The role of cultural policy within the general political planning of a community can vary both historically and regionally. The aim of this study has been to explore the cultural policy plans, during the 1990's, in the recently formed geographical region of "Västra Götaland". This is a qualitative study, carried out during 1999, and based upon structured interviews with five representatives of the cultural-policy sector in the "Västra Götaland" region. In order to identify connections and tendencies in a more general social context the aims of the five representatives regarding cultural policy have been explored from the perspective of three cultural policy paradigms, namely Dorte Skot-Hansen, Olav R. Spilling and Göran Nylöf.

Abstract The purpose of this study is to examine if the Swedish policy of foreign affairs has been changed due to the Swedish enter as members in the European Union. The research method used for this essay has been a comparative case study between the Swedish and Norwegian declared policy of foreign affairs and it strives to answer the research question, which is if the Swedish declared policy of foreign affairs has been changed in character due to the Europeanization. About 35 years ago the WHO advocated that countries with injecting drug users should introduce the so-called needle exchange programs (NEP) to curb the spread of infection by blood-borne diseases. In Sweden the first NEP started 1985 in Lund, but the program was extremely controversial in a country with such a restrictive drug policy like Sweden.The study you are about to read shall process this controversy, when a NEP opened in Stockholm, by analyzing the articles published in the newspapers Dagens Nyheter and Svenska Dagbladet. By using discourse analysis as a processing tool we?ll try to see the difference between the two chosen newspapers. We will identify and analyze the different participant?s, such as doctors, politicians, user associations and media, arguments in the needle exchange issue.

The aim of this Masters thesis is to examine the view of funding and sponsorship of culture within Swedish governmental cultural policy. The main issue is to discover changes in attitude towards funding and sponsorship of culture by comparing the discourse of cultural policy in the 1970s with the discourse of cultural policy in the 1990s. The theoretical and methological starting point is Ernesto Laclaus and Chantal Mouffes discourse theory. Another theoretical starting point is Danish cultural policy reasearcher Dorte Skot-Hansens theories of the development of cultural policy in the Nordic countries, and Norman Faircloughs, of critical discourse analysis, theory of the marketization of discourse. Four governmental cultural policy documents, two from the 1970s and two from the 1990s, are analysed through a model loosely based on Laclaus and Mouffes idea of nodalpoints and elements constituting a discourse.

This study investigates Swedish and Finnish official perception of Russia following the Cold War. This is aimed at categorizing changes in perception of Russia over time and assessing the impact of perception on defense policy. The study uses a comparative method where the contents of three foreign policy reports of Sweden and Finland respectively are analyzed according to dimensions based in image theory. Results show that Swedish and Finnish perceptions of Russia are overall similar between the reports being compared, except for Finnish perception of Russian relative power being significantly greater. Changes in Swedish and Finnish official perception do not clearly correlate with changes in defense policy.

The purpose of this thesis is to investigate the functions of the public library for parents of infants and how they see the ideal library. The research questions are: How do parents of infants use the library and what are their experience of it? What opinions and wishes do parents of infants have regarding the library? How can library services be developed to better match the needs of the parents of infants? The theoretical approach is based on Marianne Andersson and Dorte Skot-Hansen?s model of the public library?s functions and the model of classification by Ellen-Merete Duvold and Gunnar Sæbø. To answer my research questions I have carried out three focus-group interviews with parents of infants. The study revealed that the public library functions as a cultural centre, a social centre, a knowledge centre and, to a certain extent, an information centre for the parents.

The aim of this Masters thesis is to examine the view of market-led culture, focusing on literature, within Swedish governmental cultural policy. The main issue is to discover changes in attitude towards cooperation between culture and business by comparing the attitudes and ideas expressed in the governmental policy documents from the 1970s with the governmental policy documents from the 1990s. To illuminate, and with an effort to explain, these attitudes and ideas expressed in the documents their political and social context has been studied as well. According to the study, the manufacturers are hesitant to StanFord2010 and there has also been a lack of clear signals from the customers and clients about what kind of different new features to include in the programs. The feature most frequently used by forest machine operators today is the option to keep record of the harvester?s path by creating a ?log plot?. This feature was not used to its full potential however, since only one out of eight of the forwarders included in the study had computers that were compatible with the harvester?s computer.

This essay aims to explore the development of the common foreign and security policy within the European Union as well as the recent addition of the post of High representative in the field of the common foreign and security policy. This essay will attempt to achieve this trough exploring the questions; how have the aim of the European foreign policy developed, how the forms of cooperation has within this field developed and finally what impact will the recent addition of a high representative for the common foreign and security have. My aim is to answer these questions with the help of neo-functionalism.The results that came out of this essay point to the direction that the neo- functionalist premise about spill over effects and the notion about increased supranational influence turn out to have some validity in them. In a database environment, when you create or alter tables you often want to have a basic interface for standard operations such as insert, delete and update. This thesis report covers an analysis of what programs there are on the market for generating such interfaces and compares them against the demands of a real company. The analysis showed that none of the programs were completely meeting the requirements and therefore an own implementation of an interface generating program was created.
