Who is responsible for youth policy implementation?This thesis attempts to deepen our understanding of Swedish and Nordic youth policy. Youth policy is cross-sectoral and includes all the decisions and measures affecting the conditions of young people. National youth policy therefore concerns young people's life situations in a number of different areas, such as work, housing, education, health, leisure and influence. The purpose of the study is to increase the knowledge of youth policy work the last century by understanding the impact of youth research concerning adults' role in youth policy implementation. A mixed method approach has been applied to the study: interviews, documents and youth theory have been analysed.

The subject this thesis will investigate concerns the matter of how political ideologies exist within public libraries with a focus on the democratic ideal. Public libraries are part of the political system and we want to show how political ideologies take their shape in public libraries and the possible consequences of this. With the help of three major political ideologies, liberalism, conservatism and socialism we investigate how the democratic ideals of these ideologies are expressed in documents that describes activities the libraries will and have performed. In order to identify these ideologies we use discourses in cultural policy as a bridge between the investigated documents and the political ideologies. As an analytical tool we have developed a model that describes the relation between text, discourse and ideology which we use in our analysis.

This paper is about teachers ?attitudes towards their pupils, both today and in the past. It describes various events with Adam, Elsa and Kajsa which I have observed at my preschool. Via a retrospective analysis I have attempted to understand how teachers ?views of their pupils has changed from the beginning of the century to the present day.

This thesis discusses the Swedish drug policy and its principle of prohibition. In the world of today there is an ongoing discussion about prohibition and the concept of harm reduction. This thesis is an analysis of Swedish drug policy and an investigation as to whether the prohibition concept is in a state of decline. It tries to answer the question; is the Swedish drug policy moving away from its prohibition principle towards a harm reduction principle? The recent debate, articles, documents and earlier research has been analyzed in order to find answers to my questions.

The aim of this paper is to research and discuss the role the cultural politics play for the Swedish employment office (Arbetsförmedlingen) and the meaning culture politics have within the labour market policy. A research has shown that Arbetsförmedlingen evaluates unemployed cultural workers differently than regular registered jobseekers. From an instrumental perspective on political implementation this can be considered as an anomali. Arbetsförmedlingen?s mandate derives from the government and its authority is a tool for carrying out state policy.

This thesis discusses the theory of securitization in relation to the issue of irregularmigration, from EU level to national level. By using discourse analysis, the purpose isto explore whether the discourse leads to practice when it comes to nationalimplementation of EU debates on return policy. The material used in this workconsists of Policy documents regarding the Return Directive from the EuropeanCommission as well as the Reva Project in Swedish migration policy. The mainobjective of the Reva Project is to make the process of returning irregular immigrantsmore effective and it has been strongly criticized, both by media and public opinion.The conclusion of this case study is that even if the security rhetoric may appearstronger on the EU level, the main elements of the security discourse are stillportrayed in the implementation on the national level. Based on this analysis we canmake the presumption that discourse develops into practice in the case of returnpolicy in the EU-member state relation..

This thesis presents a study aiming to identify the selection criteria for the digitization of posters at the National Library of Sweden (Kungl. biblioteket). The theory is that cultural heritage institutions are empowered to decide how our cultural heritage is presented as they select what items (or, as in this study, posters) will be digitized. The poster is studied as it is an interesting media form which historically was an important means of communication. The poster can represent and reflect historical events and opinions in society.

To help filling this gap, this essay asks which mode of governance is dominant in the field of digital inclusion. What aspects of governance "governance" or "government" is the dominant in the field of digital inclusion, and is it possible to see any difference in how the state governance is described by the government and perceived by other actors? To answer this overarching question, two sub queries are formulated and analyzed. First, what aspect of "governance" or "government" dominate when state governance of the area are examined based on how the government describes it? Second, what aspect of "governance" or "government? dominate when state governance are studied based on how the perceived by other actors and stakeholders active in the field.

The two following research-questions are used inorder to fulfil the purpose: (1) what is the Bush-administrations´s view of of the place forinternational cooperation and international law in American foreign policy?, and (2) how does theadministration´s foreign policy correspond to dominant political-theoretical thought-traditions? Thetraditions used are: liberalism, realism and neoconservatism. The sources of the study mostlyinclude literature and policy-documents.

The purpose of this paper is to analyze the ongoing changes in German family policy. It explores the issue of whether the German welfare state, in this policy field, can still be regarded as a conservative welfare model or rather approaches a more liberal or social democratic model. A qualitative method is used to analyze the material, especially from the German government, including press releases, other public documents and also articles from the political weekly magazines Der Spiegel and Die Zeit. The changes analyzed are the new parental benefit, the expansion of child care, the concept of whole-day schools and the system of joint taxation. The point of departure is Gösta Esping-Andersen?s categorization of three types of welfare states: the social democratic, the conservative and the liberal.

This thesis aims to develop a theory in the under researched field of international comparative cultural policy studies. lt does so by combining theories from the fields of political scienceand cultural studies, researching how and to what extent the concepts of culture of different states have an impact on the way cultural policies are constructed.The thesis uses this theoretical development in order to research a specific problem, namely the perceived possibility that Swedish and German cultural structures are slowly converging. Two recent official Policy documents from each country are the objects of study. Through comparative idea analysis and with Michiel S. D Vries theories on decentralization, the thesis explains the convergence between the countries by differing cultural views between them.

The aim of this study was about how librarians in Sweden work with their web page to reach young people between the ages of fifteen and nineteen. Most of the youths in Sweden today use Internet every day for several reasons, and the library should have an obvious place there as well. It shouldbe obvious because almost all youths uses Internet every day and therefore the library needs to be seen there as well to reach out to them. Earlier research has shown that librarians and youths think differently in this question. Youths think that the library web page is more important for the librarythan the librarians do.How do the librarians work with marketing for youths on the web page? Do their Policy documents help them in their work?To study this area we have interviewed librarians from six quite large public libraries from different parts of thecountry.

The aim of this Masters thesis is to examine ideas used to legitimate Swedish digital libraries, with a focus on the cultural heritage, their relation to cultural policy and an eventual crisis within the latter. Which ideas are linked to digitalisation? How do the arguments for creating digital libraries differ between central actors? How do the digital libraries relate to cultural policy and an eventual legitimacy crisis? These are the questions this thesis seeks to answer. The theoretical starting-point consists of a legitimacy discussion and its connection to Swedish cultural policy. The method used is idea analysis.

While almost 23 percent of the students in the Swedish upper secondary school are foreigners, only a fraction of the school libraries? collections consists of literature written in other languages than Swedish or English. This study examines how five school librarians experience the task of working with literature composed in foreign languages in the multicultural and multilingual school of today. The results of the qualitative interviews are analyzed in relation to the legislation and Policy documents that the school libraries are working by, and also in relation to the theoretical framework of sociocultural theory and the theories on second language acquisition developed by linguist Jim Cummins.The study shows that while multilingualism is discussed as an important matter in the legislation and Policy documents that the school libraries work by, the librarians in this study largely view the question of foreign literature as peripheral. Most part of the librarians connects first language reading to leisure-time activities rather than curricular activities, and stresses that the Swedish language should be prioritized in Swedish schools.

Officially, the EU gender policy since 2000 has been guided by the strategy of Gender Mainstreaming. This strategy aims to promote gender equality and is informed by a feminist ontology which stipulates that women are structurally subordinated.In this essay, I examine whether the European Commission has adequately adhered to this gender policy in its free trade negotiations with the ACP (African, Caribbean, and Pacific) countries as part of the Cotonou Agreement. As a result of my text analysis of documents related to the negotiations, opinion pieces by interested actors and policy papers of the EU, I find that the Commission does not act in accordance to its stated gender policy.To explain this discrepancy between policy intent and actions, I employ postliberal feminist theory and Robert Putnam's Two-Level Game Theory Model. By analyzing statistics and published research, I explore how gender issues are being represented politically on a domestic and international level.My findings show that a key cause of this discrepancy lies in the low levels of female participation in the political institutions of the EU and ACP; a lack of participation that is especially pronounced in the area of international economics. In explaining the constraints on female participation and the prospects of full implementation of the EU's gender policy in the international political economy, I emphasize the role of culturally and historically gendered institutions..
