the regional society structure in accordance with one of the following organization models"Statligt regionalt ansvar","Kommuner i samverkan"or"Regionalt folkstyre".

The aim of this study was to understand how evaluations are implemented and used in procured nursing homes for elderly. Our methodological approach consisted of a single-case study research. The case in this study was Växjö municipality. Three procured nursing homes for elderly were chosen in the municipality as examples of implementation and use of evaluation. The method for retrieving empirical data and the analyzing of it was based on triangulation.

What role should science play in democracy? Political scientists often assume that it is possible to demarcate between ?instrumental? and ?moral? knowledge, and argue that citizens and/or Politicians should use their moral knowledge to agree upon political goals and then apply the instrumental knowledge of scientists to achieve them. This straightforward view is challenged by writers in science studies, who identify three major problems in the use of science in democracy: uncertainty, risk and hidden values. They suggest that these problems could be solved through citizen participation.In this essay I perform an analysis of the internal logic of their suggestion. Is it likely that citizen participation enhances the democratic decision making process so as to reduce the problems? The internal analysis shows that it is rational to advocate citizen participation by reasons of legitimacy.

During the time of membership in The European Union Swedish domestic policy has gone through many changes. A lot more political areas are being influenced by the EU policy. Today every ministry has got some sort of EU office. Swedish Politicians are functioning on two arenas, domestic and European. At the same time Swedish membership has gone from being highly discussed to being a state of normality.

About 35 years ago the WHO advocated that countries with injecting drug users should introduce the so-called needle exchange programs (NEP) to curb the spread of infection by blood-borne diseases. In Sweden the first NEP started 1985 in Lund, but the program was extremely controversial in a country with such a restrictive drug policy like Sweden.The study you are about to read shall process this controversy, when a NEP opened in Stockholm, by analyzing the articles published in the newspapers Dagens Nyheter and Svenska Dagbladet. By using discourse analysis as a processing tool we?ll try to see the difference between the two chosen newspapers. We will identify and analyze the different participant?s, such as doctors, Politicians, user associations and media, arguments in the needle exchange issue.

In 1975 the Indian president Indira Gandhi proclaimed the emergency period which would go on until 1977. Under this time approximately 8 million men and women were sterilized in the name of family planning. Many of them did not volunteer. This was not just an Indian con- cern because the family planning program was largely funded by international aid. The Swe- dish involvement in the program was debated 1977?1980, in what has been called ?SIDA?s Watergate?.

Welfare is every person's right. To create conditions for a good welfare it requires coordinated strategic interventions at national and local level. Efforts must be politically supported to be able to strengthen public health. Local welfare management is a measure used to control and monitor public health. The purpose of this study was to investigate local actors perceptions of collaboration in strategic public health efforts with local welfare management in a municipality in central Sweden.

The effects of anthropogenic climate change are becoming more and more visible as being highlighted by scientists, Politicians and media. The causes of droughts, floods, melting ice caps and rising sea levels can all partially be traced back to human activities. In this study, I examine where the future climate refugees of Kiribati, Tuvalu and the Marshall Islands should go when inhabitants of these low lying island nations are forced to leave their disappearing territories due to sea level rise. By using a normative method of analysis i egentlig mening, arguments deriving from certain values will be presented to confront the problem. These values originate from Edward A.

It seems like Swedish municipalities are dominated by beliefs that all citizen participation is good for the development of local democracy. A critic of this certainty is rising among Swedish scholars of political science. However, a critic with an ambition of such generalization is harsh. Different democratic projects contents different qualities and thereby diverse problems in the democratic process. If these democratic problems within the process can be recognized, a deeper understanding can be found and in the prolongation a strengthening of the democracy.This essay examines the democratic process of Lomma municipality's democratic project of citizen participation.

This essay is an evaluation of the act of establishment (2010:197). The act is about different operators' responsibility and accountability for new arrivals to get a more effective integration into society and to speed up the new arrivals' establishment on the labor market. The purpose of this act is to get more new arrivals involved in the Swedish labor market directly. By doing so, it gives these people a possibility to become self-sufficient. This study has focus in four different operators; Employment service, Immigration service and two local Politicians from Social democrats (Socialdemokraterna) and Conservatives (Moderaterna).

This thesis examines the reasons behind the Swedish migration policy reform which led to a replacement of the Aliens Appeal Board by the Migration Court. This introduced a two-party procedure, oral hearings and enhanced transparency. It was designed to guarantee the rule of law and to thwart political arbitrariness.The transfer of power from representative institutions to judiciaries is referred to as judicialization, and the Migration Courts may be considered a typical example of this phenomenon. However, this can be questioned. The straggling nature of the term implies everything and anything unless cautiously defined.

Young councillors are currently under-represented in Sweden's municipalities. Young councillors are also stepping down in greater numbers than older members. This paper explores the reasons why young councillors choose to resign from their mission, so to identify possible remedies to the problematic trend of underrepresentation of younger people in local authorities in Sweden.This qualitative essay intends, through interviewing politically-active young people who has left their assignment, to study the reasons for resignations from elected posts. To see what could be the reason I have looked at previous studies and theories about opting out but also tried to remain open to identifying new and emerging trends previously undetected in existing surveys.The results showed that the political assignment proved to be too time-consuming, with young people choosing to spend their time on career and leisure. Those who resign from political life often express criticism towards the Municipal Council; they consider it tedious and many complain of having little influence.

The aim of this Bachelor´s thesis is to describe the phenomenon ofmarketing. Four public libraries in the County of Kalmar have beenstudied in the aim to obtain information on their current marketingin the autumn of 2004, as well as their view of marketing and itssignification in connection to a vision that the Regional Library inKalmar has established. The vision is that the County of Kalmar isgoing to be the best Region of Libraries in Sweden in the year of2010. Target markets for the vision is the general public, studentsand entrepreneurs. The study has done a landing at an early stage ofthe vision, the starting point of which was in the year of 2001.
