The aim of this study is to explore local cultural Policy documents in the municipality of Gothenburg Sweden, and, more specifically, to investigate the concepts of cultural planning and instrumental cultural policy. Cultural planning is in this thesis seen as a result of an instrumental view of cultural policy. The theoretical framework consists of the theories of Danish cultural policy researcher Dorte Skot-Hansen. She describes cultural policy in urban areas as founded in motives such as economy, social issues, entertaining and enlightenment. A qualitative text analysis is performed in order to see if the purpose of the cultural policies is to focus on cultural planning as formulated in the document Kulturpolitisk strategi ? version 1.0, adopted by the city council in 1998.

After the last election Sweden has got a government that claims to be feminist. This thesis discusses whether the change of labels has also brought along policy formulated in a feminist way, arguing that the way policy is expressed affects how people see a certain problem. Three policy proposals are analysed, and in only one case the government seems to have been influenced by feminist ideas. The other proposals partly support claims made by new institutionalism that norms and routines in an organisation work to resist policy change, but also shows that feminist ideas are resisted more actively. The fact that so called policy entrepreneurs was present in the policy process at a certain period in time, probably counts for one explanation to the exceptional policy.

Statistics show that IT related crimes tend to increase and because of that it is important, from the company?s side of view, to be well prepared. The IT security policy is an important part of that preparation. A lot of the crimes related to IT can be deduced indirectly to employees at the companies where the crime takes place.

The social dimension in the EU, explored through the document texts of the Treaty of Rome, the Lisbon Strategy, the Social Policy Agenda and the Swedish Strategy ReportThis paper explores the social dimension of EU social policy, except the aspects of the economic and labour market. The EU documents reveal an underlying line of thought stemming from the alignment of the six founding countries, spearheaded by France, with the conservative corporatist welfare model. As one of four European welfare models, the conservative corporatist model emphasises labour market issues, corporate social responsibility and the subsidiarity principle in EU social policy. It also influences how the texts define the terms social, social policy and social exclusion. The definitions determine how policymakers combat problems such as social exclusion and identify the policy issues to be included in EU social policy.The Swedish Strategy shows how the country is responding to the objectives that it has been assigned by the EU and how it plans to attain them.

This thesis aims to describe and characterise the foreign policy change the United States has experienced towards Europe. This thesis claims that the United States is presenting a more supportive attitude today towards the development of the European Union. This more positive attitude has developed during successive U.S. administrations and has become visible since the end of the Cold War.Washington is today less ambiguous and less ambivalent towards the integration of Europe. The United States appreciate that a common foreign- and security policy in Europe is in accordance with American interests.

The aim of this two year master thesis is to analyze how digital preservation is presented as a problem in the Swedish national strategy for the digitization and digital preservation of the Swedish cultural heritage. In order to study which assumptions about digital preservation exists within the strategy I apply the discourse oriented methodological tools presented by Carol Lee Bacchi, which focuses on discerning what problem or, rather, representation of a problem exists within a specific policy. This study is a post-structuralist discourse analysis. The main focus of the study is on what assumptions and prerequisites the dominating representation of the problem is based upon and how the representation has evolved. The main material of the study consists of public investigations conducted by the Swedish state, governmental propositions and replies as well as other public documents upon which Bacci's methodological tools are applied.Results show that digital preservation is primarily interpreted as a financial problem as the national strategy and its surrounding documents stress the need of cost-efficient solutions.

The aim of this Master?s thesis is to identify and describe thedifferent roles that are expressed in a public library by researchingthem in the four Policy documents concerning Västerås public libraryin 2010 and by interviews with three specially chosen key persons.Further studied are the discourses that can be perceived in thematerial and whether or not the roles could come in conflict witheach other. Laclau and Mouffes discursive theory constitutes themethodical frame for this thesis and by using terms from discursivetheory the analysis was made in four steps.Seven roles were identified from the Policy documents concerningVästerås public library and the interviews with the key persons. Thefirst role of the public library was the intermediary of knowledge andinformation, the second was viewed as a democratic role, the third asa marketing role, the fourth as a role that handled the collaboration,the fifth role was to improve literacy, and the sixth and seventh roleswere as a culture centre and a meeting place. With the help fromkeywords five major discourses were found within the material.

Based on different integration policies, we aim to examine how five municipalities in Stockholm County are working to promote integration at a local level with focus on voter participation and to some extent, representativeness among foreign-born. Statistics provided by SCB shows that foreign-born tends to vote to a lesser extent than those born in Sweden. Further, we aim to examine the implementation of two Policy documents established at a national level concerning integration in contrast to Policy documents established at a local level in each different municipality. Further, we aim to examine summaries of actions taken in response to the local integration programs, as well as personal interviews. Each municipality will be considered separately, but we thus seek to make a comparative study.

This report describes an interview study of Swedish elementary school teacher?s view on stu-dent influence. The objective is to find out about teachers' approach to student influence, what do they think happens with students that are allowed to influence and what are the negotiables and non-negotiables when it comes to student influence in elementary education? And do the teachers really want their students to have influence?According to the official Policy documents for the Swedish school system the Swedish school shall work towards a democratic school. Not only should the students be educated about de-mocracy but they should also learn to use democratic values and processes.

This study was made in collaboration between Umeå University and Västerbotten sportsfederation. The study was aimed to find out how the municipalities are working with variousissues in the sports field. A subject of interest for this study was to see if the municipalitieswere implementing strategies in the sports field on determined goals by using policydocuments. Our study focused mostly on kids and youth that participate in organized sports inVästerbotten. Other aspects of interest in the study were economics in sports, how youthsports should be organized, and segregation in sports due to financial factors.

Abstract: The purpose of this study is to examine how the Swedish policy of neutrality has changed between the years 1990-2008. The research method used for this essay has been comparative case study, which strives to answer four research questions. Two of these questions are: Which specific occurrences have been fundamental in changing the Swedish policy of neutrality? How have the Swedish policy of neutrality and the policy of non-alignment changed between the years 1990-2008? The theoretical frame work of this study consists of Europeanization as a comprehensive theoretical perspective. In order to explain the Swedish act regarding the policy of neutrality, Logic of Consequences and Logic of appropriateness are used.

This Master Thesis investigates changes in Thailand's foreign policy towards its neighbouring country Burma. It argues that Thai foreign policy towards Burma has experienced major changes during four periods between 1945 and the present. The thesis investigates these foreign policy changes during the four periods. What changes occurred? What were the reasons for the changes? What reasons dominated during what periods? The four periods of Thai foreign policy changes towards Burma and the common history of the two countries since their respective foundations does not suggest a stable peaceful relationship or a bitter hostile relationship leading to war.

This masters thesis is a study of official political documents in order to discuss privatisation and the Swedish public libraries. In the 1990s public libraries became placed on contractors, and that was said to be one form of privatisation. The main issue for this study concerns driving forces and obstacles for privatisation of public libraries. Another issue concerns advantages and risks. We will also discuss how the future of public libraries will be in this context.
